10:00 a.m. - President's Office
Present: Jerilyn McIntyre, Rich Corona, Paul Baker, Charlotte Tullos, Libby Street
Guests: Bill Vertrees, Joanne Hillemann, Stacy Klippenstein, Michael Kuchta, Jane Wright, Karin Bauer.
I. At 11:00 (for 30 minutes): University Housing Consultants Ms. Hillemann introduced the Housing Consultants.
1. Michael Kuchta, Associate with Hanbury Evans Wright Vlattas and Company, Jane Wright,
VP with Hanbury Evans Wright Vlattas and Company, and Karin Bauer with Anderson Strickler, LLC.
Mr. Kuchta explained that they are currently launching a Comprehensive Housing Master Plan. This plan is a long-range
(10-20 year) plan for improvements to the physical facilities (residence hall and apartments) of our campus housing system
that will consider and integrate institutional objectives, student expectations, the condition of existing facilities, and
financial realities and overall feasibility. The planning efforts will include: goal setting and data collection, market
analysis, facility assessment, ideal community models, opportunity analysis, financial modeling, housing master plan,
and implementation strategies. The schedule for the project is:
- February 9-10, 2005 - initial project meeting, focus group sessions, goal setting and building tours.
- March 9-10, 2005 - the team will present mark analysis and facility assessment findings.
- March 30-31, 2005 - there will be a workshop to develop renovation and new construction options, financial model and
draft capital project sequence.
- April 20 or 21, 2005 - review the draft master plan document with the university.
- May 6, 2005 - present the draft master plan document to the CWU Board of Trustees.
At 11:30 (for 15 minutes): Legislative update - Ann Anderson
Ms. Anderson reported on her schedule for the week. The Senate Early Learning,
K-12 & Higher Education work session went really well. Lucas Westcoat did a marvelous job talking about CWU.
The draft performance contract will be sent to Ms. Anderson by email Monday morning for her to review before
it is forwarded to Deb Merle at OFM.
II. Action Items
1. Approval of cabinet minutes from 1/26/05
Motion to approve the minutes from 1/26/05 by Mr. Corona. Seconded by Dr. Baker. No further discussion. Motion Carried.
III. Discussion Items
1. Space allocation and planning - Mr. Corona & Dr. Street
The space allocation and planning committee met yesterday. A database is being created for all space allocation requests.
Kevin Kimball is working with John Drinkwater and the students on reclassifying the Samuelson Union Building.
They are also getting clarification on the state regulations of reclassifying buildings. This committee will submit
reports to Cabinet on a regular basis.
2. Federal legislative agenda - Dr. Street
The group finalized the issues that Dr. McIntyre will be discussing with the federal legislators while she's in Washington,
DC in April. The AASCU Public Policy Agenda document was also distributed for the Cabinet to review.
3. Education Benefits Policy
Nancy Howard and Tracy Terrell have been revising this policy. This is for review only. Once Human Resources has
reviewed the document, it will come to President's Advisory Council for final approval.
4. Performance contracts - Dr. Street
Dr. Street reminded the group that our draft performance contract needs to be submitted to Deb Merle at OFM by Tuesday,
February 15.
IV. Executive Reports
Vice President for Business and Financial Affairs:
Mr. Corona reported that he and Shelly Johnson attended the House Education Finance Structures subcommittee
meeting last evening. The meeting went very well. A draft announcement regarding the changes in CWU's Tobacco
Use Regulations was distributed for review. Once approved, this announcement will be put on the Intranet.
Vice President for Student Affairs and Enrollment Management:
Dr. Tullos reported that the Blue Ribbon Commission on Athletics met yesterday. Subcommittees have been formed
and will be meeting until the end of March. The tuition waiver committee meets tomorrow. Dr. Tullos is visiting
Highline Community College this Friday to work on the Memorandum of Understanding with them. In celebration of
Black History Month, Bobby Seale, founder and chairman of the Black Panther Party, will speak in the Samuelson
Union Building (SUB) Ballroom at 7:00 p.m. His presentation, "Activism, Then and Now," will compare the activism
of the 1960's with today's social change and advocacy.
Vice President for University Relations:
ODK (Omicron Delta Kappa) is having a new member initiation and member potluck February 15 at 6:00 p.m. in the SUB Ballroom.
Dr. Baker recently met with Jack Bishop and the Development office regarding the planning of the Athletics Hall of
Fame Banquet. It was decided to separate this event from Homecoming activities. It will be held at a different
time and will be some type of donor event. The feedback from the campaign focus groups has been received. The
feasibility study will begin in March.
Executive Assistant:
Dr. Street reported that Ms. Johnson will have budget scenarios prepared for the Cabinet by February 23, 2005.
Resource 25 (R25) and the Diversity Council website will be going live soon. The presentations for Leadership
Ellensburg on February 18 are all set. Dr. Soltz will be out of town so Wayne Quirk will be attending in his place.
Administrative Operations Coordinator:
Ms. Dawson reported that the President's Office received a phone call recently inquiring whether or not employees
who retired prior to our current policy about retirees maintaining their CWU email accounts, could still get a CWU
email account? Cabinet approved offering this to retirees on an individual basis. Dr. Street will draft an
announcement, Mr. Corona will review and approve the draft, and then the announcement will be distributed to the
Retiree Association to notify their members.
President:
Dr. McIntyre reported that Wayne Quirk made a great presentation regarding research yesterday in Olympia.
Dr. McIntyre spent two days in Olympia meeting with several key legislators. She also met with Governor
Gregoire. Tuition waiver authority and enrollment were the main issues discussed. Governor Gregoire is
very interested in the inequity of tuition waiver authority. All of the legislative meetings were positive.
There will be a Joint Boards meeting with Highline Community College, March 10, 2005. Dr. McIntyre also had
an editorial board visit with the Tacoma News Tribune and it went very well.
