President's Advisory Council

Wednesday, April 5, 2006
8:30 a.m. - 10:30 a.m.- Barge 412

Present: Jerilyn McIntyre, Dave Soltz, Charlotte Tullos, Paul Baker, Libby Street, Sherer Holter, Meghan Miller, Michael Ogden, Greg Cant, Becky Watson, Carmen Rahm, John Beasley, Shelly Johnson, Leslie Webb, Tony Aronica

Guests: Miguel Blancas, CWU Student, Sarah Bedsaul, Kittitas County Health Department, Steve Rittereiser, AVP for Business Auxiliaries & Public Safety, Shawn McPherson, Observer reporter.

I. At 8:30 a.m. – Miguel Blancas regarding "No Smoking Policy"
Dr. McIntyre introduced Miguel Blancas. He is a student on campus and is here today to propose a policy for construction and maintenance of designated smoking areas on campus. Steve Rittereiser offered some background on State law and offered to work with Mr. Blancas to review and discuss the proposed policy. Mr. Rittereiser will report back to the President's Advisory Council at a later date.

II. At 9:00 a.m. – Carmen Rahm regarding overview of "LSU: in the Eye of the Storm"
Mr. Rahm began by explaining that LSU developed this document after Hurricane Katrina. When he read the document, he thought it was worthwhile to share with the rest of the group. Basically, it's a university model for disaster response. The document gives some very useful information with regard to medical support, public affairs, admissions and registration, police and security services, facilities, resident living, information technology, and academics. The key lesson learned by LSU was that communication was the most important element following the storm.

III. Action Items

1. Approval of PAC Minutes from 3/1/06
Motion to approve the minutes from 3/1/06 as presented by Dr. Soltz. Seconded by Dean Miller. No further discussion. Motion carried.

2. Approval of Quarterly Calendar 2006-07 & 2007-08
Dr. Ogden pointed out that Faculty Senate must approve this item before coming to this group. He added that the Senate will review this today and it will come back to PAC for final approval on April 19.

IV. For the Good of the Order

Meghan Miller, Dean, College of the Sciences:
Dean Miller reported that all of the deans are involved with new faculty recruitment and training for implementation of the faculty collective bargaining agreement.

Shelly Johnson, Director, Budget Planning:
Ms. Johnson reported that the supplemental budget passed. She and Rich Corona are going to Olympia next week for the next round of meetings regarding the capital budget list.

Tony Aronica, ASCWU BOD President:
Mr. Aronica reported that election packets for next year's ASCWU BOD Officers are available now. The BOD is in the process of moving into the new Student Union and Recreation Center. The transition is going very smoothly. "KCWU, The Burg," will be back on line soon. The Washington Student Lobby met on Saturday.

Kim Dawson, Administrative Operations Coordinator:
No report.

Carmen Rahm, AVP for Information Technology:
Mr. Rahm reported that the student refund process is wrapping up today. Students will be able to pick up their checks later today. Approximately 1500 students have now signed up for direct deposit, so that continues to increase each quarter.

Leslie Webb, Co-Chair, Diversity Council:
Ms. Webb reported that there is a statewide diversity meeting on May 18. Kay Redfield Jamison will be on campus in May as part of Disability Awareness Week. There are several interesting activities/events happening in April and May. We have both faculty and staff presenting at the upcoming Students of Color Conference. Today there will be a student led march from Jack-in-the-Box to the Samuelson Union Building to raise awareness of House Bill 4337 (Immigration Ruling).

John Beasley, President, Bargaining Unit I:
Mr. Beasley reported that negotiations will begin soon for the next bargaining unit I agreement. He also distributed an article regarding hostile working environments from the Daily Record for the group to review.

Sherer Holter, AVP for Human Resources:
Ms. Holter reported that PeopleAdmin is up and running. Several departments have had training and are beginning to use the new recruiting system. Open enrollment for Long-Term Disability for Faculty is this month. Faculty files are in the process of being moved to the Provost's Office.

Becky Watson, Director, Public Relations & Marketing:
Dr. Watson reported that her department is finishing up the draft of the Emergency Communication Plan. She will present the draft to Cabinet at the end of the month for review and discussion.

Greg Cant, Chair Elect, Faculty Senate:
No report.

Michael Ogden, Chair, Faculty Senate:
Dr. Ogden reported that the next Faculty Senate meeting is April 12. The UFC is currently reviewing the Final Exam Week policy. If the policy comes back from that group in time, it will be on the agenda next week for approval. The executive committee meets with the Provost today.

V. Executive Reports

1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that training for the implementation of the faculty collective bargaining agreement continues to be a major focus in Academic Affairs. Faculty recruitment is in full swing. Program review is moving along. The One Book One Campus project is underway. Two committees were formed this year to handle this project: a book selection committee and the implementation committee. CWU received a National Institute of Health (NIH) grant this year.

