8:30 a.m. - President's Office
Mr. Corona will preside until Dr. McIntyre arrives approximately 9:00 a.m.

I. At 9:00 a.m. - Dennis Defa
Mr. Defa gave an update on collective bargaining and Civil Service Reform. He explained that negotiations for the next contract will begin in March or April of 2006 in order to have the contract ratified and to OFM by October 2006.
II. At 9:30 a.m. - Carmen Rahm (for 15 minutes) regarding "Smart Buying IT Programs and Potential Impact on CWU"
Mr. Rahm explained that he attended a meeting in Olympia last week to discuss IT equipment purchases. The Department of Information Systems is suggesting some "Smart Buying IT" programs that will affect higher education. Mr. Rahm will continue to report back to Cabinet on the issues that arise during this process.
III. At 10:00 a.m. - Marji Morgan, Dean, College of Arts & Humanities, was introduced to Cabinet members. Her first official day on campus was August 1.
2. Committee appointments
Dr. Street explained that the committee lists on the Web need to be updated. Dr. Street will work with the administrative assistants in each division to get the lists up-to-date.
3. Date Washington State Normal School was established
Dr. McIntyre explained that there has been some confusion about the date that the Washington State Normal School was established. The official date of the establishment is the date the Governor signed the legislation authorizing the institution, which was March 28, 1890. However, classes did not begin until 1891, which is the date currently used on all university documents, including the official university seal. The group agreed that we should stay with the date we have been using all along.
IV. Discussion Items
1. Event Costs, including building openings
Dr. Street explained that the President's Office is gathering information on budgets for university events. Once the data is gathered, it will be brought back to Cabinet. Dr. McIntyre stressed that the committees organizing any openings/events need to arrive at a budget figure that is the maximum amount authorized before they begin planning the events.
V. Distribution Items
1. Blue Ribbon Commission on Athletics Report
The Blue Ribbon Commission on Athletics' final report was distributed as an informational item. It is currently being mailed to Board of Trustees' members in order for them to review it prior to the October board meeting.
2. Memo from Linda Villegas, GA, & Victor Moore, OFM, regarding Strategic Purchasing Strategy (Smartbuy)
This issue was discussed during Mr. Rahm's presentation. Mr. Corona added that Bruce Porter and Carmen Rahm are CWU's representatives dealing with these issues.
VI. Executive Reports
Vice President for Business & Financial Affairs:
Mr. Corona reported that current projects happening in Business and Financial Affairs include a review of the entire Dining Services System and beginning the SEPA process for the Master Plan.
Vice President for Student Affairs & Enrollment Management:
Dr. Tullos reported that enrollment for freshmen is up 149 from this time last year. Transfer numbers remain even at this point. University Center admissions will remain open until August 31. The August 10 one-day freshmen orientation program has been cancelled. There were only about 30 students that needed to register, so employees in the Academic Advising Office will be calling each of these students and personally registering them by phone. Dr. Tullos is currently working on a readership program with the Seattle Times that will, hopefully, be funded by the Student & Activity Fee Committee.
Vice President for University Relations:
Ms. Cloninger reported for Dr. Baker. The search for the Director of Public Relations and Marketing is moving along. The committee is currently doing phone interviews and will have the campus interviews in September after Labor Day weekend. The next edition of Central Connections (formerly Central Today) is underway.
Executive Assistant to the President for Policy & Planning:
Dr. Street reminded the group that the executive interns will begin their term in each of the divisions in September. Please send any readings that you think you may assign to them during the year to Dr. Street by September 1. Topics for the seminars still need to be finalized.
President:
Dr. McIntyre distributed several articles as informational items for the Cabinet to review. She also announced that she will be a panelist at the Association of Schools of Journalism and Mass Communication (ASJMC) pre-convention workshop in San Antonio, Texas next week. The working title of the panel is "Making the Transition to Dean (And On Up the Ladder)."
