DR. SOLTZ WILL PRESIDE UNTIL DR. MCINTYRE RETURNS FROM OLYMPIA

I. For the Good of the Order
Shelly Johnson, Director of Budget Planning:
Ms. Johnson reported that she and Mark Lundgren are busy responding to requests/questions from the
Office of Financial Management (OFM) and the Higher Education Coordinating Board (HECB).
Carmen Rahm, Director of Information Technology Services:
No report. Mr. Rahm thanked the group for letting him sit in on PAC meetings.
Liahna Armstrong, Dean, College of Arts & Humanities:
Dean Armstrong reported that the deans are busy reading reappointment files for faculty in their first year
and tenure and promotion files. They are also working on the Salary Administration Board process. This process
is moving along. The College of Arts and Humanities has created a database for each faculty member in the college.
This database includes the employee's entire salary history. The other colleges are also creating databases of
this type for their areas.
Judy Miller, Board Secretary:
Ms. Miller reported that the next Board of Trustees meeting is March 4 at CWU-Lynnwood. Agenda items are due to Ms.
Miller by February 17 and backup is due by February 18. Please contact Judy Miller if you will be attending the
subcommittee meetings and staying for the lunch prior to the regular BOT meeting.
Toni Culjak, Chair, Faculty Senate:
Dr. Culjak reported that the senate is working on the faculty survey of final exam week. 140 responses have been
received so far. The senate will be using the results of this survey to make suggestions to Academic Affairs Council
regarding final exam week. The faculty evaluations of administrators will begin early in spring quarter. The Tsunami
Relief book sale with the three student groups is coming along. If you have any books you would like to donate to the
cause, please contact Dr. Culjak. The salary administration board process is moving along.
Mark Anderson, Director, Public Relations and Marketing:
No report.
Lucas Westcoat, ASCWU BOD President:
Mr. Westcoat reported that four students are being recognized for outstanding service.
Those students are: Jack Frost, Seth Robbins, Kayla Knott, and Katie Underwood. The BOD is busy preparing and
reviewing legislative issues for Higher Education Day in Olympia on February 15. Derrick Peters, Executive Vice
President, met with the campus community coalition to discuss strategies for making "Senior Golf" a safe event.
Chris Casey, Vice President for Academic Affairs, is finalizing the ASCWU scholarship. The BOD is working in conjunction
with the Faculty Senate on a book sale for Tsunami Relief. They are working on getting the BOD meetings connected to the
centers. The "Wildcat Apprentice" program will be beginning soon. Student elections are on the horizon.
Shelly Johnson, Director of Budget:
Ms. Johnson reported that she and Mr. Lundgren are interviewing six people for the Management Information
Specialist position. The cost study is close to being complete. The Budget Planning and Institutional Research Offices
are currently busy answering questions for Olympia.
II. Executive Reports
1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that Higher Education Day in Olympia went well. CWU had about 35 representatives there, so turn
out was good. The discussions focused on increased tuition waiver authority and the enrollment shortfall. Mark Emmert,
UW President, was the speaker for the lunch. Academic Affairs is currently working on academic planning and areas of
distinction. Four finalists for the Dean of the College of Arts and Humanities position will be on campus next week.
Phone interviews for the AVP for Faculty Affairs position were just completed. It's a strong pool. Three to four
candidates will be invited to campus after spring break. Screening for the Executive Director of International
Studies and Programs position is underway. Phone interviews will be conducted soon. Tom Hustoles, the university's
chief negotiator is here today. The two groups may be ready for the Ground Rules meeting by March 7. Dr. Soltz is
starring in "The Challenge of Fundamentalism," a Darwin Day commemoration, along with George Bellah, Wednesday, February
23 in McConnell Auditorium at 7:00 p.m. Wesley Van Tassel is the director.
2. Vice President for Student Affairs and Enrollment Management
Dr. Tullos distributed the numbers for Spring 2005 and Fall 2005. As of February 1, spring quarter was closed.
Fall 2005 will close April 1. Carol Moseley Braun, the first African-American woman elected to the U.S. Senate
will be here next week as part of CWU's celebration of Black History Month and Women's History Month. Her free,
public presentation, titled "Giving Life to Declaration of Intent: A Call to Citizenship," will be held in McConnell
Auditorium, February 24 at 7:00 p.m. Dr. Tullos added that Student Affairs and Enrollment management is currently
reviewing the student judicial code.
3. Vice President for Business and Financial Affairs
Mr. Corona reported that School and Construction News Magazine featured the CWU Music Building. Construction on campus
is coming along. Mr. Corona and Dr. McIntyre recently toured Sue Lombard. This is an amazing renovation. The SUB/Rec
is on schedule and on budget. A "topping off" ceremony will be held in May or June to place the last piece of iron.
Dr. Street and Mr. Corona have been working with the space allocation and planning committee in an effort to get all
the space allocation requests in one place.
4. Vice President for University Relations
The feasibility study is on target. Dr. Baker is currently working on making some revisions to the CWU Naming Policy.
These revisions will go through the Development Priorities Committee, President's Advisory Council, and then the Board
of Trustees for final approval.
5. Executive Assistant
Dr. Street introduced Marian Lien, President's Office Event Coordinator. Resource 25 (R25) will be going live next week.
An announcement regarding R25 will be put on the Intranet to notify the university community. All events being
scheduled on campus will go through this system. The Diversity Council website is ready to go live. Nancy Howard
and Keith champagne have been working hard to get this website up and running. The Native American Indian Advisory
Council will meet on campus April 1, 2005. The next Presidential Speaker, William Perry, will be April 20, 2005.
The External Diversity Council will have their spring meeting April 29, 2005, at CWU-Des Moines. Our draft performance
contract was submitted to Deb Merle at OFM and will be making the rounds on campus for review soon.
6. President
No report. Dr. McIntyre is on her way back from Olympia this morning.

