President's Advisory Council

Wednesday, March 15, 2006
8:30 a.m. 10:30 a.m.- Barge 412

Present: Dave Soltz, Rich Corona, Paul Baker, Mike Reilly, Becky Watson, Josh Nelson, Judy Miller, Carmen Rahm, Leslie Webb, Shelly Johnson, Michael Ogden

I. For the Good of the Order

Judy Miller, Board Secretary:
Ms. Miller distributed the tobacco regulations and explained that these were recently updated by Chief Rittereiser to be consistent with state law. This item is an informational item and will come at a later date for final approval. However, Ms. Miller would like approval today to begin the WAC process since that process is so time consuming. Motion to go forward with WAC process by Mr. Corona. Seconded by Mr. Reilly. No further discussion. Motion carried.

Josh Nelson, Chair, ADCO:
Dr. Nelson reported that the Department Chairs will be having their monthly lunch with the Provost in April.

Kim Dawson, Administrative Operations Coordinator:
No report.

Carmen Rahm, AVP for Information Technology Services:
Mr. Rahm reported that Randall and Michaelson Halls both had wireless installed last week. Residence Hall networking is going forward. A retirement party for Ona Youmans will be held March 30. Thomas Rockey, a recent CWU graduate, was hired as an Information Technology Specialist 3 in ITS. The department is very excited to have him on board. Mr. Rahm reminded the group that the deadline for applying for a technology grant is this Friday, March 17.

Leslie Webb, Co-Chair, Diversity Council:

Michael Ogden, Chair, Faculty Senate:
No report.

Shelly Johnson, Director, Budget Planning:
No report.

Becky Watson, Director, Public Relations & Marketing:
Dr. Watson reported that things are currently pretty quiet in her office. If you have any hot or interesting news items, please let her office know.

II. Executive Reports

1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that the winter quarter Cabinet retreat was March 6 at the President’s Reception Center. Long range planning was the focus of their discussion. He added that the goal is to bring together all divisional plans prior to the Board of Trustees’ retreat in August. Faculty Day was held on Monday, March 13. The Academic Affairs strategic plan was the focus that day. Approximately 125 faculty members attended. Ann Anderson, Director of Government Relations, also gave a legislative update to the group. The Board of Trustees met March 3 at CWU-Yakima and approved the faculty collective bargaining agreement, an interim faculty code, and the summer session budget. In order to implement the new contract, several training sessions with Rod Younker will be scheduled.

2. Vice President for Student Affairs & Enrollment Management
Mr. Reilly reported for Dr. Tullos. Student Affairs & Enrollment Management will have an Assessment workshop May 15-16. Then sometime this summer or early fall a consultant will be on campus to do an assessment of the entire division. Freshmen orientation dates have been set. They are all in July. There will also be two transfer student orientations, probably in early August. Saturday, April 22, SAEM will be having an "Accepted Student Day." This is a day for students who have been accepted, but have not confirmed, to visit campus. Mr. Reilly added that there is a SAFARI Query database that is available for departmental use. Training will be offered soon.

3. Vice President for Business & Financial Affairs
Mr. Corona reported that the Budget Advisory Council will meet April 12 at 10:30 in Barge 412. The Operating Budget for 2006-07 will be discussed, along with the Capital and Operating Budgets for 2007-09. Mr. Corona and Ms. Johnson will be in Olympia this Friday to discuss the Capital list with colleagues. The Emergency Response Plan is complete and is consistent with the National Incident Management System (NIMS). Steve Rittereiser will present this plan to PAC sometime spring quarter. A report on the "tree plan" for CWU has been submitted to the Campus Site and Development Committee. Information will come forward to the campus soon.

4. Vice President for University Relations
Dr. Baker reported that the Building Bridges Scholarship Reception is Sunday, April 2 at the SUB Ballroom. This reception brings together donors and scholarship recipients and is a wonderful event.

5. Executive Assistant
No report. Dr. Street is out of the office the remainder of this week and next.

6. President
No report. Dr. McIntyre is in Washington, DC this week presenting at the National Association of Student Personnel Administrators (NASPA) Conference and meeting with federal legislators.

I. Discussion Items

1. Timing, attendance, and structure for forums discussed at retreat:

a. Enrollment data (Academic Affairs & SAEM)
Dr. Soltz reported that an "Enrollment Management Summit" has already been arranged on August 1 to discuss this data.

b. Consider program-based recruitment
Mr. Reilly explained that this item will also be discussed at the Enrollment Management Summit on August 1.

c. Employee trends related to future organization & structure (All divisions)
The group agreed that this item should be discussed at the spring quarter Cabinet Retreat.

d. Living-Learning Communities (Academic Affairs & SAEM)
Dr. Soltz and Mr. Reilly agreed to arrange a half-day meeting in July between Academic Affairs and Student Affairs & Enrollment Management folks to discuss these issues. Mr. Reilly added that this discussion is not appropriate for the Enrollment Management Summit in August because a different group of people need to be involved in this discussion.

II. Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Soltz had nothing further to report. See report from President’s Advisory Council.

Vice President for Business & Financial Affairs:
Mr. Corona reported that his division is busy working on their strategic plan.

Vice President for Student Affairs & Enrollment Management:
Mr. Reilly reported for Dr. Tullos. He explained that SAEM will need to know as soon as possible how much of the tuition waiver money will be available for use. He will follow up with Dr. McIntyre and Dr. Tullos after spring break.

Vice President for University Relations:
Dr. Baker reminded the group that the Hospital fundraiser, "Magical Evening at the Ritz" is Saturday, April 29 in the new Student Union Ballroom.
