President's Advisory Council

Wednesday, November 2, 2005

Dr. Baker introduced Becky Watson. She is the new Director of Public Relations & Marketing. Her first day on campus was yesterday, November 1.

I. At 8:30 (for 30 minutes) Carmen Rahm & Jesse Days re: CWU Web Homepage Survey & a Demo of the Spanish version of Web pages
Mr. Rahm began by explaining that a survey of the CWU homepage was recently conducted. Approximately 180 individuals, including students, staff, and a couple of community people, did the survey. Overall, the feedback was positive and most people did not want to change the homepage. However, one issue that came up repeatedly was the search engine currently used by the university. Mr. Rahm explained that the issue of replacing the current search engine is already underway. ITS has been evaluating new search tools and has selected the Google-Mini Search Engine. This new search engine has been ordered and is scheduled for implementation by the end of 2005. They are also considering a couple of link changes to the homepage. Those include adding a direct link to GroupWise email on the homepage and changing the title of "Other Searches" to "People Search" and updating the sub-page. Mr. Rahm added that he is anxious to begin working with Becky Watson and get her input on the CWU homepage focus and marketing components.

Mr. Rahm reported that the Web Office was asked to research software packages that would assist us in providing selected bi-lingual web pages on the CWU website in support of the increasing Hispanic population in the central Washington area and the increasing Hispanic enrollment at CWU. The overall goal is to attract more Hispanic students to CWU and to provide an environment where they and their families feel welcome. Mr. Rahm then gave a demonstration of the CWU Welcome Page and its translation to the Spanish version. Currently, there are about 4 web pages with the translation link that are ready to go live. As we get further into this project, departments will be able to pay to have their pages translated if they choose to. After reviewing several web pages, it was determined that the average page at CWU is approximately 200 words. Given the translation service fees ($0.12/word) the cost to translate most CWU web pages would be around $25. The group agreed that the Web Office should go live with the pages that are ready now.

Mr. Rahm showed the live camera Web pages and asked if ITS could add this link to the homepage. The group agreed that this was a good idea.

II. Action Items

Motion to approve the minutes from 10/5/05 as presented by Dr. Ogden. Seconded by Dr. Baker. No further discussion. Motion carried.

III. Discussion Items

1. Flu season advice
Dr. McIntyre explained that the Cabinet is working with Steve Rittereiser and the Emergency Preparedness Task Force planning how to adapt our Emergency Preparedness Plan to include appropriate flu season issues. It was decided that this is something that the university will discuss every fall quarter. Mr. Rahm reported that bacterial wipes are now located in all of the computer labs. Mr. Corona added that Facilities will be moving to touchless faucets and paper towel dispensers in the restrooms on campus soon. Dr. McIntyre distributed an informational item from the Center for Disease Control on good health habits to follow during flu season.

2. Using the intranet for campus-wide messages
Dr. McIntyre reminded the group to inform employees in their divisions to use the Intranet for campus-wide announcements. The suggestion is to do a one or two line campus-wide email message that includes a link to the Intranet.

IV. For the Good of the Order

Nancy Howard, Chair, Exempt Employee Association:
Ms. Howard explained that exempt employees are currently voting on proposed changes to the Exempt Employees' Code. Ballots are due by 5:00 p.m. on November 8. These changes will be included on the December Board of Trustees' meeting agenda.

Judy Miller, Board Secretary:
Ms. Miller explained that the entire section of the Washington Administrative Code (WAC) #251 has been repealed. The new number is 357. Language was reviewed to make sure no changes occurred and none did. This update is merely a number change. Motion to approve the amended number throughout the CWU Policies Manual as presented by Dr. Street. Seconded by Mr. Corona. No further discussion. Motion carried.

Carmen Rahm, Assistant Vice President for ITS:
Mr. Rahm reported that the ITS monthly report is on-line for employees to review. ITS is getting ready to kickoff a 120,000 desktop replacement project. Mr. Rahm recently attended the EDUCAUSE conference in Orlando, FL. At this conference, College Net used CWU's website as a model.