I. At 10:30 a.m. Civil Service Reform/HR Policies: Pam Zupan, Vicki Biscay, Ona Youmans
Ms. Zupan distributed three draft personnel policies for the Cabinet to review. These policies included:
the employee leave policy, the performance management policy, and the training and development policy. Dr. McIntyre
suggested that staying with what we currently do is her preference. Ms. Zupan explained that when writing these policies
they kept them consistent with what we currently do. Dr. Street and Ms. Miller will discuss these policies with Ken Martin,
Chair of the Board of Trustees, to see if he wants the board to approve these policies or just be informed about them.
The Cabinet will discuss these policies further at their retreat next week and then they will come to President's Advisory
Council on March 2.
At 11:30 (for 15 minutes) Legislative update - Ann Anderson
Ms. Anderson reported on her legislative schedule for the week. She suggested that Mr. Corona and
Mr. Vertrees come over to Olympia, preferably next week, to meet with Hans Dunshee and his staff regarding the capital
budget. We need to explain how our projects meet with the statewide goals. Representative Fromhold distributed a
proposed enrollment template based on his plan. Ms. Anderson will email this document to the cabinet for review.
CWU's tuition waiver hearing is tomorrow, February 17. Nadine Romero will represent our Board of Trustees and Jimmy
Berto will present the student piece.
II. Discussion Items
1. CWU-Lynnwood Center Visit - Dr. Jim Sulton (Tuesday, March 8, 2005)
Dr. Sulton needs to be out of town March 7-8 so this visit has been cancelled. Ms. Dawson will work on rescheduling
the visit for some time in April.
2. 2006-07 Quarterly Calendar
The 2006-07 quarterly calendar was approved as presented by Dr. Tullos. Seconded by Mr. Corona. No further discussion.
Motion carried.
3. VP letters for mid-year allocations & budget planning for next year
Dr. McIntyre reminded the group to submit their mid-year, one-time allocations, to her by next week.
4. External Diversity Council data requests - Dr. Street
Dr. Street submitted the data requests that the External Diversity Council requested at their last meeting.
Please send your data to her as soon as possible. This council will be having their spring meeting on April
29 at CWU-Des Moines.
III. Informational Item
1. Mobile email project update
Mr. Rahm reported that the mobile email project is slightly behind schedule (about 1 week) due to delays in shipping
the server software from AT&T. In addition, ITS has asked AT&T to ship the newest Blackberry PDA's which have enhanced
Web capability, so this has also resulted in a slight delay. We have to wait for the release dates of the new hardware
and software, but it will be well worth the wait.
IV. Executive Reports

Dr. Soltz gave a brief summary on the searches in Academic Affairs. Four finalists for the Dean of the College of
Arts and Humanities position will be on campus next week. They will be inviting three to four candidates for the AVP
for Faculty Affairs position to campus after spring break. Approximately 40 applications have been received for the
Executive Director of International Studies & Programs position. The screening process has begun and phone interviews
will be early spring quarter. Tom Hustoles, the university's chief negotiator is here today. The two groups may be
ready for the Ground Rules meeting by March 7.

5. Executive Assistant for Policy & Planning:
Dr. Street distributed the draft Performance Contract that was submitted to Deb Merle at OFM yesterday.
Please submit your catalog copy updates to Dr. Street as soon as possible.

Higher Education Day went very well. CWU was well represented.
