President's Advisory Council

Wednesday, July 12, 2006
8:30-10:30 a.m. - Barge 412

Present: Dave Soltz, Paul Baker, Libby Street, Kevin Kimball, Keith Champagne, Shelly Johnson, Becky Watson, Leslie Webb, Carmen Rahm, Judy Miller

Guest: Sherer Holter, Pat Stanton

I. Action Items

1. Approval of Cabinet Minutes from 6/21/06 Approval of PAC Minutes from 6/7/06 Motion to approve the PAC Minutes from 6/7/06 as presented by Dr. Baker. Seconded by Ms. Miller. No further discussion. Motion carried.

II. Discussion Items

1. COB Restructuring Dr. Soltz gave some background on the College of Business restructuring. The item was then moved to action. Motion to approve the COB restructuring as presented by Dr. Street. Seconded by Ms. Johnson. Dr. Street added that divisions/departments need to be reminded that department name changes must come to PAC for final approval. No further discussion. Motion carried.

III. For the Good of the Order

Judy Miller, Board Secretary:
Ms. Miller explained that she is working on several updates to the Washington Administrative Code (WAC). Basically the changes bring the WAC up to current practice. Mr. Champagne added some comments regarding the Student Conduct Code. He explained that they wanted to clearly define sexual harassment. They also made some significant changes to the initiation, investigation, and disposition of complaints process of this code. Ms. Miller stated that all of these WAC updates are for review this time and will be on the August 2 agenda for final approval. If you have comments or suggestions to any of these updates please send then to Ms. Miller by July 31. Governor Gregoire appointed Tony Aronica as our new student trustee.

Kim Dawson, Administrative Operations Coordinator:
No report.

Carmen Rahm, AVP for Information Technology Services:
Mr. Rahm reported that his department is in the middle of their tri-annual IT security review. Residence hall network upgrades are close to completion. The Achiever's College Experience (ACE) Conference was held on campus the last week of June. ITS joined with several other campus entities to provide services for approximately 600 students. The conference went very well.

Leslie Webb, Chair, Diversity Council:
Ms. Webb reported that CWU was ranked as one of the top 100 schools in The Advocate College Guide for LGBT Students.

Becky Watson, Director, Public Relations & Marketing:
Dr. Watson reported that media coverage for commencement went very well. DVD's with television and newspaper clips from this coverage were produced and mailed to legislatures with a letter from Dr. McIntyre. Public Relations and Marketing is starting to shoot their own news video for the television stations. The President's Report is being drafted. If your department has something exceptional or substantial that has occurred this past year, please let Dr. Watson know so it can be considered for inclusion in the President's Report.

Shelly Johnson, Director, Budget Planning:
Ms. Johnson reported that she attended a meeting in Olympia yesterday regarding back office policies and procedures. Basically, the state wants to get all agencies doing business the same way. Ms. Johnson will keep the group updated on these issues as she receives more information.

Sherer Holter, AVP for Human Resources:
Ms. Holter reported that there is a statewide meeting in Olympia today and tomorrow to discuss medical benefits.

IV. Executive Reports

Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that Academic Affairs is spending a great deal of time implementing the Faculty Collective Bargaining Agreement. The University Centers website has been thoroughly revised. The Provost encouraged folks to check it out. Governor Gregoire and Attorney General Rob McKenna will be on campus today for a luncheon and dedication of the new wind farm. This event is sponsored by Puget Sound Energy and will take place in the boardroom at the Student Union and Recreation Center. Later this evening, Attorney General McKenna will address the public on county, state, and national efforts to combat underage drinking. This event is co-sponsored by the Campus-Community Coalition and the Kittitas County Community Network and will be held in room 210 of the Student Union and Recreation Center.

Vice President for Business & Financial Affairs
Kevin Kimball reported for Mr. Corona. Overall, the FMS upgrade has been successful. A consultant will be back on campus for two weeks to assist with year-end closing. FMS modifications will be ongoing. Mr. Kimball invited an IRS agent to CWU to review our 1099's. Overall, the visit was very favorable. Business and Financial Affairs has hired an individual to work with them on tax compliance issues for non-resident aliens.

Vice President for Student Affairs & Enrollment Management
Keith Champagne reported for Dr. Tullos. He indicated that SAEM has spent a lot of time revising the Student Conduct Code. Freshmen orientations are going very well.

Vice President for University Relations
Dr. Baker reported that he and Julie Cloninger recently attended a CASE Conference in New York. Bill Gates, Sr. was one of the featured speakers at the conference. The Foundation is in the process of closing the FY 06 books.

Executive Assistant
Dr. Street reported that the Board of Trustees approved the CWU Strategic Plan at the June meeting. Next year's executive interns have been selected. They are:
President's Division, Patrick Lewis

Business and Financial Affairs, Nuno Fernandez
Student Affairs and Enrollment Management, Megan O'Malley
University Relations, Amy Sitzler

The Resource Directory (Speaker's Bureau) will be on the Web soon. Dr. Street attended the Washington Learns Steering Committee meeting on Monday. She added that the consultant reports are in and that the steering committee will meet in August to discuss the next steps.

President
No report. Dr. McIntyre is presenting at the Snowmass Institute in Aspen, CO this week and will be attending the AASCU Summer Council of President's meeting next week.
