I. Discussion Items
1. HB 2817
House Bill 2817 was distributed and discussed.
2. BOT draft agenda
The draft Board of Trustees agenda for February 3, 2006 was distributed and discussed.
II. Executive Reports
Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that he has been reviewing retention files. The Academic Affairs Strategic Plan is being finalized. Dr. Soltz represented CWU at the Senate Super Ed Committee Hearing on Monday. His discussion focused on our Centers and the pilot program bill from last year. Dr. McIntyre was unable to attend due to the MLK III dinner and event. The hearing went well. The Higher Education Coordinating Board meets tomorrow. Accountability measures are not on the agenda.
Vice President for Business & Financial Affairs:
Mr. Corona reported that the FMS system will be taken down in early April for approximately a week in order to install the PeopleSoft upgrade. This will not affect payroll and will occur after student financial aid refunds have been distributed. Mr. Corona and Rob Borngrebe met with a group of students last week to discuss dining services and meal plans for next year. The hours of service for several dining venues on campus have been extended. You can check out these new hours at the following location: https://www.cwu.edu/~dining/hoursLocations.html Mr. Corona is currently working with his counterparts at the regional institutions on the capital list. The draft 2005 Financial Statements will be distributed to the Board of Trustees on February 3.
Vice President for University Relations:
Dr. Baker reported that the Foundation Board will be meeting on Friday, January 27 at Safeco field. Mike Reilly, AVP for Enrollment Management, will present the university's current student profile and Dan Jack, Director of Alumni Relations, will present on alumni demographics. The board will also discuss a new spending policy and scholarship criteria. The CWU Foundation budget and the Gifts & Pledges report were distributed for review.
Vice President for Student Affairs & Enrollment Management:
Dr. Tullos reported that the Rec Center continues to be very busy. The "Step Afrika" group performed Monday night in McConnell Auditorium. The performance was wonderful and was well attended. Final enrollment numbers will be available soon.
Executive Assistant for Policy & Planning:
Dr. Street attended a Washington Learns meeting yesterday. The date for the Athletics Hall of Fame Banquet is still up in the air. The planning group hopes to have a date narrowed down soon.
President:
Dr. McIntyre reported that the MLK III event at the Lynnwood Convention Center Monday evening was very successful. Dr. McIntyre and Ann Anderson had several meetings with legislators in Olympia yesterday. Dr. McIntyre also attended a COP meeting in the afternoon and a National Association of Corporate Directors (NACD) event last night.
III. At 10:00 a.m. in Barge 412: Preston Gates (by videoconference) regarding federal legislative issues
At 10:00 a.m. Cabinet moved to Barge 412 for a videoconference with our federal legislative consultants, Tim Peckinpaugh and Chad See of Preston Gates. General introductions were made. Mr. Peckinpaugh and Mr. See are both originally from Washington State, so are familiar with the area and are excited to be working with CWU. Mr. Peckinpaugh explained that a few of their "big picture" goals include: trying to gain greater visibility for CWU, exploring opportunities to garner legislative funding for focused, regional initiatives, increasing face time with delegation and staff, and looking for opportunities for state, federal, and private partnerships. Two possible proposals to pursue are the CWU Energy Conversion and Commercialization Project and the CWU World Wine Program. Mr. Peckinpaugh and Mr. See will be on campus Friday, February 10 to meet with several individuals. They will also be arranging appointments for Dr. McIntyre to meet with our federal legislators while she is in Washington, DC in March.
IV. At 11:30 a.m.: Ann Anderson regarding legislative update
Ms. Anderson reported that she attended the House Capital Budget meeting this morning. The prioritized list was reviewed and discussed. It was announced recently that the Bill & Melinda Gates Foundation has pledged to invest up to $90 million over the next 10 years to improve the quality of child care and early learning for children from birth to age five. Ms. Anderson added that there might be unique opportunities to partner with the community.
