President's Cabinet

Present: Jerilyn McIntyre, Dave Soltz, Rich Corona, Charlotte Tullos, Paul Baker, Libby Street

I. Steve Rittereiser & Bill DeHaven re: NIMS Training Plan & Emergency Preparedness Plan
Mr. Rittereiser introduced Bill DeHaven. Sgt. DeHaven is CWU's Emergency Preparedness Coordinator. He is available to assist with questions related to the National Incident Management System (NIMS) compliance and training. Mr. Rittereiser explained that NIMS mandates emergency preparedness training for certain employees. CWU has to meet FY 2006 implementation requirements as a condition of receiving federal preparedness funding assistance in FY 2007. According to the Federal Emergency Management Agency (FEMA), colleges and universities are not first response organizations, so training is limited to persons with direct responsibility for managing the institution in an emergency. Mandatory training is required for the following individuals: President, Executive Assistant to the President, Provost/Senior Vice President for Academic Affairs, Vice President for Business and Financial Affairs, Vice President for Student Affairs and Enrollment Management, Vice President for University Relations, Assistant Vice President for Facilities Management, and the Director of Business Services and Contracts. The mandated training consists of two, internet-based training courses that must be completed by September 2006.

The second item that Mr. Rittereiser discussed was CWU's Emergency Preparedness Plan. He explained that the reason our plan had to be modified was due to NIMS requirements. Our document now includes all federal and state requirements. Mr. Rittereiser suggested that each of the Cabinet members read the administrative and response sections of the plan. The document is online, but the online version isn't university specific. It's more general. Dr. McIntyre suggested that Mr. Rittereiser or Mr. DeHaven present the sections of interest to the Cabinet this summer and then arrange a tabletop exercise fall quarter after everyone has completed the mandatory training.

II. Discussion Item

1. HAAP Banquet – Who's Attending?
Dr. McIntyre reminded the group that the Hispanic Academic Achievers Program (HAAP) Banquet is June 1 at the Yakima Convention Center. It was decided that Mr. Corona, Dr. Soltz, and Dr. Tullos will attend. Dr. McIntyre will attend if possible.

III. Executive Reports

Provost/Senior Vice President for Academic Affairs:

Dr. Soltz reported that Academic Affairs is moving forward with implementation of the faculty collective bargaining agreement. His division is also working with Human Resources to hold a full day of training for chairs sometime in September. Fall Faculty Day is Monday, September 18 and New Faculty Day is Tuesday, September 19. CWU was funded for two of the three high demand proposals that were submitted.

Vice President for Business & Financial Affairs:

Mr. Corona reported that the new Holmes Dining Hall opened yesterday. He encouraged everyone to check it out when they had a chance. Mr. Corona and Dr. Tullos received a letter from Tony Aronica asking for financial support for getting CWU logos on signs in the downtown area. There will be initial costs and costs to maintain the signs each year. Dr. Tullos will follow up with the S&A Committee to see if they can help with these costs. The Council of Presidents' Office will move into their new location mid to late July.

Vice President for University Relations:

Dr. Baker reported that Jim Armstrong, Interim Director of Alumni Relations, is working on the Alumni Distinguished Faculty and Student Awards and a strategic plan for the department. An Alumni event is being held at the Marcus Whitman Hotel in Walla Walla on Thursday, May 25. The Development Priorities Committee meets this Friday, May 26. The deans will be discussing their gift pyramids.

Vice President for Student Affairs & Enrollment Management:

Dr. Tullos gave an update on enrollment numbers statewide. She added that we should plan for the same size freshmen class as last year.

Executive Assistant for Policy & Planning:

Dr. Street reported that Tim Peckinpaugh, our federal legislative consultant, has prepared a one-page document to circulate in regards to McNair. It appears that the bills we want to include earmarks in still look good. Dr. Street attended a Washington Learns Higher Education Advisory meeting yesterday. The discussion focused on funding systems and faculty compensations.

Administrative Operations Coordinator:

Ms. Dawson distributed the summer PAC/Cabinet meeting dates.

President:

Dr. McIntyre gave an update on the expansion of the Great Northwest Athletic Conference (GNAC). Montana State University-Billings will formally become a member of GNAC effective July 1, 2007. Dr. McIntyre asked Dr. Baker to follow up on the Moses Lake Flight Tech story to see who picked it up.
