President's Cabinet

8:30 a.m. - President's Office

Present: Jerilyn McIntyre, Paul Baker, Rich Corona, Charlotte Tullos, Dave Soltz, Libby Street

Guests: Shery Forrest, Ken Kladnik, Keith Champagne

I. At 8:30: Keith Champagne, Shery Forrest, and Ken Kladnik regarding the CWU Athletic Department Substance Use and Drug Testing Policy

Mr. Kladnik began by explaining that 11 months ago at an Athletics staff meeting they discussed why CWU did not have their own substance use and drug testing policy. It was at this time that Mr. Kladnik contacted Washington State University and the University of Washington to see how they handled these issues and get their feedback. He further explained that by publishing a written policy and obtaining signed consent forms in advance, an institution educates its student-athletesabout the process and protects itself from potential challenges about the lawfulness of its process and its right to test student-athletes in the first place. Education is an important component of this policy, so Ms. Forrest meets with the student-athletes regularly, the NCAA ban substance list is posted in the locker rooms, and student-athletes are required to take the drugs and health course that is offered. Although education is important, there must be some punitive things to make the athletes accountable. The testing component is based on reasonable suspicion. To be considered reasonable suspicion, evidence must be based upon a specific event or occurrence in which the student athlete has been presumed to use drugs. Our testing procedures reflect what the NCAA does. Mr. Corona suggested having Teresa Kulik, Senior Assistant Attorney General, review the draft policy. Once Ms. Kulik has endorsed the document, it will go forward to President's Advisory Council for final approval.

At 9:30: Judy Miller regarding the Board of Trustees agenda for 2/4/05 and Honorary Degree Policy
Ms. Miller distributed the Board of Trustees agenda for February 4, 2005 for review. She explained that changes to the non-discrimination policy will be added to the agenda. These changes have gone through cabinet, president's advisory council, and the WAC hearing and now need to be approved by the Board of Trustees. Ms. Miller also reported that the submission and deadline dates in the Honorary Degree Policy need to be changed. Since these are just procedural changes, the group approved the changes and this will be updated on the Web.

II. Discussion Items

1. Leadership Ellensburg details
This year's education segment of Leadership Ellensburg is scheduled for February 18, 2005. The group finalized the agenda. Dr. Street will contact Alan Walker today and let him know what the plans are. Ms. Dawson will reserve rooms for the group and arrange the luncheon in Munson Dining room. She will also get a list of the Leadership Ellensburg members to cabinet members.

2. CWU Lynnwood visit with James Sulton
Dr. McIntyre is arranging a visit to CWU-Lynnwood for Jim Sulton, Executive Director of the Higher Education Coordinating Board. Dr. Street will work with Dr. Soltz, Dr. Tullos, and Margaret Badgley on the agenda. A tour of the facility will be part of the program. Once the date has been confirmed, Ms. Miller will be notified so a board member can be invited to attend also.

3. Emergency closure process
Due to our first emergency closure of the year, several issues became apparent. The decision to delay school needs to be made sooner. Mr. Corona's division is working on this. The announcements on the radio, television, and Web need to specify that classes are cancelled, not delayed. Emergency phone trees and essential employee lists need to be posted and used.

4. Professional development policy
Mr. Corona distributed the latest draft of the employee professional development policy for review and comment. Please send any suggested modifications to him. This will come back to cabinet one more time before going to president's advisory council for final approval.

5. Federal legislative agenda
Dr. McIntyre will be meeting with federal legislators in Washington, DC in April. Please send suggested agenda items to Dr. Street as soon as possible. The federal legislators request agenda items prior to making appointments.

6. Technology and Research Day (request from Rep. Phyllis Kenney)
Wayne Quirk will be our representative on the planning committee for this Technology and Research Day Expo. Ann Anderson will forward his name to Rep. Kenney's office.

7. Performance Contracts
Dr. Soltz distributed the latest drafts of WSU's and UW's performance contract for review. These two drafts were discussed at the House Higher Education meeting and the committee liked these drafts. Dr. Soltz added that Governor Gregoire does want to see performance contracts from all six public institutions. Dr. Street distributed our latest draft. She indicated she will be working with Mike Reilly, Mark Lundgren, and Linda Beath to finalize the document and it will come back to cabinet.

III. Executive Reports

Provost/Senior Vice President for Academic Affairs:
The provost and the deans have been interacting with the senate on a pro-ration policy for summer quarter. They have finalized the document. Dr. Soltz will attend the House Higher Education Committee hearing this Friday regarding university centers. Dr. Soltz distributed CWU's Institutional Accountability Measures for review. Also distributed was the HECB's DRAFT Accountability Proposal. This document is for discussion purposes only.

Vice President for Student Affairs and Enrollment Management:
Dr. Tullos reported that several policies will be coming forward from here division. They are updating the immunization policy and looking at the student travel policy. She will work with Dr. Street on these updates. Dr. Tullos also reported that she will be participating in a conference call today with all the other student affairs officers in the state.

Vice President for Business and Financial Affairs:
Mr. Corona distributed "Making the Grade: The Gregoire Plan to Improve Education and Move Washington in the Right Direction." This is an informational item to review. Our Music Building was featured as the education facility of the month on the on-line version of School and Construction News. Please see www.schoolconstructionnews.com for the entire article. Mr. Corona also distributed the travel reports by division for review.

Vice President for University Relations:
Dr. Baker reported that plans for Higher Education Day in Olympia are well underway. The Foundation board met last Friday at Safeco Field in Seattle. The campaign focus groups are complete and the feasibility study will begin in March. University Relations is working with Carmen Rahm to add a "tributes" section on the Intranet for announcing obituaries.

Executive Assistant:
Dr. Street commended Marian Lien for all of her hard work on the presidential speaker preparations and details. The event was very successful.

President:
Dr. McIntyre asked where are we with finalizing this year's Homecoming entertainment. Dr. Tullos will check on this and report back to Dr. McIntyre. The winter quarter cabinet retreat is scheduled for February 23. If you have agenda items, please send them to Dr. Street as soon as possible. Dr. Street will meet with Shelly Johnson regarding the budget information that will be discussed at the retreat.

Director of Government Relations:
Ms. Anderson's legislative schedule for the week of January 31-February 4 was distributed and discussed. Dr. McIntyre and Ms. Anderson will be meeting with several legislators next week in Olympia, including a meeting with Governor Gregoire. Ms. Anderson explained that this is our opportunity to tell the governor what we want to tell her about higher education. Linda Schactler will draft a list of bullets for the discussion with the governor. The date for the Technology and Research Expo has been set for March 24. Wayne Quirk will be our representative on the planning committee.
