President's Advisory Council

Wednesday, February 15, 2006
8:30 a.m. 10:30 a.m.- Barge 412

Present: Jerilyn McIntyre, Dave Soltz, Paul Baker, Rich Corona, Libby Street, Mike Reilly, Meghan Miller, Carmen Rahm, Michael Ogden, Becky Watson, Tony Aronica, Al Edler, Shelly Johnson, Judy Miller

I. Action Items

1. Approval of PAC Minutes from 2-1-06
Motion to approve the PAC minutes from 2/1/06 as presented by Dr. Street. Seconded by Dr. Soltz. No further discussion. Motion carried.

2. Approval of the change to the Equal Opportunity Grievance Committee (Part 2-1.16) and Equal Opportunity Grievance Procedures (Part 2-2.2.3.1)
Motion to approve the changes to the Equal Opportunity Grievance Committee and Equal Opportunity Grievance Procedures as presented by Mr. Corona. Seconded by Dr. Soltz. No further discussion. Motion carried.

II. Discussion Item

1. CTL Policy
Dean Miller explained that this policy has gone through Academic Affairs Council. Dr. Street added that there has not been a CTL Advisory Committee listed in the university standing committees for some time. The group agreed that this policy still has a few details that need to be reviewed and discussed with the committee. Dr. Soltz and Dean Miller will follow up with the committee and bring this policy back at a later date.

III. For the Good of the Order

Becky Watson, Director, Public Relations & Marketing:
Dr. Watson reported that two, 30-second CWU advertisements will run during the Olympics. Dr. Watson added that she is speaking at Rotary today and at the executive intern seminar this week.

Shelly Johnson, Director, Budget Planning:
Ms. Johnson reported that the Senate budget should be out later today.

Al Edler, Vice President, Bargaining Unit I:
Mr. Edler attended for John Beasley, Bargaining Unit I President. The group had nothing to report at this time.

Michael Ogden, Chair, Faculty Senate:
Dr. Ogden reported that the Faculty Senate met and passed the incomplete policy. The final exam week policy will be brought forward after the United Faculty of Central (UFC) has reviewed it. The executive committee recently completed the first strikethrough of the faculty code.

Tony Aronica, President, ASCWU BOD:
Mr. Aronica reported that the Emerging Leaders project continues. Monday, February 20 is "Lobby Day" in Olympia. The BOD has rented a charter bus and will spend the day in Olympia meeting with legislators. The recycling project will continue through February. The BOD will participate in a 30-hour fast sponsored by the Civic Engagement Center. They are also working on a project called “Warm up Ellensburg.” During this project, several quilts will be made and provided to families in need in the community. Discussions continue with the City of Ellensburg regarding the possibility of placing CWU logos in specific areas downtown.

Carmen Rahm, AVP for Information Technology Services:
Mr. Rahm gave an update on the CALEA (Communications Assistance for Law Enforcement Act) issue. Numerous Higher Education groups including ACE, EDUCAUSE, NACUBO, etc., filed a suit in the US Court of Appeals to block the FCC. Oral arguments are scheduled for May and a final decision is expected sometime in August. Mr. Rahm added that he will prepare some bullet points for Dr. McIntyre to discuss with Federal Legislators while she's in Washington, DC in March. Mr. Rahm participated in a conference call last week regarding Blackberry issues. He will report back on these issues soon. The Web cam on top of the Science Building was replaced and the Web page went back up yesterday morning.

Kim Dawson, Administrative Operations Coordinator:

Judy Miller, Board Secretary:
Ms. Miller reported that the next Board of Trustees meeting is March 3 at CWU-Yakima. Agenda items are due to her by tomorrow. The advertisement section of the Drug and Alcohol Policy (Part 2-2.13.1.6) was distributed again for review. One item will be clarified with the Assistant Attorney General and this policy will be brought back March 1 for final approval. A change to the procedures for the Honorary Degree Policy was distributed as an informational item. The month that the Board of Trustees approves the degree has been changed from May to March to assist with the notification process.

Meghan Miller, Dean, College of the Sciences:
Dean Miller reported that the deans will soon begin to meet with the external reviewers for programs that are under review. All of the colleges are involved in interviewing faculty for tenure track positions. The College of the Sciences just completed three searches.

IV. Executive Reports

1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that program review is moving along. There are a number of searches currently going on in Academic Affairs. Dr. Soltz will be reviewing tenure and promotion records now through spring break. The Budget Advisory Committee met last week and approved the summer session tuition and fees. Dr. Soltz recently attended the AASCU Provost meeting in Charleston. The National Survey on Student Engagement (NSSE) was a major focus of the conference. Another interesting session of the conference dealt with faculty demographics.

2. Vice President for Student Affairs & Enrollment Management
Mr. Reilly reported for Dr. Tullos. Family weekend is coming up February 24-26. You can check out the weekend festivities at: http://www.cwu.edu/~camplife/. The planning committee for the SUB/Rec Grand Opening during Homecoming has been determined. Approximately 2000 individuals have been using the new Rec Center daily. CWU will be hosting the Washington Achievers Conference this year.

3. Vice President for Business & Financial Affairs
Mr. Corona reported that the Senate budget will be out later today. The 2007-09 Capital Budget list is still being finalized. The SUB/Rec project is coming along.

4. Vice President for University Relations
Dr. Baker distributed the President's Report. Garrison Keillor is the next performance in the Presidential Speaker Series and it is sold out.

5. Executive Assistant
Dr. Street reported that the first of the Strategic Planning forums is today. Each forum will focus on two of the six goals. There will also be four community forums. Senator Cantwell's biofuel forum is today at the Kittitas County Fairgrounds. Chuck McIntyre will be on campus February 27 – March 1. The travel policy group continues to meet and is still working through several issues. Dr. Street has met with all divisions regarding the Speaker's Bureau, so we are ready to move forward on that project.

6. President
Dr. McIntyre will be attending a legislative dinner in Olympia with Ken Martin and Ann Anderson on Monday, February 20. The second fireside chat was held Monday, February 13, at Kamola Hall. It was a great turnout. The Kairos Quartet was last night. The performance was wonderful. Several CWU employees will be attending Teresa Kulik's Investiture today in Wenatchee.

1. Harvard Summer Institute application
Dr. Street will follow up to see if we can submit another application since Dean Miller has already been accepted.

III. Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Soltz and others in Academic Affairs are working on implementing the collective bargaining agreement.

Vice President for Business & Financial Affairs:
Mr. Corona reported that on Friday, February 17, at 9:00 a.m. he is doing a walkthrough of the Student Union. If anyone wants to join him, let him know as soon as possible.

Vice President for Student Affairs & Enrollment Management:
Mr. Reilly reported for Dr. Tullos. The Fall 2006 freshmen applicant pool is still down statewide. We may move our application deadline to May 1 as opposed to April 1. CWU will be hosting the Washington Achievers Conference in June 2006.

Vice President for University Relations:
Dr. Baker reported that the President’s Report will be distributed to the deans, department chairs, and directors.

Executive Assistant for Policy & Planning:
Dr. Street met with Mark Lundgren and Linda Beath recently to discuss the Baldridge criteria and how we can use the data. Senator Cantwell's forum on Biofuel is today at the Fairgrounds. The Strategic Planning forums begin today.

President:
Dr. McIntyre reminded the group to submit their one-time budget requests by tomorrow. She plans to review the requests over the weekend and make decisions early next week. If you have suggestions on a consultant for the Economic Impact Study, let Dr. McIntyre know as soon as possible.