Josh Nelson, Chair, ADCO:
No report. Dr. Nelson had to leave to attend another meeting.

Tony Aronica, ASCWU BOD President:
Mr. Aronica reported that Wellington's Wildfire was very successful. Approximately 2500 people attended the event. Homecoming week festivities were also very well attended. The Night of Improv event raised $420 for hurricane relief efforts. CWU has 26 individuals who are now beginning training with the American Red Cross for emergency relief efforts.

Leslie Webb, Co-Chair, Diversity Council:
Ms. Webb reported that the Diversity Council meets Monday, November 7. She will have an update on Diversity Council issues/events at PAC on December 7. Ms. Webb also distributed flyers regarding John Trudell events on November 8 and 9 in Hertz Auditorium.

Michael Ogden, Chair, Faculty Senate:
Dr. Ogden reported that the Faculty Senate meets today. After consultation with the Provost, the Associate Vice Presidents in Academic Affairs have been invited to meet with the Senate Executive Committee once a month.

Becky Watson, Director, Public Relations & Marketing:
Dr. Watson stated that it was great to be back at CWU. She has "getting to know you" meetings scheduled with several individuals around campus.

Shelly Johnson, Director, Budget Planning:
Ms. Johnson reported that budgets are posted and now her office is working on PeopleSoft upgrades.

Meghan Miller, Dean, College of the Sciences:
Dean Miller stated that all of the deans were very grateful to be involved in the Distinguished Alumni Awards. Program review is occurring in all of the colleges. Deans are now receiving files for reappointment of faculty in their third, fourth, fifth, and sixth years of service.

V. Executive Reports

1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that Academic Affairs is working steadily on their strategic planning process. Feedback has been received and is posted on the web site. Dean Savioan held a strategic planning forum for faculty and staff at CWU-Des Moines and will also hold a similar forum at CWU-Lynnwood. December 5 is Faculty Development Day. The Business Research Park Board met Monday and the Strategic Planning Synthesizing Committee met yesterday. Dr. Soltz reminded the group of the multidisciplinary faculty forum titled, "Pulling Back the Tortilla Curtain." It is November 3 at 7:00 p.m. in Hertz Auditorium and will feature Paulus Pimomo, Department of English, Nelson Pichardo Almanzar, Department of Sociology, Christopher Schedler, Department of English, Minerva Caples, Department of Education, Donald Easton-Brooks, Department of Education, and Donna Stack, Department of Art.

2. Vice President for Student Affairs & Enrollment Management
Dr. Tullos reported on transfer numbers. CWU received 2232 transfer applications for fall 2005 versus 2038 for fall 2004; CWU made 1781 admission offers to transfers in fall 2005 versus 1749 in fall 2004; and CWU enrolled 977 Washington community college transfers in fall 2005 versus 1123 in fall 2004. With regard to winter quarter 2006 applications, we have 234 freshmen applications versus 148 from this time last year and we have 620 transfer applications versus 559 from this time last year. There will be two orientations at the beginning of December for freshmen and transfers coming in winter quarter. We are at 92% occupancy in the residence halls.

3. Vice President for Business & Financial Affairs
Mr. Corona reported that as of November 14, Central Transit will be going to two buses. The demand is increasing daily. The Courtesy Assistance Team (CAT) is up and running. Directory assistance hours have been extended. The construction of the Student Union and Recreation Center is on schedule.

4. Vice President for University Relations
Dr. Baker reported that Homecoming festivities for the division of University Relations were a huge success. The emphasis now is the "Showdown in the Sound," which is scheduled for December 17 at Key Arena. This is the basketball game between CWU and Western Washington University. Dr. Baker is attending a planning meeting for this event on Friday, so he will report on additional details at the next PAC meeting.

5. Executive Assistant
Dr. Street reported that several individuals from CWU met last week in Seattle with African American Leaders and received feedback from them on recruiting and retaining African American students. The External Diversity Council met last week and thoroughly enjoyed the tour of the new Student Union and Recreation Center. The first Presidential Speaker, Peter Yarrow, was last night. It was a wonderful event. Toni Burvee has been working with the State on travel policy issues. Look for changes to our internal policies to be coming forward soon. The new Space Requesting form is making its way to departments. The Strategic Planning Synthesizing Committee has met three times now. Information will be distributed soon requesting people to do the on-line survey.

