President's Advisory Council

Wednesday, January 5, 2005
8:30 a.m. - Barge 412

Present: Dave Soltz, Rich Corona, Paul Baker, Libby Street, Jan Bowers, Liahna Armstrong, Lucas Westcoat, Leslee Caul, Keith Champagne, Mark Anderson, Toni Culjak

Guest: Kristine Geckle, Executive Intern, Office of the Provost

I. Action Items

1. Approval of PAC minutes from 12/01/04 and; 12/15/04
Motion to approve the minutes as presented by Dr. Baker. Seconded by Dr. Bowers. No further discussion. Motion carried.

II. Discussion Items

1. Preparation for this week's basketball games - Dr. Street
Jack Bishop reported to Dr. Street that the Department of Athletics has various strategies in place for crowd control at the basketball games this week. Thursday we play Seattle Pacific University and Saturday we play Western Washington University.

III. For the Good of the Order

Jan Bowers, Chair of ADCO:
The department chairs have distributed a survey to our peer institutions regarding compensation and have received approximately half of them back. The first ADCO meeting for winter quarter is next Monday, January 10.

Liahna Armstrong, Dean, College of Arts and; Humanities:
Dean Armstrong reported that with the first day of classes arriving yesterday, the dean's have been addressing the needs of students. They are making sure that there are enough sections of classes available. The deans are also monitoring 20 faculty searches that are currently going on. The uniform pro-ration policy for summer quarter is close to being completed.

Mark Anderson, Director of Public Relations and; Marketing:
Mr. Anderson reported that he is working with Dr. Street on the next Presidential Speaker event. Mark Trahant, Editor of the Editorial Pages for the Seattle Post-Intelligencer, will give a lecture January 24, 2005 at 7:00 p.m. in the Music Building Concert Hall. Public Relations and; Marketing is currently completing a round of billboards that will be going up in the Seattle area. We will have two, eight-week runs. Mr. Anderson will bring samples of these billboards to the next meeting. They are gearing up for a new advertising campaign next fall.

Lucas Westcoat, ASCWU BOD President:
Mr. Westcoat announced that the BOD is currently working on adding an "achievement" page to their website. This section will list things that have been accomplished throughout the year and will be helpful in planning future goals. They are also working with students at the university centers to get them more involved. The BOD will work with Mr. Corona and Dr. Street to organize a Tsunami relief effort for CWU.

Leslee Caul, President, Local Union 330:
This is Ms. Caul's first meeting. She will be representing the employee groups this quarter.

Kristine Geckle, Executive Intern, Provost's Office:
Ms. Geckle reported that she is researching benchmarks and chair compensation with our peer institutions. She is also researching collective bargaining issues.

Toni Culjak, Chair, Faculty Senate:
Dr. Culjak reported that the Senate has decided to survey faculty on how they handle final exam week and grading issues. The goal is to have the survey completed by the end of January. The results will then be presented to the Provost and the Registrar's Office. They are also continuing to work on the faculty assessment of administrators survey.

IV. Executive Reports

Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that there are a number of searches going on in academic affairs. The goal is to have candidates for these searches on campus in February and March. Faculty reappointment letters will be mailed out by January 21. The Salary Administration Board, plan A has been calculated and letters should go out later this week. Plan B calculations will be coming out soon. Academic Affairs is continuing to work on areas of distinction and they are finalizing the summer pro-ration policy and interdisciplinary studies template. Dr. Soltz, Dr. Baker, Dr. Street, Marian Lien, and; Mark Anderson will be representing CWU at the ribbon-cutting ceremony today for our CWU-Moses Lake Center.

Vice President for Student Affairs and Enrollment Management
Mr. Champagne reported for Dr. Tullos. Enrollments for next year were distributed. The numbers look very good.

Vice President for Business and; Financial Affairs
Mr. Corona reported that students can now choose to have their financial aid deposited directly into their bank accounts. This is a new feature offered this quarter to help with lines on campus. The SUB/Rec building is coming along nicely. A new contract with PeopleSoft/Oracle was just negotiated. It is a combined package that includes the data warehouse, HR warehouse, and the portal pack. They were also able to secure a maintenance agreement that locks in at no more than a 4% increase per year for 10 years.

Vice President for University Relations
Dr. Baker reported that there are five focus groups scheduled January 18-21 to test the feasibility study. These sessions will be held in Ellensburg, Yakima, and Seattle. The foundation board meets, January 21 at Safeco Field.

Executive Assistant
Dr. Street reminded the group to make sure their employees have seen the emergency closure policy. If you have questions that you think would be of interest to the entire university, please send them to Dr. Street. Dr. McIntyre will be addressing these questions in a memo on the Intranet each week. Dr. Street will be working with Jennifer Fountain to begin the executive intern application process again soon. The enhancement of diversity issues survey has been submitted to the HECB. Keith Champagne will represent CWU at the HECB meeting to discuss this survey on Jan 19. Dr. Street has been working with Ann Anderson on the legislative agenda for this year. Ms. Anderson will be connected by phone to the cabinet meeting on January 12 to discuss legislative issues. Please encourage employees to use the Intranet instead of email for mass mailings.

No report. Dr. McIntyre is on her way to the NCAA Convention in Dallas, TX.

II. Discussion Items

1. "Tributes" section on the Intranet? - Dr. Street
Dr. Street reported that it has been suggested to have a section on the Intranet for announcing faculty, staff, students, and friends of the university that have passed away. Dr. Street will discuss this possibility with Carmen Rahm.

2. Strategies to Enhance Diversity in Higher Education Survey - Dr. Street
Dr. Street distributed the survey that was recently submitted to the HECB for the Cabinet to review. Mr. Champagne will represent CWU at the HECB meeting to discuss this issue on January 19.

3. Performance Contracts
The Cabinet discussed the performance contract draft. They made some edits/suggestions to the document and will bring it back to Cabinet next week for Dr. McIntyre to review.

Rich Corona, Vice President for Business and Financial Affairs:
Mr. Corona distributed the latest draft of the Facilities and; Development Master Plan. It will be going out to the university and the community for review soon. Mr. Corona shared the CWU-Wenatchee Center architectural plans with the group. An announcement will be going out to the university community to remind everyone that the Tobacco Use Policy is in place. Signage will be put up soon.

Keith Champagne, for Charlotte Tullos, Vice President for Student Affairs and; Enrollment Management:
No Report.

Libby Street, Executive Assistant for Planning and; Policy:
Dr. Street reported that Resource 25 is ready to go live soon. By Feb 1 the Scheduling Center will be ready to train people who will be entering the data. The fee structure for the room rentals will be coming to PAC soon for approval. The space planning group met recently and decided they would like to have the space request form on-line so they can begin to develop a database. Shawn Carpenter, the executive intern in the President's Office, will be assisting with this process.
