I. Action Items
1. Approval of PAC Minutes from 11/15/06
Motion to approve the PAC Minutes from 11/15/06 as presented by Mr. Corona. Seconded by Dr. Bowers. No further discussion. Motion carried.
2. Proposed quarterly calendar for 2008-2009 academic year
Dr. Soltz reported that the calendar has been approved by Academic Affairs and has been endorsed by Faculty Senate. There were a few minor changes made to the calendar due to faculty being on contract beginning September 15. Motion to approve the 2008-2009 academic calendar as presented by Dr. Bowers. Seconded by Dr. Street. No further discussion. Motion carried.
II. Discussion Items
1. Updated hotel/motel reservation procedures
Mr. Kimball explained that this is a procedural update, not a policy update. Approval is not required. It is an informational item only. He added that this procedure is restricted to the Ellensburg area only. Basically, it states that departments can submit a purchase requisition and travel authorization and then the travel desk will contact motels and make the arrangements. The procedure will be updated and a notice will be sent out campus-wide. Related to travel issues, Dr. McIntyre asked if some sort of indication could be added to the reimbursement checks so that travelers know what trip they are being reimbursed for. Mr. Kimball will follow up on this issue.
2. Travel Authorization procedures
Mr. Kimball reported that the state has changed their travel procedures regarding travel within the state, so his department is revising our procedures to be in line with the state. The major change in this procedure is that one-day, in state travel no longer requires a travel authorization.
III. For the Good of the Order
Karen Blair, Chair, ADCO:
Dr. Blair reported that ADCO met Monday. Some concerns regarding post tenure review were raised. Concerns about the balance of research are likely to be a future issue.
Shelly Johnson, Director, Budget Planning:
No report.
Rebecca Bowers, Dean, College of Education & Professional Studies:
Dr. Bowers reported that the deans are working on reappointment reviews and bringing the quarter to an end. They will be meeting with personnel review committees in early January.
Kim Dawson, Administrative Operations Coordinator:
No report.
Staci Sleigh-Layman, Chair, Exempt Employee Association:
No report.
Leslie Webb, Chair, Diversity Council:
No report.
Becky Watson, Director, Public Relations & Marketing:
Dr. Watson reported that the University Bulletin is on line in the new format. Feedback has been positive. The Montel Williams show featuring CWU will air December 11. A press release on this story will be out soon. Dr. Watson and Steve Rittereiser are currently reviewing the printing policy. The policy has not been updated since 1992. Dr. Watson attended the Student Affairs & Enrollment Management summit yesterday. It was a very productive meeting.
Jadon Berry, ASCWU BOD President:
Mr. Berry reported that the tuition waiver bill is currently at the printer and will be distributed soon to the House and Senate. There will be a late night study area in the Student Union & Recreation Center this week for students. The designated are will be open until 1:00 a.m. The BOD is hoping to move forward with more spirit activities soon.
Jeffrey Dippmann, Chair, Faculty Senate:
Dr. Dippmann reported that at the last senate meeting, the senate endorsed the revised academic code. The academic code will go to the Board of Trustees this Friday for approval. The Executive Committee is looking at how committees will be restructured once this revised code is approved. The goal is to have all senate committees and university committee appointments made by early February. The senate academic affairs committee is reviewing two policy changes. They are, a course overlap policy and a missed class policy for students attending events (athletic, music, theatre, etc.). The senate academic affairs committee has also been charged with looking at on-line security issues. As we move to on-line courses, this is a big concern. The Distinguished Professor nominations are in. A committee will be reviewing these nominations soon.
Sherer Holter, AVP for Human Resources:
Ms. Holter reported that the Human Resources Customer Service Survey closes Friday.