6. President
Dr. McIntyre reported that the Higher Education Coordinating Board met here on campus last week. Ann Anderson and Dr. McIntyre will be attending several dinners and lunches with Legislators in the next couple of weeks. The Fall Cabinet Retreat was held on October 26. The focus of the retreat was on emergency preparedness issues and long-term planning. Pat Muir, formerly from the Daily Record, is now reporting for the Yakima Herald Republic. He is doing a story on people that have achieved national recognition from Kittitas County. If you have suggestions for the story, let Dr. McIntyre know this week.

I. Action Items

Motion to approve the minutes from 10/5/05 and 10/12/05 as presented by Dr. Soltz. Seconded by Mr. Corona. No further discussion. Motion carried.

II. Discussion Items

1. Acacia Lawsuit and Letter
Dr. McIntyre explained that she sent this information to Carmen Rahm and Teresa Kulik for advice. Mr. Rahm is discussing these issues with colleagues and will keep the Cabinet apprised of the situation. The Acacia situation is a legal issue that universities nationally are looking at carefully.

2. Members for the external diversity council - Dr. Street
Dr. Street explained that there are a couple of openings on the external diversity council. Please let her know as soon as possible if you have suggested nominees for this council.

3. Scheduling the Emergency Preparedness Tabletop Exercise
The Cabinet agreed to have this training session on December 9 from 2:00-5:00 p.m. Steve Rittereiser will send out details on the training session at a later date.

4. Planning
Dr. McIntyre explained that long-term planning will continue to be discussed regularly.

5. Chamber Legislative Day
The Ellensburg Chamber of Commerce Legislative Day is scheduled for November 14 at the Hal Holmes Center. Dr. McIntyre will attend the lunch session and Ann Anderson, Charlotte Tullos, Rich Corona, Bill Vertrees, and Bob Campbell will attend the afternoon session to present for CWU.

III. Executive Reports

Provost/Senior VP for Academic Affairs:
Dr. Soltz distributed the accountability measures and targets. He added that Linda Beath, Mark Lundgren, and Shelly Johnson are CWU's representatives in these discussions.

VP for Business & Financial Affairs:
Mr. Corona gave an update on the soft drink contract. He explained that bids are out now and information should be back soon. Mr. Corona asked how the seats for the Resource 25 system were going to be paid. It was decided that the costs would be divided by each of the divisions with one-time money. Mr. Corona will have Gene Rau prepare the requisition and send it to each division for signatures. Ann Anderson, Bill Vertrees, and Mr. Corona will be in Olympia on Tuesday meeting with legislators and OFM staff. The final candidate for the AVP for Human Resources will be on campus this Friday, November 4.

VP for Student Affairs & Enrollment Management:
Dr. Tullos reported that a record number of students/parents attended the prospective student Fall Open House last Saturday. Over 800 people attended. Dr. Tullos will be submitting a proposal to the S&A Fee Committee requesting assistance in paying for the Readership Program. This is the program that offers the Daily Record and the Seattle Times to students for free. Approximately 77% of the students who were in the Transitions Program last year returned this fall.

VP for University Relations:
Dr. Baker gave an update on possible commencement speakers. Candidates for the College of Education & Professional Studies Development Officer will be on campus soon. There will be a debriefing meeting for the Peter Yarrow event on November 7 at 1:30 p.m.

Executive Assistant for Policy & Planning:
Dr. Street distributed a copy of the Synthesizing Committee postcard for review. Information regarding "What's Next?" in the strategic planning process at CWU will be mailed out soon.

President:
Dr. McIntyre asked if we had a total on the profits from the Battle in Seattle yet. Mr. Corona explained that this information would be finalized soon and he will report back to Cabinet soon. Mark Lundgren will be inviting to Cabinet next week to discuss the results of the National Survey on Student Engagement.
