I. Action Items
1. Approval of PAC minutes from 1/19/05
Motion to approve the minutes from 1/19/05 by Mr. Corona. Seconded by Dr. Soltz.

II. For the Good of the Order
Toni Culjak, Chair, Faculty Senate:
Dr. Culjak reported that the Grading and Exam Week survey has been added on line.
This process begins on Friday and will continue through February 18, 2005. The data from this survey
will be used to evaluate the current final exam schedule. The senate office is also working in conjunction
with three CWU student organizations on a Tsunami Relief book sale. Information regarding this will be
posted on the Intranet.
Leslee Caul, Union President:
No report.
Kristine Geckle, Provost, Executive Intern:
Ms. Geckle stated that researching collective bargaining issues continues to be her main focus.
She is also working with Mark Lundgren on benchmarks with our peer institutions.
Liahna Armstrong, Dean, College of Arts and Humanities:
Dean Armstrong explained that the deans are currently embarking on major planning activities including budget
planning and a major round of academic planning with the university centers. They are also reviewing files of
faculty in their first year, faculty tenure files, and are involved in the review of position descriptions for
classified staff. Dean Armstrong was recently elected to Humanities Washington Commission and has her first meeting
of this commission this week.
Jan Bowers, Chair, ADCO:

Keith Champagne, Chair, Diversity Council:
Mr. Champagne distributed the Diversity Council's upcoming meeting agenda as an informational item for the group to review.
Mark Anderson, Director, Public Relations and Marketing:
Mr. Anderson displayed samples of the billboards that are going up on the west side for everyone to review.
He reminded the group that this advertising campaign will run through May 2005. This campaign continues to be
an 'image" campaign, targeting the 25-55 year old population. Mr. Anderson also explained the importance of
having Public Relations and Marketing review documents prior to their distribution. A reminder to the campus
community regarding this issue will go in the University Bulletin and on the Intranet.
Lucas Westcoat, ASCWU BOD President:
Mr. Westcoat reported that four students are being recognized for outstanding service.
Those students are: Jack Frost, Seth Robbins, Kayla Knott, and Katie Underwood. The BOD is busy preparing and
reviewing legislative issues for Higher Education Day in Olympia on February 15. Derrick Peters, Executive Vice
President, met with the campus community coalition to discuss strategies for making "Senior Golf" a safe event.
Chris Casey, Vice President for Academic Affairs, is finalizing the ASCWU scholarship. The BOD is working in conjunction
with the Faculty Senate on a book sale for Tsunami Relief. They are working on getting the BOD meetings connected to the
centers. The "Wildcat Apprentice" program will be beginning soon. Student elections are on the horizon.
Shelly Johnson, Director of Budget:
Ms. Johnson reported that she and Mr. Lundgren are interviewing six people for the Management Information
Specialist position. The cost study is close to being complete. The Budget Planning and Institutional Research Offices
are currently busy answering questions for Olympia.
III. Executive Reports
1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that academic affairs is planning to offer additional courses spring quarter due to increased enrollment.
They are also planning for high demand requests. Three of the eight external reviews in this year's program review cycle
have been completed. The searches for the AVP for Faculty Affairs, Dean, College of Arts and Humanities, and the Executive
Director of International Studies and Programs are underway and on track. Tom Hustoles, Chief Negotiator, will be on campus
February 16-17. A celebration of life will be held for Walt Kaminksi this Friday, February 4, in the department of Industrial
and Engineering Technology. Dr. Soltz suggested the divisions work together to come up with a way of recognizing all returning
military in some way. A reception was held yesterday for faculty who were promoted or tenured last year. It was a nice event.
2. Vice President for Student Affairs and Enrollment Management
Dr. Tullos reported that all the numbers for next fall look good. The housing consultants will be on campus next week.
They will be talking with several groups on campus and gathering input on housing needs. In celebration of Black History Month,
Bobby Seale, founder and chairman of the Black Panther Party, will speak in the Samuelson Union Building (SUB) Ballroom at 7:00 p.m.
His presentation, "Activism, Then and Now," will compare the activism of the 1960's with today's social change and advocacy.
Parents weekend is scheduled for February 25-27 and several activities are planned.
3. Vice President for Business and Financial Affairs
Mr. Corona stated that at the Board of Trustees Resource Development subcommittee meeting this Friday, he will be reporting on
the progress of going wireless on campus and will also give a construction update. Financial statements are coming together and
will be ready by the March board meeting. The SUB/Rec is taking shape and we are on schedule with this project. The Sue Lombard
remodel is coming along. Campus clean up is underway.
4. Vice President for University Relations
The Alumni Office is busy preparing for Higher Education Day in Olympia, February 15. The Battle in Seattle will be held Saturday,
October 8, 2005. Homecoming weekend is October 21-23, 2005. Applications for the CWU Len Thayer Small Grants Program are now being
accepted. The deadline is March 1, 2005 at 5:00 p.m.
5. Executive Assistant
No report. Dr. Street is in Orem, UT on an accreditation visit.
6. President
Dr. McIntyre asked the group about inviting Carmen Rahm to sit in on President's Advisory Council meetings as an unofficial member.
The group agreed this would be beneficial. Dr. McIntyre will issue an invitation to Mr. Rahm. The next Board of Trustees meeting
is Friday, February 4. The subcommittees will be meeting from 9:00-11:00 this time. The March board meeting will be held at CWU-Lynnwood.
Dr. McIntyre will be attending several editorial board meetings with our community college partners in the next couple of weeks.
She will also be meeting with several key legislators in Olympia next week.

