I. Action Items
1. Approval of PAC Minutes from 4/19/06
Motion to approve the PAC minutes from 4/19/06 as presented by Mr. Corona. Seconded by Dr. Street. No further discussion. Motion carried.
2. Approval of Department Name Change: Health, Human Performance,
and Recreation to Health, Human Performance, and Nutrition
Dr. Soltz explained the reason for the proposed name change. Basically, it is to incorporate the departments that have moved under that umbrella. Motion to approve the department name change as presented by Dr. Soltz. Seconded by Dean Miller. No further discussion. Motion carried.
3. Approval of Authority to Establish University Bank Accounts Policy
Kevin Kimball explained that the changes that were recommended at the last PAC meeting have been incorporated into the policy. Motion to approve the Authority to Establish Bank Accounts policy as amended by Mr. Corona. Seconded by Dr. Soltz. No further discussion. Motion carried.
4. Approval of Payment Card Security Policy
Kevin Kimball reported that he met with Kim Loranz, Assistant Attorney General, and she provided feedback to the Payment Card Security policy and procedures. Her suggested changes are incorporated in the document. The group provided additional feedback. Motion to approve the Payment Card Security policy as amended by Mr. Corona. Seconded by Dr. Soltz. No further discussion. Motion carried. The language in the procedures section will continue to be modified and will be brought back for the group to review at a later date.
II. For the Good of the Order
Meghan Miller, Dean, College of the Sciences:
Dean Miller reported that faculty workload implementation is the major focus of the deans and department chairs. The Symposium on University Research and Creative Expression (SOURCE) is tomorrow, May 18. The keynote speaker is Dan Beck. Approximately 40 spheres of distinction proposals have been received in Academic Affairs. The Provost will be reviewing these proposals with the deans.
Judy Miller, Board Secretary:
Ms. Miller reported that a special telephonic meeting of the Board of Trustees has been scheduled for Tuesday, May 23. Changes to CWU's Retirement Plan will be reviewed and approved. Items for the June 9 Board of Trustees’ agenda are due to Ms. Miller next week.
Carmen Rahm, AVP for Information Technology Services:
Mr. Rahm reported that the FMS upgrade is going well. ITS will be installing wireless in Mitchell Hall later this week. The Student Technology Committee has awarded their funding: $37,500 to the Scheduling Center to purchase additional laptops for students to check out and $12,500 to Academic Achievement to purchase an on-line tutoring system. Mr. Rahm continues to track the CALEA issues. He will be participating in a Webinar regarding compliance issues soon.
Michael Ogden, Chair, Faculty Senate:
Dr. Ogden reported that there is one more Faculty Senate meeting this year. The Senate should be receiving language soon regarding the foreign language requirement at the time of admission and at the time of graduation. Jeffrey Dippmann will be the Faculty Senate Chair next year. The Faculty-Administration Joint Work group had their first meeting and it went very well. They will meet a few times during the summer.
Leslie Webb, Co-Chair, Diversity Council:
Ms. Webb reminded the group that next week is Disability Awareness Week. A weeklong series of events are being sponsored. Kay Redfield Jameson will make the keynote presentation at CWU's Disability Awareness Week on Monday, May 22 in the new Student Union Ballroom. Pride week is also next week. Student Appreciation day is May 25.
Becky Watson, Director, Public Relations & Marketing:
Dr. Watson reported that she and Rob Lowery are currently doing the second proof of the university catalog. If you have any changes please contact Becky Watson, Rob Lowery, or Ginger Linnell as soon as possible. Dr. Watson will be attending the Kittitas County pandemic flu exercise meeting. Her office is also working with Student Affairs and Enrollment Management on the talking points for the "applications" stories.
III. Executive Reports
1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that faculty collective bargaining implementation is the major focus in Academic Affairs and is going reasonably well. The Associate Vice President for Faculty Affairs website is up. You can access it from the Provost/Senior Vice President for Academic Affairs homepage. There will be a one-day collective bargaining training for department chairs in the fall. Over 40 spheres of distinction proposals have been received in Academic Affairs.
2. Vice President for Business & Financial Affairs
Mr. Corona stated that he was in Olympia yesterday with Ann Anderson and Shelly Johnson, meeting with legislative staff, OFM senior budget staff, & HECB staff regarding the budget. They discussed efforts to streamline the budget process and the possibility of making the system more automated when possible.
3. Vice President for Student Affairs & Enrollment Management
Dr. Tullos reported that the ASCWU BOD elections are tomorrow. The Fireside Chat went well. Student Affairs and Enrollment Management has received several spheres of distinction proposals. Dr. Tullos encouraged everyone to read the enrollment article on the Intranet. She also reminded the group to attend SOURCE tomorrow.
4. Vice President for University Relations
Dr. Baker reminded the group that the Athletics Hall of Fame Banquet is Friday, May 19 at the new Student Union ballroom. Tickets are still available for the banquet through today. There are nine individuals and one team being honored at the banquet. The Foundation Board meeting is also this Friday. Agenda items include approval of the budget and the election of two new members.
5. Executive Assistant
Dr. Street explained that she is working on the agency strategic plan that must be submitted to the state with our budget. The External Diversity Council met last Friday. The council toured the new Student Union and Recreation Center and had a wonderful presentation by Disability Support Services. The Washington Learns Higher Education Advisory group meets again next week. Tuition policy is the main issue currently being discussed.
6. President
Dr. McIntyre attended the Historic Ellensburg Award presentation on Saturday, May 13. The annual Faculty Senate Reception and the Fireside Chat were held on Monday, May 15. Both events went very well. The annual Retiree Reception is today at 3:00 in Barge 412.

II. Executive Reports
Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that faculty collective bargaining implementation is going reasonably well. The first meeting of the Faculty-Administration Joint Work Group went well. They group plans to meet several times during the summer.

Dr. Baker reported that the Economic Development Group Annual meeting and awards Reception is Tuesday, May 23 in the new Student Union ballroom. Nate Harris has accepted a position as Assistant Development Officer/Event Planner in the College of Business at the University of Illinois. He starts his new position on June 12.
Vice President for Student Affairs & Enrollment Management:
Dr. Tullos reported that the first meeting of the South Neighborhood Study group went well. Keith Champagne is chairing the committee. Dr. Tullos met with Chuck McIntyre yesterday. He is on campus for a couple of days to do focus groups with students here on campus and at the university centers.
Vice President for Business & Financial Affairs:
Mr. Corona distributed the 6-year outlook for review and discussion. The meeting yesterday with OFM, HECB, and legislative staff went well. Collective bargaining for bargaining unit I employees began last Thursday.
Executive Assistant for Policy and Planning:
Dr. Street reminded the group to submit their feedback on executive interns to her as soon as possible. Interviews need to be scheduled prior to the end of this quarter. Sherer Holter and Michael Jennings have developed a form for employees to report outside employment activities. Dr. Street will distribute the form to the rest of the group by email to review and provide feedback.

Dr. McIntyre asked Cabinet members to follow up on issues that were raised at the Fireside Chat.
