President's Cabinet

Wednesday, March 29, 2006
8:30 a.m. - President's Office

Present: Jerilyn McIntyre, Dave Soltz, Rich Corona, Charlotte Tullos, Paul Baker, Libby Street

I. At 8:30 a.m.: Shelly Johnson & Bill Vertrees & Doug Ryder – Capital & Operating Budget Discussion
Mr. Corona stated that he invited Ms. Johnson, Mr. Vertrees, and Mr. Ryder to Cabinet today to discuss the Capital and Operating Budgets. The 10-Year Capital Plan was distributed for review and discussion. Ms. Johnson began by explaining that she started with the plan from two years ago and revised it. Mr. Vertrees added that consolidation of student services was the number one goal for him with regard to the capital plan. He explained that the campus needs a plan for how Student Services will be provided. Mr. Ryder reported that the focus is space and then function. Mr. Vertrees suggested that a task force to study these issues and make recommendations be appointed. Dr. Street suggested that the group agree on who should be part of the primary Building Committee. Dr. McIntyre said every division will be represented on the committee. Dr. Street suggested that Student Support Services also be included. The group agreed. Dr. Street will coordinate and convene the group, which will consist of 8 members. Mr. Vertrees then distributed the Minor Works Detail for review and discussion.

Mr. Corona distributed the Capital List based on proportionality. He explained that all of the universities are in agreement. Projects that have scored 30 or greater will probably be funded. Ms. Johnson added that the proportionality point calculations are based on HECB guidelines.

The Operating Budget was distributed for review and discussion. Cabinet provided feedback. Ms. Johnson will incorporate suggestions and re-distribute the document to Cabinet members.



II. Action Item

1. Approval of Cabinet Minutes from 3/8/06
Motion to approve the Cabinet Minutes from 3/8/06 as presented by Dr. Soltz. Seconded by Dr. Tullos. No further discussion. Motion carried.

III. Discussion Items

1. Memo from Margaret Smith regarding Outside Employment - Dr. Street
Dr. Street explained that Margaret Smith would like a process and a form for these activities. Dr. Soltz reported that he and Michael Jennings met with Kim Loranz, Assistant Attorney General, regarding this topic yesterday. They are working on details and discussing the idea of having an annual disclosure form for every employee. This item will come back to Cabinet at a later date.

2. Planning update - Dr. McIntyre
Dr. Street and Dr. Soltz presented the 2006 CWU Planning notebook. The notebooks will be made available to Synthesizing Committee members. Dr. Street requested permission to integrate all of the plans into one document that will include all division goals and subsidiary goals. The group approved this request.

3. Inquiry from Jerry Pettit - Dr. McIntyre
Dr. McIntyre explained that we are being asked to assist with College Civics Week. Once the packet of information is received regarding the details of the event, it will be reviewed and we will decide how to be involved with the project.

4. Inquiry regarding City Solar - Dr. McIntyre
Dr. McIntyre asked Mr. Vertrees to draft a response for her to send to Gary Nystedt regarding this issue.

5. Possible meeting with Christine Kerlin, University Center Executive Director & Michael Kerns, Interim President at Everett Community College
Dr. McIntyre suggested that she, Dave Soltz, Charlotte Tullos, Linda Beath, and Margaret Bagley all be available to meet with these folks. Ms. Dawson will arrange the meeting and confirm the date and time with those involved.

IV. Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Soltz asked Mark Lundgren to speak to Cabinet about accountability. He distributed the Draft Accountability Targets with Baseline Means for review and discussion. Mr. Lundgren explained that the Higher Education Coordinating Board will establish a baseline from the first set of reporting years. He added that the HECB expects to see an increase in degree production of at least 2 percent for all institutions. The HECB has based the Master Plan around degree rates; however, they will accept graduation rates.

Dr. Soltz reported that both of the community college contract proposals were awarded to CWU. We will receive 35 FTE per cohort for Education at Pierce and 40 FTE per cohort for the Bachelor of Applied Science at Edmonds. Training for implementation of the Faculty Collective Bargaining Agreement is going well.

The University-Linked Community Survey was distributed for review and discussion. Kevin Nemeth, Director, Continuing Education, would like to send the survey out next week. Please send corrections and suggestions to Mr. Nemeth by 5:00 p.m. on Monday, April 3. Dr. McIntyre recommended having a publicity plan in place for this project. Dr. Baker and Dr. Watson will work on a plan.

Vice President for Student Affairs & Enrollment Management:
Dr. Tullos reported that there is a current trend throughout all of the state's universities this year. Students are starting the application process but not completing it. CWU had approximately 4000 students begin the application process but not complete it. This is a concern to all of the universities. Admissions deposits are up this year. The deposit yield is at 90 percent. However, application fee revenue is currently down. Student Affairs & Enrollment Management will be hosting an "Accepted Student Day" on April 22, 2006. This is a day for students who have been accepted, but have not yet confirmed, visit the campus and meet with staff. The deadline for fall applications is April 1, but will probably to be extended to May 1.

Vice President for University Relations:
Dr. Baker distributed invitations to Cabinet members for dinner and conversation with Gloria Steinem. The event will be held Thursday, April 27 in the new Student Union Ballroom beginning at 5:00 p.m. The Big Bend Community College Fundraiser is May 20. Please let Dr. Baker know who will be attending the event to represent CWU. The Cabinet purchased a dinner at the recent Kiwanis auction. It will be held at the President's Reception Center on May 21. The Seattle Symphony will perform here on October 19, 2006.

Executive Assistant for Policy & Planning:
Dr. Street reported that next year's Presidential Speaker & Performing Arts Series will be announced at the Garrison Keillor event on April 18, 2006. Information from the Washington Learns Higher Education Advisory Committee was distributed. Dr. Street asked the group to review the document. It will be discussed in the near future. The Leadership Ellensburg Agenda was distributed and discussed. Dr. Street will follow up with Jim Armstrong on the suggested agenda changes. The group will be meeting with members of Cabinet and ASCWU BOD on Friday, April 21 here on campus.

Vice President for Business & Financial Affairs:
Bill Vertrees reported for Mr. Corona. Barge Hall is scheduled for exterior weatherization and restoration this summer. The construction starting date is June 12, 2006. Dr. McIntyre asked that Becky Watson be notified of this project. Mr. Vertrees will follow up with her. The next phase of Nicholson construction has begun. The Chestnut Mall Bridge will close in two to three weeks to foot traffic for improvements. It will be closed for approximately three weeks.

President:
Dr. McIntyre distributed several mail items for Cabinet members to review. Dr. Tullos will follow up on the candidates for the College Board/Board of Trustees. Jeff Rosenberry, ASCWU VP for Student Life & Facilities, submitted a proposal for a "community garden." Mr. Vertrees explained that he has reviewed the document and it has been forwarded to the Campus Site and Development Committee. Dr. McIntyre asked if we had a representative attending the "Planning for Pandemic Flu" workshop on April 14? Dr. Tullos announced that Art Depalma or Bob Trumpy will attend this workshop. A tour of the Thunderbird Motel took place recently. There will be a debriefing meeting soon.
