President's Advisory Council

Wednesday, October 5, 2005
8:30 a.m. 10:30 a.m.- Barge 412

Present: Jerilyn McIntyre, Dave Soltz, Paul Baker, Rich Corona, Charlotte Tullos, Libby Street, Meghan Miller, Nancy Howard, Michael Ogden, Judy Miller, Tony Aronica, Rob Lowery

Guest: Allison White, new Editor-in-Chief for the Observer

Dr. Soltz introduced Ms. White. She thanked the group for letting her sit in on the meeting. She is very excited to serve as the Editor-in-Chief for the Observer this year.

I. Action Items

1. Approval of PAC Minutes from 9/14/05
Motion to approve the minutes from 9/14/05 as amended by Mr. Corona. Seconded by Dr. Baker. No further discussion. Motion carried.

II. Discussion Items

1. Campus-Wide Announcements
Dr. McIntyre reiterated that she would like campus-wide announcements posted on the CWU Intranet as opposed to sending out a campus-wide email. She asked for suggestions on how to steer the university community to the Intranet. Dr. Ogden suggested in this transitional phase, that people continue to do the quick campus-wide email and have a link in the message to the Intranet. Mr. Lowery offered to talk to some of our peer institutions and see how they handle these issues. He will report back to the group on November 2, 2005.

III. For the Good of the Order

Judy Miller, Board Secretary:
Ms. Miller reported that Dean Morgan has suggested that a small group be convened to review the policy regarding the Fine & Decorative Arts Acceptance policy. Dean Morgan offered to chair the committee and suggested William Folkestad, Michael Chinn, and Glen Bach as possible members of this ad hoc committee. The group agreed that this was an important thing to do. Ms. Miller also reported that it was brought to her attention by Ona Youmans that Employee Council is listed in the CWU Policies Manual as a university standing committee. This is incorrect. This group is an employee group much like the Exempt Employee Association and Faculty Senate, so needs to be removed from this section of the policies manual. Motion to approve removing this item from the university standing committee list in the CWU policies manual by Dr. Street. Seconded by Mr. Corona. No further discussion. Motion carried. Finally, Ms. Miller explained that WAC 251 has been changed to WAC 357, so references to this WAC in our policies manual must be updated. Mr. Corona suggested that Ms. Miller verify that none of the language has been changed before this group approves changing the reference numbers. Ms. Miller will double check the language and bring this item back to PAC on November 2.

Tony Aronica, ASCWU BOD President:
Mr. Aronica reported that the Fred Meyer event on the evening prior to classes beginning was incredibly successful. Over $74,000 was brought in during that time and approximately 4000 check stand transactions took place that night. Central Transit is operating. There are a number of things going on for hurricane relief efforts. The ASCWU Board of Directors will be providing fundraising events and points of donation access all quarter. This collection, beginning October 8 at the "Battle in Seattle," also represents a "friendly" competition with the students of Western Washington University. All contributions will be recorded and the tally will be compared to Western on December 17 at the "Showdown in the Sound." The BOD will also be selling bottled water at home football games and sponsoring an intramural dodge ball competition with all proceeds going to the university's hurricane relief efforts. Plans for Wellington's Wildfire are all set. The event takes place on October 20 at 5:30 p.m. in the grassy area east of the tennis courts, south of Student Village.

Nancy Howard, Chair, Exempt Employee Association:
The Exempt Employee Association has their first meeting of the year on October 19. In addition to hearing committee reports, the group will be reviewing proposed changes to the Exempt Employee Code. These changes will come to PAC on November 2 and will then be forwarded to the Board of Trustees in December.

Rob Lowery, Chair, Employee Council:
Mr. Lowery reported that the July, August, and September employee of the month awards were all recently presented. The July recipient was Camie Hedrick, Secretary in the Douglas Honors College. The August recipient was John Cerney, Chief Operator/Program Coordinator at KCWU. The September recipient was Anna Fischer, Accountant Principal in Accounts Payable. Congratulations to them all.