IV. Executive Reports
1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that Faculty Day was successful. Approximately 100 faculty members participated. It was a good opportunity for faculty to talk to each other about issues. The third Enrollment Summit yesterday. The information-sharing and planning sessions have proven to be very useful. There will be another summit in February. The Fireside Chat was successful. There were a fair number of questions and interactions were quite positive. A call will be going out soon asking for additional nominations for the 2007-08 One Book, One Campus Project. The NWCCU self-study training team has been appointed. Our team is Phil Backlund, Tom Peichl, Kevin Kimball, Tracy Terrell, Mark Lundgren, and Tom Henderson.
2. Vice President for Business & Financial Affairs
Mr. Corona reported that his division is working on responding to questions from the legislature regarding the capital budget request. Facilities will be working on Student Union and Recreation Center punch items over the break, so the project can be closed out. The State Auditors are on campus. They are about halfway through their annual audit.
3. Vice President for Student Affairs & Enrollment Management
Mr. Baker reported for Dr. Tullos. He distributed the Winter 2007 Mini-Stat Comparisons for review and discussion.
4. Vice President for University Relations
Dr. Baker reported that there are several development events coming up in January, February, and March. The events will be held in Phoenix, Tucson, Seattle, and Spokane. Dr. Baker thanked Dr. McIntyre for her support at these events.
5. Executive Assistant
Dr. Street reported that she is currently working with Mr. Corona and Shelly Johnson on responses to new legislative staff regarding questions they have about our operating and capital budget requests. The Performing Arts and Presidential Speaker Series Holiday Showcase is this weekend. The Resource Directory is currently being tested by upper level administration. The President's Office is working with the administrative assistants in each of the divisions to do a complete overhaul of the CWU Policies Manual. The goal is to have the manual set up like the Washington Administrative Code (WAC). This should make it user-friendlier.
6. President
Dr. McIntyre reported that the recent donor/alumni cultivation event in Hawaii was very successful. The Board of Trustees will be meeting on campus this Friday, December 8. The President's Holiday Party is Thursday, December 7, from 4:00-6:00 p.m. in the Sue Lombard dining room.

II. Discussion Items
1. Board of Trustees meeting
Judy Miller joined the group to review the agenda for Friday's Board of Trustees meeting.
2. Update on Resource Directory - Dr. Street
Dr. Street reminded Cabinet members to have their staff test the system. The goal is to go live spring quarter, so she would like to have the bugs ironed out before it's opened up to the community.
3. Follow up on communication flow during legislative session - Dr. Street
Dr. Street met yesterday with Ann Anderson and Linda Schactler to discuss how to handle communication flow during the upcoming legislative session. It was agreed that requests for existing data that is already in print and available, will be directed to the individual office and copied to Dr. Street and the appropriate Vice President. If legislators or staff contacts anyone, please notify Ann Anderson and Linda Schactler about the information exchange. Formal policy issues will be Cabinet level responses. Dr. Street will draft a summary of her discussion with Ann Anderson and Linda Schactler and distribute it to Cabinet members later this week.
III. Executive Reports
Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that Faculty Day was great. The interaction among faculty worked well. The Enrollment Management Summit was yesterday and was very successful.
Vice President for Business & Financial Affairs:
Mr. Corona reported that Mr. Vertrees will report at the Cabinet Retreat next week regarding the South Neighborhood Study. U.S. Bank will have a branch in the Student Union and Recreation Center soon.
Vice President for Student Affairs & Enrollment Management:
Mr. Baker had nothing further to report. See PAC minutes.
Vice President for University Relations:
Dr. Baker reported that he is very happy with current Development efforts. He added that he is pleased with the addition of Jim Armstrong as the Director of Alumni Relations.
Executive Assistant for Policy and Planning:
Dr. Street stated that she thought a summary of the university policies manual would be good to develop once the overhaul of the manual has occurred. This way, employees could look at a quick reference guide to find what they need.
President:
Dr. McIntyre asked for an update on the current honorary degree nomination. Dr. Soltz reported that the additional information for the request will be coming forward from Connie Lambert soon.