2. Vice President for Student Affairs & Enrollment Management
Dr. Tullos reported that the Student Union will open at 12:00 on April 24. Not all venues will be up and running, but the doors will be open and some offices will be open. Several activities/events are planned for the Grand Opening during Homecoming in the fall. The admissions preferred deadline was Monday, however, we will remain open until May 1. Commencement planning is underway. Letters inviting faculty to participate in commencement exercises have been distributed. There will be an "Accepted Student Day" on April 22.

3. Vice President for Business & Financial Affairs
Ms. Holter reported for Mr. Corona. She indicated that BFA is in the process of completing their strategic plan. The new Credit Card policy is being finalized and will be brought to President's Advisory Council soon for discussion. The Chart of Accounts has been put on hold until the implementation of the FMS upgrade. Ms. Holter announced that Kevin Higgins was recently promoted to Captain.

4. Vice President for University Relations
Dr. Baker reported on several events from last week. A donor event was held March 29 at the Rainier Club in Seattle; a campaign update meeting was held March 31 on campus; and the Building Bridges Scholarship Reception was held April 2 in the SUB Ballroom. All events were very successful. Gloria Steinem will be on campus April 27. Her presentation, "The Longest Revolution," will be held in the new Student Union Ballroom at 8:00 p.m.

5. Executive Assistant
Dr. Street reported that the Speaker's Bureau key word list has gone out to various individuals on campus for review. The South Neighborhood Campus study is underway. The ad hoc committee is currently being formed. The Governor's Office has declared April 24-28, 2006 as College Civics Week. Sam Reed, Secretary of State, will be on campus April 25 to participate in a forum with faculty and students on the importance of the youth vote and of youth participation in civic affairs in the democracy. The Native American Indian Advisory Council meets this Friday, April 7. The External Diversity Council meets Friday, May 12. The final Synthesizing Committee meeting is April 19. Recommendations will be forwarded to Dr. McIntyre following this meeting. The On-line ticketing group continues to meet and hopes to have a system in place by next fall.

6. President
Dr. McIntyre reported that the Budget Advisory Council meets next Wednesday, April 12 at 10:30 a.m. in Barge 412. The 2006-2007 Performing Arts and Presidential Speaker Series will be announced at the Garrison Keillor event on April 18. Next year's theme is sustainability. The Address to Classified Staff is Monday, April 24. There will be two sessions; one at 10:30 a.m. and one at 2:30 p.m. in Barge 412.

President's Cabinet

I. Action Items

1. Approval of Cabinet minutes from 3/1/06
Motion to approve the minutes from 3/1/06 as presented by Dr. Tullos. Seconded by Dr. Baker. No further discussion. Motion carried.

II. Discussion Items

1. Washington Achievers Banquet – who should attend? – Dr. Street
Dr. Street explained that Mike Reilly is working with the Washington Education Foundation to organize the Washington Achievers Banquet on June 29. Mr. Reilly needs to provide a list of CWU invitees. Please send your representatives to Dr. Street. She will compile the list and send it to Mr. Reilly.

2. Supreme Court visit fall quarter
Dr. McIntyre reported that she was contacted by Justice Tom Chambers of the Washington Supreme Court, regarding the court visiting CWU sometime fall quarter. The group confirmed October 18-19 as the dates for this visit. Marian Lien will be coordinating this event. Dr. Soltz suggested that Phil Tolin and Michael Chinn be the contacts for the academic portion of this event. Ms. Dawson will contact Justice Chambers' Office and confirm that these dates work for the traveling court.

III. Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that implementation of the faculty collective bargaining agreement is moving along reasonably well. Rod Younker will be here for another training session next week. Faculty recruitment is going very well this year. Statewide accountability measures were discussed at the HECB meeting again last week.

Vice President for University Relations:
Dr. Baker reported that the Campaign Update meeting went very well. He also reminded the group about the Hospital Foundation Fundraising event. The event will be held in the new Student Union ballroom on April 29.

Vice President for Student Affairs & Enrollment Management:
Dr. Tullos reported that the furniture for the new Student Union building is coming in on Monday. She commended the folks in Purchasing for all of their help with this project. SAEM will be submitting three grants to the Department of Education next week. Dr. Tullos will be attending the S&A Committee meeting tonight to ask for support for Childcare Central.

Vice President for Business & Financial Affairs:
Ms. Holter reported for Mr. Corona. Re-negotiations of the bargaining unit I contract will begin in June.

Executive Assistant for Policy & Planning:
Dr. Street reported that an ad hoc committee will be convened to discuss outside employment issues. Leadership Ellensburg will meet on campus on April 21. The group will have lunch with Cabinet and ASCWU BOD members at noon in Munson. The group will then tour the new Student Union and Recreation Center. The remainder of the afternoon, the group will be in Barge 412 meeting with various constituents from CWU.

President:
Dr. McIntyre reported that the Council of Presidents met with Governor Gregoire yesterday to discuss enrollment issues.
