I. Action Items
1. Approval of PAC Minutes from 11/16/05 & 12/7/05
Motion to approve the minutes from 11/16/05 & 12/7/05 as presented by Mr. Corona. Seconded by Dr. Baker. No further discussion. Motion carried.
2. Approval of Intellectual Properties Policy
Dr. Soltz explained that the Academic Affairs Council approved the Intellectual Properties Policy yesterday. He added that it is very important for this policy to be in place prior to the collective bargaining agreement being signed. Motion to approve the Intellectual Properties Policy as presented by Dr. Street. Seconded by Mr. Corona. No further discussion. Motion carried. This policy will now be forwarded to the Board of Trustees for approval.
II. Discussion Item
1. Proposed revisions to the Institutional Animal Care and Use Committee (Part 2-1.2) and the Use of Animals in Research and Testing Policy (Part 2-2.37)
Dr. Soltz explained the background on the committee membership and policy revisions. Basically, the proposed changes reflect the functional needs of the committee. A couple of minor revisions will be made to the document and it will come back to PAC on January 18 for final approval.
III. For the Good of the Order
Shelly Johnson, Director, Budget Planning:
Ms. Johnson reported that her department wrapped up several small jobs during the holiday break, and they are looking forward to the start of the legislative session next week.
Becky Watson, Director, Public Relations & Marketing:
Dr. Watson reported that she is currently working with Graphics Production staff to streamline functions in the department. She asked the group for some suggestions. Dr. Street mentioned that having a way to project design costs would be very helpful. Dr. Ogden added that it would be very useful for departments to have a style guide. Dr. Watson reported that she has begun surveying departments to see what they are currently doing with regard to graphics projects. She will report back on progress soon.
Michael Ogden, Chair, Faculty Senate:
Dr. Ogden reported that the first Senate meeting of the quarter is next week. He added that several issues will be coming up during winter quarter.
Carmen Rahm, Assistant VP for ITS:
Mr. Rahm reported that on December 12, ITS launched CWU's new Google search tool into production. Feedback has been very positive. Another project happening in ITS is the WIN-WIN project. This project is a new annual fund-matching program designed to replace the oldest Windows computer systems on campus for new CWU campus standard systems. Participating departments only pay $420 and ITS will pay the remainder. ITS personnel will contact departments with the oldest Windows computers. ITS is currently testing Tablet computers. They should have a standard or suggested model for the university to use soon. Mr. Rahm also reminded the group not to enter any personal information on line from unsolicited individuals or groups. This is a perfect way for hackers to get your information. Several systems were shutdown yesterday. It was due to an air conditioning issue in the data center. The issue is being resolved. Mr. Rahm thanked Dr. Tullos for funding a one-year temporary appointment in the Web Office.
Tony Aronica, ASCWU BOD President:
Mr. Aronica reported that the Recreation Center Opening yesterday was very successful and well attended. Approximately 2500 students, faculty, and staff attended the opening and toured the facility. The BOD Officers are gearing up for the new quarter.
Nancy Howard, Chair, Exempt Employee Association:
Ms. Howard reported that the EEA Salary Committee has been presenting the proposed salary recommendations to departments across campus.
Meghan Miller, Dean, College of the Sciences:
Dean Miller reported that program review continues. Academic Affairs strategic planning is moving forward. The deans are meeting with faculty and staff to discuss feedback on planning. Promotion and first-year faculty files are currently being reviewed and planning next year’s academic schedules is underway.
IV. Executive Reports
1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that Dr. McIntyre will be attending the NCAA National Convention in Indianapolis this week and will be back on campus next week. Preparations for the upcoming legislative session are underway. Academic Affairs strategic planning is moving along. Dr. Soltz is currently reviewing retention files and will receive the promotion and tenure files in the next month or so.
2. Vice President for Student Affairs & Enrollment Management
Dr. Tullos reported that yesterday's opening of the Recreation Center was absolutely wonderful. She commended the committee and the ASCWU BOD on a great event. Winter quarter enrollment numbers show that we are up 196 students from this time last year.
3. Vice President for Business & Financial Affairs
Mr. Corona also commended everyone on yesterday's opening of the Recreation Center. All of the feedback he has received has been very positive. Sherer Holter, the new AVP for Human Resources, started yesterday. She will be meeting with departments across campus these first couple of weeks to introduce herself and become acquainted with university departments and employees.
4. Vice President for University Relations
Dr. Baker reported that Janéa Holmquist has agreed to be the commencement speaker for the Ellensburg commencement on June 11, 2006. The Westside commencement speaker is still in the works.
5. Executive Assistant
Dr. Street reported that January 9 is the deadline to respond to the on-line Strategic Planning Survey. The Washington Learns group is continuing to meet bi-monthly. Dr. Street encouraged everyone to invite Dieter Ullrich, the University Archivist, to their division meetings to discuss archiving issues. He is very eager to assistant departments with all of their archiving needs. Bruce Porter is putting out an RFI (Request for Information) regarding on-line ticketing. Dr. Street will update the Cabinet as she receives more information. The Martin Luther King III event is January 23, 2006 at the Lynnwood Convention Center.
6. President
No report. Dr. McIntyre will be attending the NCAA National Convention in Indianapolis this week.

1. WMEA Hall of Fame Update – Dr. Baker
Dr. Baker reported that he, Dave Soltz, and Julie Cloninger will be meeting with a representative from the Washington Music Education Association on Friday.
III. Distribution Item
1. 2006 Extra Mile Nomination Forms
Mr. Corona explained that this is an annual award sponsored by the Secretary of the State's Office. He added that CWU has had a number of winners over the years. The Cabinet will send a coordinated nomination forward. Mr. Corona and Dr. Street will complete the nomination.
IV. Executive Reports
Vice President for University Relations:
Dr. Baker reported that December was a great month for fund-raising. The current CWU license plate was distributed for review. A suggestion has come forward to change our license plate due to its similarity to WSU's. The Cabinet agreed to update the logo, but the plate will remain as is. A debriefing meeting for the “Showdown in the Sound” will be held soon.
Vice President for Student Affairs & Enrollment Management:
Dr. Tullos reported that she will follow up on the issue with the CAPS reports and will report on the final enrollment numbers next week.
Vice President for Business & Financial Affairs:
Mr. Corona distributed an article from the Chronicle of Higher Education as an informational item. The article deals with disaster planning.
Executive Assistant for Policy & Planning:
Dr. Street had nothing more to report. See report from PAC.
Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that the Cornerstone Program (College in the High School) is up 45% this year. Promotional and marketing pieces for summer session will be distributed soon. A student survey is currently being developed for feedback on summer session.