Michael Ogden, Chair, Faculty Senate:
Dr. Ogden reported that the Faculty Senate has their first meeting of the quarter today. The final exam policy is being revisited. The Senate Executive Committee plans to move forward reviewing the current mission statement, reconciling the faculty code, and reviewing current bylaws. They are also drafting a white paper on shared governance.

IV. Executive Reports

1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that a GEAR UP press conference was held last week in Yakima. The coverage was very good. Barbara Hodges, Provost's Office, and Janet Shields, Faculty Senate Office, are working with Chris Frankenfield in the President's Office to get the university standing committees updated on the Web. Accountability and GEAR UP will be the focus of the academic affairs subcommittee meeting of the Board this Friday.

2. Vice President for Student Affairs & Enrollment Management
Dr. Tullos reported that approximately $17 million dollars in financial aid was disbursed this quarter. She added that she appreciated the hard work of everyone in Financial Aid, Student Financial Services, and the PeopleSoft group for a successful financial aid disbursement. Enrollment numbers look good. We will be at approximately 9100 FTE for the year. The student affairs committee of the Board will hear a report on strategic planning progress and the enrollment plan. Dr. Tullos thanked the Civic Engagement Center for their work on the Yakima River Clean up and the Extreme Line Waiting activities. Both events were very successful.

3. Vice President for Business & Financial Affairs
Mr. Corona reported that the financial aid refund process went very well. The fine-tuning that was done to prepare for this go around was very successful. Approximately 1000 students are on direct deposit now, so that also helped with the lines. The Campus Master Plan comment time has ended. The plan will go to the Board of Trustees this Friday, October 7. Mr. Corona thanked everyone for their assistance during this process. The search for the AVP for Human Resources is moving along. The State Auditors are on campus now for their annual review.

4. Vice President for University Relations
Dr. Baker reported that the Foundation Investment & Finance committee will meet on campus October 10, the Foundation Board will meet on campus on October 21, and the Alumni Board will meet on campus on October 23. The Alumni Office is hosting the 4th Annual Law Day this Thursday, October 6. Two new members of the Foundation Board will attend the meeting this month: Claude Stritmatter and Christine Day. Becky Watson, the new Director of Public Relations & Marketing, begins November 1.

5. Executive Assistant
Dr. Street distributed the 2005-06 Performing Arts & Presidential Speaker Series poster for review. The first event is Groove for Thought. They will perform in the Music Building Concert Hall at 7:00 p.m. on October 14. Dr. Street asked the President's Advisory Council for an exception to the Advertisement Posting Policy. The current policy does not address yearlong events or events occurring over an extended period of time. It was suggested to add the following statement to the current policy: "Advertisements for yearlong events or events occurring over an extended period of time will be authorized for posting two weeks prior to the first event and one week past the last event." Motion to approve this addition to the current policy by Dr. Tullos. Seconded by Dean Miller. No further discussion. Motion carried. Dr. Tullos will convey this message to Scheduling Center staff. The Native American Indian Advisory Council meeting is tomorrow, October 6. The African American Leadership meeting is scheduled for October 24 at the Rainer Club in Seattle. The Strategic Planning Synthesizing Committee met for the first time this quarter yesterday.

6. President
Dr. McIntyre gave her annual State of the University Address on September 28. A copy of her speech is available on the President's Office web page and the speech is also being re-broadcast on Channel 15. The Campus Commission on the Status of Women will host a reception to welcome new women faculty to CWU today from 4:00-6:00 p.m. at the President’s Reception Center.

President's Cabinet

I. Action Items

1. Approval of Cabinet minutes from 9/14/05
Motion to approve the minutes from 9/14/05 as presented by Dr. Soltz. Seconded by Mr. Corona. No further discussion. Motion carried.

