President's Cabinet

Wednesday, January 11, 2006
8:30 a.m. - President's Office

Present: Jerilyn McIntyre, Dave Soltz, Rich Corona, Charlotte Tullos, Paul Baker, Libby Street

I. Discussion Items

1. HB 1970 - Government Accountability
The group agreed that several questions need to be answered regarding this bill. Some of those questions include: How is this going to encompass accountability among all government agencies, especially higher education? How does this tie into the HECB accountability measures? Will there be some sort of rotation or cycle? These issues will be discussed with Ann Anderson. Dr. Soltz added that the Provosts will also be discussing this issue at their meeting tomorrow. He will report back to the group next week.

2. Executive Interns - Dr. Street
Dr. Street reported that she and Jennifer Fountain are gearing up for the selection of next year's executive interns. Advertising and recruitment will begin soon.

II. Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that Dr. McIntyre's suggestions to the Intellectual Properties Policy were added and the negotiating teams are reviewing the document one last time. Dr. Soltz is currently reviewing second–sixth year faculty retention files and is also working on scholarship assessment with first and second year faculty members. The deans have been asked to submit budget information to the Provost a bit earlier this year. Marji Morgan’s presentation to Rotary in December was wonderful. She thoroughly engaged the audience.

Vice President for Student Affairs & Enrollment Management:
Dr. Tullos reported that enrollment looks good. All of the data input was completed last night, so Tracy Terrell will have a final report to Dr. Tullos some time today. FTE for winter quarter is up 68 from this time last year.

Vice President for University Relations:
Dr. Baker reported that a "Showdown in the Sound" debriefing meeting will be scheduled soon. A map showing where our alumni reside (in and out of the U.S.) was distributed for review. Dr. Baker, Dr. Soltz, and Julie Cloninger met recently with a representative from the Washington Music Education Association. The meeting went well and was very positive. Ms. Cloninger did a great job explaining several donor options for WMEA to review and get back to us.

Vice President for Business & Financial Affairs:
Mr. Corona reported that he, Bill Vertrees, and Shelly Johnson are working on various proposals for our capital list. This Friday, January 13, will be the first of six informational sessions for students on the proposed meal plans for next year. The hours of operation in several of the dining areas will be extended. The "C" stores will now be open on the weekends. The opening for the Student Union will be in April. The exact date has not been determined. Facilities Management is prepared to begin abatement work in Dean Hall in April. Departments storing items in Dean Hall must have them removed by April 3, 2006. The next round of negotiations for bargaining unit I employees begins February 6. The Parking Advisory Committee’s proposal for rate increases for 2006-07 was distributed for review. This proposal will not go to the Board of Trustees until later this year.

Executive Assistant for Policy & Planning:
Dr. Street reported that Preston Gates has been approved as our Federal Legislative Consultant. Please remind employees working on proposals to forward them to Dr. Street as soon as possible. The ad hoc travel policy group will present their proposal to PAC next week. Dr. Street is meeting with each of the divisions regarding the Resource Directory. The Emergency Preparedness Task Force will have a report to Cabinet some time in February. The Strategic Planning Synthesizing Committee will meet on January 20.

President:
Dr. McIntyre reminded the group to submit their mid-year budget requests to her by February 1. Several mail pieces were distributed for Cabinet members to follow up on.

III. At 11:30 a.m.: Ann Anderson regarding legislative update

Ms. Anderson gave an update on the week's legislative issues.
The energy request and SmartBuy continue to be discussed. Disability Support Services is not getting much traction yet. The capital list has not yet been discussed. Ms. Anderson has several meetings with committee fiscal staff members this week. Dave Soltz and Ann Anderson will be representing CWU on January 23, 2006 at the Senate Early Learning, K-12 & Higher Education hearing.
