8:30 a.m. - President's Office

I. At 8:30 (for 30 minutes): John Drinkwater & Cherie Wilson re: Facilities Use Policy
Mr. Drinkwater began by thanking the Cabinet for inviting him and Cherie Wilson to discuss facilities use regulations and charges at CWU. Approximately one year ago, Dr. Tullos asked Mr. Drinkwater to convene a task force to update the regulations and fee structure related to facilities use on campus. The task force included John Drinkwater, Cherie Wilson, Judy Miller, Linda Mahaney, Bruce Porter, Mary Aho, and Ken Baxter. This review process led to several changes in the policy. The task force spent a majority of their time on a matrix and rate changes. It is now much more up-to-date. Ms. Wilson reviewed the new rate structure. She explained that she researched charges at other universities in the state to see what they were doing and discovered that CWU was charging considerably less than other schools in the state for facilities use. This policy will now go forward to President's Advisory Council for review.
At 10:15 (for 15 minutes): Ann Anderson/Legislative Update
Ann Anderson gave a brief legislative update. CWU's tuition waiver bill is dead in the house. The companion bill in the senate is still alive and moving along. The House Higher Education committee is having a work session this Friday, March 18 at 1:30 to discuss learning centers, continuing education, and other extended learning opportunities in higher education. We have been asked to be at this meeting to discuss our partnership with Green River Community College. Dr. Soltz will be our representative at this work session. Ms. Anderson met with Hans Dunshee this morning to discuss capital projects. Governor Gregoire's budget will be coming out sometime the week of March 21.
II. Discussion Items
1. TVW - Building for the Future Gala Celebration
Ann Anderson indicated that CWU does not need to have a representative present at this Gala celebration.
2. Washington, DC trip: Federal Legislative Agenda - Information Request
Dr. McIntyre reminded Cabinet to get their agenda items to her as soon as possible.
3. Planning for Native American Indian Advisory Council & President's External Diversity Council Dr. Street reminded the Cabinet to send their data requests for the Native American Indian Advisory Council to her as soon as possible. Dr. Tullos explained that she will be out of town April 1, so Mike Reilly will be attending the Native American Indian Advisory Council in her place. A proposed agenda will be distributed to members soon.
4. Spring Cabinet Retreat - April 27, Where? - Dr. Street
The cabinet retreat, April 27, will be at "Flying Horseshoe Ranch" in Cle Elum.
5. April 6 PAC/Cabinet Meeting - Dr. Street
Dr. McIntyre will be in Washington, DC the week of April 4-8, so Dr. Soltz will preside at PAC/Cabinet on April 6.
6. Banner to recognize veterans
Mr. Corona will check with the City of Ellensburg to see what they will be doing to recognize veterans. It was suggested that we do something on Armed Forces Day (May 20). Mr. Corona and Dr. Tullos will discuss this at their meeting next week and report back to Cabinet later.
III. Executive Reports
Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that he and the deans are reviewing files submitted in relation to the Salary Administration Board Plan B. The deans are also reviewing promotion and tenure files. Trish Swanson has been hired as the administrative assistant in the Provost's Office. Her first day in the office will be March 24. He also announced that the final candidate for the Dean of the College of Arts and Humanities is here today.
Vice President for Business & Financial Affairs
Mr. Corona asked who would be attending the YVCC Strategic Planning meeting? Dr. Street will attend the session in Ellensburg and it was suggested that Margaret Badgley attend one of the sessions in Yakima. Dr. Soltz will discuss this with Ms. Badgley. Clark England has been selected as the consultant for HR best practices survey. He will be on campus soon. There is a meeting this Friday, March 11, to discuss dining meal plans. The housing master plan meetings are happening today and tomorrow. SUB/Rec construction is going well. The chamber is soliciting names for members on the Group Health Board. Those who are interested in serving should contact Mr. Corona.
Vice President for University Relations
Dr. Baker distributed a proposal that will be submitted to the Petrie Foundation for $100,000 for the renovation of the Sarah Spurgeon Gallery. There will be a meeting this Friday, March 11, to review the Len Thayer Small Grant proposals. Dr. Baker is attending a Case conference next week.
Vice President for Student Affairs & Enrollment Management
Dr. Tullos reported that the Center for Excellence and Leadership Advisory Board decided that the vice presidents do not need to make presentations at the annual awards banquet. The president and the deans, however, will continue to present their awards. Enrollment numbers for this spring and next fall continue to look good. We are up 231 admitted freshmen from this time last year. Changes regarding the disciplinary policy for off-campus students will be coming to PAC soon. The Blue Ribbon Commission on Athletics meets March 30 and will have subcommittee reports done at that time.
Executive Assistant to the President for Policy and Planning
Dr. Street reported that she is currently working on details for the two advisory committees: Native American Indian Advisory Council and the President's External Diversity Council.
President
Dr. McIntyre asked Dr. Tullos to be prepared to discuss tuition waivers at the student affairs subcommittee meeting at the next board of trustees meeting. She also announced that Superintendent Gretta Merwin of the Ellensburg School District and former U.S. House of Representatives member Jennifer Dunn will receive honorary degrees at this spring's graduation.