II. Discussion Items

1. Get ready discussion for BOT meeting
Dr. Soltz will be handling the "celebrations" section of Dr. McIntyre's report since Dr. Quirk is out of town.

2. Upcoming building opening committee selections
Dr. McIntyre reminded the group that all building opening committees will be planned and discussed by Cabinet first. This is to ensure that each division is represented on these committees. It was also suggested that planning for these types of events begin sooner.

3. Strategies 360/request for information – Dr. Street
Dr. Street reminded the group to encourage the folks in each of their divisions to respond to her data request for information that she is collecting for the federal legislative consultants—Strategies 360.

4. Committee coordination of Homecoming activities
The group discussed the issues regarding the coordination of Homecoming activities and decided that there will be a "Homecoming Committee" each year from now on.

5. Commencement Speakers
Dr. Baker is working on a number of possibilities for the 2006 commencement speakers. He will report back soon.

6. Date & planning for Student Union & Recreation Center Grand Opening
Dr. Tullos explained that the Recreation Center will open at noon on January 3, 2006. There will be a mini opening ceremony at that time. When the Student Union opens in April, there will be another mini opening ceremony. Then, during Homecoming 2006, a Grand Opening Ceremony for the entire building will be held. Dr. Tullos will have Marian Lien from the President's Office, Barbara Hodges from the Provost's Office, and a representative from University Relations added to the Student Union and Recreation Center Grand Opening planning committee.

7. Mikasa/Arc International Visit – Dr. Street
Dr. Street announced that Dr. McIntyre will be meeting with Elisabeth Leick from ARC International on October 21. ARC International is the parent company of the giant Mikasa which is the number one tableware distributor in the United States. They have a strong interest in education and in learning about the American wine market, so Amy Mumma has arranged a number of tours and meetings for Ms. Leick while she is in this area.

III. Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Soltz announced that the operations of summer session have moved to Continuing Education. Kevin Nemeth, Director of Continuing Education, soon will convene the Summer Session Advisory Committee to begin planning for summer session 2006. The One Book, One Campus project is off to a great start. Over 1800 copies of The Tortilla Curtain have been distributed to students, faculty, and staff. Lois Breedlove, Department of Communication, Michael Ervin, Department of History, and Chris Schedler, Department of English, coordinated a discussion of how to use The Tortilla Curtain as a part of the classroom discussion this fall. The discussion was well attended.

Vice President for University Relations:
Dr. Baker reported that the Alumni Office will be taking a bus over to the Battle in Seattle. For more information, contact Tracy Miller in Alumni Relations at 963-2752.

Vice President for Business & Financial Affairs:
Mr. Corona reported that all of the Dining Services venues are going well. He then turned the rest of his report time over to Dr. Street to discuss the Long Term Space Request. Dr. Street brought the new form up on the Web for the group to review. Dr. Street stated that the space planning committee would like all requests that are not already in the que to start coming in on this form for the 2007-09 biennium. Dr. Street and Mr. Corona would like to start visiting divisions to go over this new process. The group agreed that going forward with this process was a good idea.

Vice President for Student Affairs & Enrollment Management:
Dr. Tullos reported that her division is currently working with Jesse Days to update the SAEM web page. Remember to purchase tickets for Damon Wayans. The event is Saturday, October 22 at 8:00 p.m. in Nicholson Pavilion.

Executive Assistant for Policy and Planning:
Dr. Street reported that she received a ruling from Teresa Kulik, Margaret Smith, and Bruce Porter regarding whether or not sponsors can be acknowledged on our web pages. We can acknowledge sponsors, but we cannot link to any of their pages or advertise for them.

President:
Dr. McIntyre reported that the COP had a coordinated agenda discussion yesterday. It was decided to go together on utilities, disability support services, and capital prioritization. University planning will be the major focus of the Cabinet Retreat on October 26. Dr. Street is working with Kevin Nemeth and Ken Baxter on a Senior Program (Elderhostel).
