President's Advisory Council

Wednesday, March 1, 2006
8:30 a.m. 10:30 a.m.- Barge 412

Present: Jerilyn McIntyre, Dave Soltz, Rich Corona, Charlotte Tullos, Paul Baker, Libby Street, Becky Watson, Carmen Rahm, Josh Nelson, Judy Miller, Leslie Webb, John Beasley, Michael Ogden, Shelly Johnson, Meghan Miller, Tony Aronica

I. At 8:30 a.m. – Becky Watson re: Internal & External Public Relations
Dr. Watson explained that the Office of Public Relations and Marketing serves the president and the university. The office is the voice of and for the university. Public Relations & Marketing provides guidance for graphic standards and media relations, and produces communication through vehicles serving the communication needs of university departments and initiatives. The following are among the services provided by Public Relations & Marketing: development of the Emergency Communication Plan, university/departmental communication plans, development and coordination of the university's marketing plan and strategy, marketing and awareness raising campaigns, events and activities, promotion and marketing of events, Central Connections Magazine, President's Report, media management, including news releases, targeted media plans and media liaison, production of specific department/college publications, University Bulletin, advertising of university programs, and coordination of administration of CWU web site. Dr. Watson added that PR & Marketing provides services for external as well as internal communications.

II. At 9:00 a.m. – Sherer Holter re: Performance Management Update.
Ms. Holter gave an update on the performance management process. She explained that this new system is used for evaluating civil service employees, but could also be used to evaluate exempt employees. It is an important part of supervisory responsibility and provides essential feedback for employees. Cabinet will be updated soon on the number of Performance Development Plans that have been received for each division.

III. Action Items

1. Approval of PAC Minutes from 2/15/06
Motion to approve the PAC Minutes from 2/15/06 as presented by Dr. Street. Seconded by Mr. Corona. Dr. Ogden added one correction to his Faculty Senate report: The final exam week policy will be brought forward after the UFC has reviewed the policy. No further discussion. Motion carried.

IV. For the Good of the Order

Judy Miller, Board Secretary:
Ms. Miller reported that the Board of Trustees meeting is this Friday, March 3 at CWU-Yakima. If you plan to attend the meeting, please see Ms. Miller for directions and parking information. For those who would like to participate in the meeting, but cannot travel to Yakima, Barge 412 will have a DE connection for the 1:00 p.m. meeting. Dr. Ogden asked if the morning committee meetings would also have a DE connection? Ms. Miller will follow up with the technical contact at YVCC and see if this is possible.

Meghan Miller, Dean, College of the Sciences:
Dean Miller reported that the reappointment files for first year faculty are due to the Provost today. The Academic Affairs strategic plan is complete. The Dean Hall building committee continues to move forward with planning. All of the colleges are currently involved in faculty searches.

Kim Dawson, Administrative Operations Coordinator:
No Report.

Tony Aronica, ASCWU BOD President:
Mr. Aronica reported that the "Lobby Day" in Olympia last week was very successful. Approximately 17 students attended and met with legislators. Mr. Aronica's younger brother, Mario Aronica, was the 10,000th rider of Central Transit last week. The number of riders continues to increase daily. The S&A committee approved a monetary contribution to "Senior Celebration." The BOD is working on coordinating Senior Celebration with Student Appreciation week this year. Preparations for the upcoming elections are underway. Mr. Aronica, Jeff Rosenberry, and Collin Stewart will be going to Washington, DC in March to meet with federal legislators.

Carmen Rahm, AVP for Information Technology Services:
Mr. Rahm reported that at the beginning of February, we went live with receiving community college transcripts electronically. The CWU Student Technology Committee is planning to disseminate approximately $50K to worthy technology needs on campus. Requests can be made online at: http://www.cwu.edu/~techfee/ and must be received by 5:00 p.m. on March 17.

Michael Ogden, Chair, Faculty Senate:
Dr. Ogden reported that the Faculty Senate meets today. Items of importance on the agenda include: housekeeping changes to the Faculty Code, new charges to Faculty Senate committees, and the American Indian Studies minor. The policy on final exam week is being routed from the senate academic affairs committee to the UFC for review. The hope is to bring this forward in April for final approval.

Leslie Webb, Co-Chair, Diversity Council:
Ms. Webb reported that the Diversity Council is nearing completion of its input for the strategic planning process. A task force meets this week to finalize recommendations for the goals. All of the diversity council commissions are working on events for spring quarter.

John Beasley, President, Bargaining Union I: (look to see if this info is on-line)
Mr. Beasley reported that the officers for CWU's WSFE Bargaining Unit I group are: John Beasley, President, Al Edler, Vice President, Dale Hubbard, Secretary, and Rebecca Thompson, Treasurer. They also have 12 stewards. The next round of negotiations will begin soon.

Shelly Johnson, Director, Budget Planning:
Ms. Johnson reported that her office is currently working on the accounting system upgrade and monitoring the budgets coming out of Olympia.

