8:30 a.m. - President's Office
Present: Jerilyn McIntyre, Dave Soltz, Rich Corona, Paul Baker, Libby Street,
Keith Champagne Guest: Bruce Porter
I. At 8:30 (for 30 minutes): Bruce Porter regarding Competitive Contracting
Mr. Porter explained that effective July 1, 2005 competitive contracting
will be a term of the bargaining unit agreement. He added that each of the
state universities has an agreement similar to ours. The suggested process
is as follows:
- Send the bid to on campus departments and off campus vendors.
- Responses will be received and evaluated.
- If an on campus department has the low bid, an internal chargeback will be done and the job will be completed internally.
- If an off campus vendor has the low bid, a five person committee, consisting of one person from each division, will review the bids and decide if the bid goes off campus.
Mr. Porter further explained that in order to send a job off campus,
there must be proof of either a cost savings or an efficiency savings.
The cabinet agreed that the proposal was sufficient. Mr. Porter will move
forward getting this process in place.
At 9:00: Shelly Johnson regarding
Budget
Ms. Johnson joined the group to discuss fiscal year 2006 budget
planning (base and one-time allocations). The Budget Advisory Committee
will meet at 11:00 a.m. on April 20 in Barge 412. The Cabinet Retreat
is scheduled for April 27, 2005. Budget planning will be a major focus
of the meeting.
II. Executive Reports
Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that Academic Affairs had a planning
retreat yesterday and it went well. Faculty collective bargaining is moving
along. Carolyn Wells has been studying class enrollments the past couple
of weeks and discovered several courses that needed additional sections.
Trish Swanson has joined the Provost's office as the administrative assistant.
Please stop by and introduce yourselves to her if you haven't already.
Dr. Quirk indicated that the recent Research Expo in Olympia went well.
Vice President for Student Affairs & Enrollment Management:
Mr. Champagne reported for Dr. Tullos. The Spring 2005 mini-stats were distributed.
Numbers look very good. Several activities are planned for the Indian
Country Celebration on Friday. The University Housing consultants are
on campus today. They will also be giving a presentation to the Board
of Trustees on May 6. Dr. Tullos and Mr. Champagne recently attended the
NASPA conference in Tampa, Florida.
Vice President for Business & Financial Affairs:
Mr. Corona recently met with a student regarding recycling
on campus. The student was concerned that CWU was not doing enough to
promote recycling. Mr. Corona suggested that we add informational items
to the orientation packets or at least mention our recycling commitment
during new student orientations. He will discuss this further with the
folks in University Housing and New Student Programs. Mr. Corona added
that the visit with the legislative staffers yesterday went well.
Vice President for University Relations:
Dr. Baker shared that the commencement committee is planning to include a note in the diploma covers this year
informing the graduates of their one-year membership in the Alumni Association.
A Mariners alumni event is scheduled for May 15 & 16, 2005. Tickets
are almost sold out, so let Dr. Baker know as soon as possible if you
are interested in attending. The College of Business alumni are having
an event in San Francisco on April 19. The Washington, DC alumni events
are finalized. The Rodeo Bowl brunch has been set for Friday, September
2 at the President's Reception Center. Nate Harris is currently coordinating
an alumni event in Portland for the weekend of August 12-14. The feasibility
study is moving along.
Executive Assistant for Policy & Planning:
Dr. Street reminded the group that the Native American Indian Advisory
Council meets this Friday in Munson. If you have questions regarding this
event, Chris Frankenfield is the contact person in the President's Office.
She will be emailing the final agenda to the Cabinet later today.
President:
Dr. McIntyre reported that the legislative reception and dinner in Olympia
yesterday went well. She commended Marian Lien, Kristy Magdlin, Jennifer
Griffin, and Margaret Badgley on their coordination of this event. Dr.
McIntyre will be attending the 30th Annual Snowmass Institute on Achieving
Strategic Excellence in July. She will be presenting her point of view
on strategic excellence in higher education.
