I. At 8:30 a.m.: Sherer Holter, Pam Zupan, Eric Galbraith regarding PeopleAdmin Update
Sherer Holter began by introducing Eric Galbraith and Pam Zupan and explaining that staff in Human Resources have been working on this new on-line recruiting system for approximately eight months. Training will begin March 15 and continue as long as needed. Mr. Galbraith reported that with this new on-line system, applicants enter their data one time and then this data can be used to apply for numerous positions within the university. Applicants will be able to edit their file at any time and will also be able to check on the status of their application file. Applicants will automatically be notified by email when materials have been received or if they are missing items. Mr. Galbraith added that this new system will significantly streamline our entire hiring process. It will eliminate many of the delays that currently exist. On the hiring end of the process, departments and search committee members will have access to go on line at any time to review applications. They will no longer be required to wait until the end of a 30-day posting period. Ms. Holter stated that flexibility is a major plus to this new system. Departments will now have more control of their searches. They will be able to decide how many applications they want to see and how long they want to post positions. Ms. Zupan explained that HR will be modifying the search and hiring manual to make it more of a checklist rather than a procedures manual. The presentation concluded with Mr. Galbraith giving a quick demonstration of the on-line system to Cabinet members.

1. Approval of Cabinet Minutes from 2/22/06
Motion to approve the Cabinet Minutes from 2/22/06 as presented by Mr. Corona. Seconded by Dr. Soltz. No further discussion. Motion carried.
III. Discussion Items
1. Follow-up from the Cabinet Retreat – Dr. Street
Dr. Street explained that she is currently drafting notes from Monday's retreat and will forward them to Cabinet members for review soon.
2. Preliminary report on the legislative budget
Dr. McIntyre distributed Ann Anderson’s preliminary report on the legislative budget for review and discussion.
3. Cabinet spring retreat and vacations
The group agreed on May 22, 2006 for the spring Cabinet Retreat. Ms. Dawson will work with the vice president's administrative assistants to find possible dates for a 2-day summer Cabinet Retreat.
IV. Executive Reports
Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that both Newswatch and the Observer will be doing segments on last week's Board of Trustees meeting. Academic Affairs staff attended an all day training session yesterday. Rod Younker presented on "Employment Law 101." The group spent several hours reviewing the contract and what it means. The session was very successful. Monday, March 13 is Faculty Day. The Academic Affairs Strategic Plan will be rolled out and Ann Anderson, Director of Government Relations, will summarize the 2006 legislative session.
Vice President for Business & Financial Affairs:
Mr. Corona reminded the group that a Budget Advisory Committee meeting needs to be arranged for mid-April. Shelly Johnson will join the Cabinet meeting on March 29 to discuss budget items with the group. The joint meeting between CWU Cabinet members and Ellensburg City Council members is this Friday, March 10 from 3:00-5:00 p.m. in Barge 412.
Vice President for University Relations:
Dr. Baker offered a suggestion for the Combined Fund Drive Campaign Leader appointment. Dr. Street will follow up on the suggestion and report back to the group. There are a couple of cultivation events coming up in Spokane and Seattle.
Vice President for Student Affairs & Enrollment Management:
Dr. Tullos reported that transfer student orientation for spring quarter is tomorrow and freshmen orientation is next week. The housing numbers look great. The Women's Achievement Celebration is tonight at 6:00 p.m. in the SUB Ballroom. The redecoration on the first floor of Mitchell Hall looks great. Stop by and check it out when you get a chance. Gloria Steinem will be on campus April 27. Her lecture, "The Longest Revolution," will begin at 8:00 p.m. in the new Student Union Ballroom.
Executive Assistant for Policy & Planning:
Dr. Street reported that thanks to the President's Office Executive Intern, Scott Leadingham, we now have a common list of keywords used in a speaker's bureau. Agenda items for the meeting with the Ellensburg City Council members on Friday include: transit needs, Visitors & Convention Bureau, and advances in technology.
President:
Dr. McIntyre reported that the Chamber Rotary Auction is April 8. Dr. Baker will reserve a table for Cabinet members. Dr. McIntyre will be in Washington, DC next week to present at the National Association of Student Personnel Administrators (NASPA) Annual Conference and to meet with federal legislators. A COP conference call was held yesterday to discuss enrollment trends.
V. At 11:30 a.m.: Ann Anderson regarding legislative update
The preliminary budget summary was reviewed and discussed. Ms. Anderson and Ms. Schactler will submit a final legislative summary once the budget has been formally adopted.