Becky Watson, Director, Public Relations & Marketing:
Dr. Watson reported that her office is trying to change the daily news item on the homepage every day. Phone interviews with potential editors are next week. The pool is very strong. Rich Villacrees, CWU Photographer, has moved into the Public Relations & Marketing suite. The graphic designers will also be moving down soon. Another change in the department is that press releases are not being done for everything now. They are only being drafted for the meatier news items. The Communication and Marketing Plans should both be done within the next two weeks.

Sherer Holter, AVP for Human Resources:
Ms. Holter reported that they are on target for the implementation of PeopleAdmin. Cabinet will get a preview of the new system next week. Ms. Holter added that any departments needing appointments or training other than during the regular 8:00-5:00 working hours, please call HR. They are trying to accommodate departments any way they can.

V. Executive Reports

1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that at the BOT meeting this Friday there will be a tour of the Deccio Center, a committee of the whole meeting, short individual committee meetings, lunch, and then the regular meeting at 1:00 p.m. There will also be an executive session to discuss faculty collective bargaining. Monday, March 13 is Faculty Day. The Academic Affairs strategic plan will be rolled out and Ann Anderson, Director of Government Relations, will give a legislative resource allocation update. The provost, AVP's, deans, associate deans, and chairs will begin training on collective bargaining with Rod Younker soon.

2. Vice President for Student Affairs & Enrollment Management
Dr. Tullos reported that applications remain down statewide. SAEM will be following up on College Net applicants. Approximately 1400 students started the on-line application process, but didn't complete it. Our admissions deadline may get backed up to May 1 as opposed to April 1. Housing numbers are doing well at this point. Our Civic Engagement Center collected 10,000 pounds of goods and sent them to Louisiana for hurricane relief efforts. SAEM is submitting three Department of Education grants. Dr. Tullos will report back on that process at a later date.

3. Vice President for Business & Financial Affairs
Mr. Corona was in Olympia last week discussing the combined capital list with colleagues. Conversations regarding the major and minor lists will continue for the next month or so. The group is trying to agree on a list that will benefit all of the public universities. Mr. Corona announced organizational changes and streamlining within his division. They include the appointment of Kevin Kimball to the position of assistant vice president for financial services, where he will oversee the implementation of a new financial management system, including credit card control and cash management. Additionally, Steve Rittereiser was named to the new post of assistant vice president for business auxiliaries and public safety. He will now oversee the auxiliary units of enterprise accounting, dining, and retail and conference services, while continuing to direct CWU's public safety and parking office. The Mardi gras dinner last night was wonderful.

4. Vice President for University Relations
Dr. Baker reported that two alumni events will be held in Alaska on March 2 and 4. Another alumni event will be held in Walla Walla in May.

5. Executive Assistant
Dr. Street reported that we are on target to get the speaker's bureau up and running spring quarter. The Washington Learns Advisory group continues to meet. The Strategic Planning Synthesizing committee forums are underway. Attendance has not been the best. Senator Cantwell's biofuel forum 2 weeks ago went very well. The CWU faculty members that presented did an outstanding job. The forum was very well received. We are moving forward with a federal legislative proposal on the wine program. The President's Office Executive Intern, Scott Leadingham, has been accepted to both of his top two Graduate Schools.

6. President
Dr. McIntyre reported that the legislature is winding down. Budgets are in the conference stage now. Dr. McIntyre is going to Washington, DC to present at the NASPA conference and meet with federal legislators in March. The one-time budget requests have been distributed. There is a bird flu workshop in Olympia next month. Dr. McIntyre would like a representative from CWU to attend.

I. At 10:30 a.m. Chuck McIntyre re: Cost Study Update
Mr. McIntyre explained that he began this whole process by doing a benchmarking study of CWU compared to peer institutions. He then prepared a service area scan and enrollment forecast. His presentation today, summarizes a cost modeling and analysis for CWU. Cabinet members asked questions and provided feedback. Mr. McIntyre will work with Mark Lundgren and Libby Street on "next steps" in this process.

Motion to approve the Cabinet minutes from 2/15/06 as presented by Mr. Corona. Seconded by Dr. Tullos. No further discussion. Motion carried.

1. Supreme Court Visit/Fall 2006
Justice Tom Chambers of the Washington State Supreme Court is requesting to hold open court here at CWU sometime this fall. Dr. Street will follow up with his office on details and possible dates.

2. 2006 Combined Fund Drive Campaign Leader Appointment
Dr. Street will follow up on the suggested nominees and have Ms. Dawson send the appointment to Olympia by March 17.

3. WICHE Policy Alert - possible BOT committee discussion
Dr. McIntyre suggested that this item be presented at the BOT Committee of the Whole in May.

4. Correspondence and Invitations - Dr. McIntyre
Dr. McIntyre distributed several mail items for Cabinet members to follow up on.

IV. At 11:30: Ann Anderson (by phone)
Ms. Anderson reported that March 3 is the final day for the legislature to consider any bills, memorials, or joint resolutions. The legislature will adjourn regular session on March 9. Budget conferees have not agreed upon an approach to high-demand FTEs, but at least appear to still be discussing the initiative. Ms. Anderson has been meeting with several legislators and staffers this week regarding tuition waiver authority.