I. At 10:30 a.m. Civil Service Reform/HR Policies: Pam Zupan, Vicki Biscay, Ona Youmans
Ms. Zupan distributed the draft Personnel Policies. These included personnel records, probationary/trial
service, promotion, and salary determination. These policies are required by the new civil service rules and will be effective
July 1, 2005. The cabinet was asked to review the documents and send any suggestions/concerns to Ms. Zupan. Three more policies
will come to Cabinet on February 16 for review. Once Cabinet has approved all policies, they will go to President's Advisory Council.
II. At 11:30 a.m. - Ann Anderson (by phone) re: Legislative Update
Ms. Anderson described her schedule for week five of the 2005 Legislative Session.
She will be attending several hearings next week and will also be accompanying Dr. McIntyre to several
meetings with key legislators February 7-8. Wayne Quirk will be the CWU representative at both House
Higher Education work sessions on February 8 that will be dealing with university research and technology
transfer. Rich Corona and Shelly Johnson will attend the House Higher Education Finance Structures meeting
the evening of February 8.
III. Action Items
1. Approval of Cabinet Minutes from 1/12/05 &; 1/19/05
Motion to approve the minutes from 1/12/05 and 1/19/05 by Dr. Soltz. Seconded by Mr. Corona. No further discussion. Motion carried.
IV. Discussion Items
1. Legislative/HECB Update - Dave Soltz
Dr. Soltz distributed several documents from the Higher Education Coordinating Board. These included the HECB Needs
Assessment Process, the HECB Legislative Issues: 2005 Status Report, and a presentation prepared for the House Higher
Education Committee on Higher Education Centers.
2. Leadership Ellensburg Agenda
The final agenda for Leadership Ellensburg was distributed. CWU will host the group from 12:00-5:00 p.m. on February 18.
The meeting includes lunch with Cabinet, a tour of the Music Building, and presentations from Career Services, University
Housing and New Student Programs, University Recreation, Douglas Honors College, and the Science Honors Program.
3. Higher Education Funding - Rich Corona & Shelly Johnson
The Higher Education Funding: The Relationship Between State Support, Tuition, & Financial Aid document was distributed.
Mr. Corona and Shelly Johnson will be attending the House Education Finance Structures subcommittee meeting on February 8, 2005
to discuss this draft.
IV. Executive Reports

Dr. Soltz reported that a uniform proration policy has been developed in consultation with the Faculty Senate Executive
Committee and it will now be discussed with the UFC. Wayne Quirk will be the CWU representative at the March 22-23 Symposium
on Research and Technology.
2. Vice President for Student Affairs and Enrollment Management
Dr. Tullos reported that numbers are looking good for next year. Financial aid awards for next year will be going out soon.
The housing consultants will be on campus next week. They will be talking with several groups on campus and gathering input
on housing needs. Parents weekend is scheduled for February 25-27 and several activities are planned.
3. Vice President for Business and Financial Affairs
Mr. Corona reported that he met with Mike Reilly about getting the degree audit process and the satisfactory progress
process added to EIS. The Old Hospital is going out to bid this month.
4. Vice President for University Relations
Dr. Baker reported that Governor Gregoire will host the reception for Higher Education Day and Mark Emmert,
UW President, will be the speaker at the luncheon.
5. Executive Assistant
No report. Dr. Street is currently in Orem, UT doing an accreditation visit for NWCCU.
6. President
Dr. McIntyre and Dr. Tullos recently met with community members regarding the Business Research Park.
They decided to create a board of directors. Dr. McIntyre will report on this at the Board of Trustees meeting this Friday.
