I. Action Items
1. Approval of the CWU Educational Benefits Policy
The group reviewed the policy and Ona Youmans, Nancy Howard, and Tracy Terrell clarified questions. Dr. Soltz asked that the restriction section (Part 2-2.15.4) not be struck at this time due to faculty collective bargaining implications. Motion to approve the policy with amendments by Dr. Street. Seconded by Dr. Soltz. Dr. Tullos abstained. No further discussion. Motion carried.
II. For the Good of the Order
Judy Miller, BOT Secretary:
Ms. Miller reminded the group that the Board of Trustees' agenda for May 6 is currently being drafted. Agenda items are due to her by April 21 and backup is due April 22. Ms. Miller explained that the board sub-committee meetings will be a little different this time. The committee of the whole will be from 9:00-10:00 a.m. and the individual committees will be from 10:00-11:00 a.m.
Lucas Westcoat, ASCWU BOD President:
Mr. Westcoat reported that the BOD officers met with the Ellensburg City Council Monday, April 18 to discuss Senior Celebration. The council approved closing a couple of the streets downtown for this event. Mr. Westcoat will be the liaison between the university and the downtown businesses for this event. The S&A budgets were approved at the last meeting. The transfer of the Samuelson Union Building to the state was voted on and approved. The BOD officers are currently working on their bylaws. The campaign kickoff is tomorrow, April 21. Chris Stephens is working on the student trustee applications.
Mark Anderson, Director, Public Relations & Marketing:
Mr. Anderson reported that the Lesbian, Gay, Bisexual and Transgender (LGBT) Conference will be on campus April 22-23. CWU Centers were mentioned on the front page of the Seattle Post- Intelligencer on Saturday. KXLY out of Spokane was on campus yesterday following a story on CWU's water conservation efforts. Public Relations and Marketing staff have produced 135 press releases so far this year. The billboard campaign on the west side is still going on. The concept of on-line ticketing for campus events is currently being discussed.
Liahna Armstrong, Dean, College of Arts & Humanities:
The deans have completed the process of promotion and tenure and have submitted recommendations tothe Provost. All of the colleges are gearing up for their spring award ceremonies and are also currentlyengaged in the strategic planning process for Academic Affairs.
Carmen Rahm, Director, ITS:
Mr. Rahm reported that there are many projects going on in Auxiliary Computing and Auxiliary Services. Hertz Hall is scheduled to go wireless by the end of this month. Mr. Rahm will be attending the EDUCAUSE conference in San Francisco next week.
Jan Bowers, Chair, ADCO:
No report.
Toni Culjak, Chair, Faculty Senate:
Dr. Culjak reported that the Senate bylaws are being reviewed and some changes will be recommended. The faculty assessment of administrators will be wrapping up soon. Proposals to change the final exam week policy have been submitted to the academic affairs council. The interdisciplinary template has been approved by the Senate and will now go to academic affairs council for final approval to be included in Part 5 of the Policies Manual. The Senate is in the process of hiring for the position of Faculty Legislative Representative.
III. Executive Reports
1. Provost/Senior Vice President for Academic
Affairs
Dr. Soltz reported that the promotion and tenure files have been delivered to him for review. There are two finalists for the AVP for Faculty Affairs position. Four finalists for the Executive Director of the Office of International Studies and Programs will be on campus for interviews soon. The HECB conducted a public information meeting on campus yesterday to discuss college admissions standards.Dr. Soltz, Dr. McIntyre, Dr. Tullos, and Ms. Badgley hosted Jim Sulton, Executive Director of the HECB, at CWU-Lynnwood this past Monday. Our Lynnwood counterparts were also in attendance. It was a successful meeting.
2. Vice President for Student Affairs & Enrollment
Management
Tickets for Damon Wayans, who will be the featured performer at CWU's Homecoming on Saturday, October 22,are on sale now. Numbers continue to look good. Freshmen applications for Fall 2005 are up 600 from this time last year. The S&A budget will be presented to the Board of Trustees on May 6. The 32nd Annual Career Quest is this Thursday, April 21 in the Samuelson Union Building. Representatives from approximately 70 firms will be present to meet with students.
3. Vice President for Business & Financial
Affairs
Mr. Corona reminded the group of today's Budget Advisory Council meeting at 11:00 a.m. in Barge 412.SUB/Rec construction is on schedule. Work continues on the capital master plan. The housing consultantsmeet with Cabinet this Friday, April 22.
4. Vice President for University Relations
Dr. Baker reminded the group of the donor luncheon for Dr. William Perry today at 12:00. The feasibility study is moving along. Fifty interviews are scheduled for the next two weeks. The report should be out by mid-May.
5. Executive Assistant
Dr. Street reminded the group that Dr. William Perry's lecture is today at 4:00 p.m. in McConnellAuditorium. Eleven applications for the executive intern positions have been received. A meeting will be set up soon to review applications. The External Diversity Council meets on Friday, April 29 at CWU-Des Moines.
6. President
Dr. McIntyre reported on her recent trip to Washington, DC. From her legislative meetings, it wasclear that the federal government is continuing to support math, science, and engineering in relation toeducation. The concern is how we promote these areas among students born in the United States. It allcomes back to the fact that we must have high school preparation in these three areas. Workforce initiatives were another focus of the visits with federal legislators. Ann Anderson reported to Dr. McIntyre that we could have a budget by this Sunday.

Student Competitions in Construction Management and Human Resources
In club sports, women's swimming took first place, and the men's team took fourth at the Adult Swimming Association University (ASA U) League National Championships in Houston, TX.

I. Executive Reports - Jeri's Office (if we have time)
Provost/Senior Vice President for Academic Affairs: Dr. Soltz reported that academic planning continues to be a major focus in academic affairs. They are finishing up reference calls on the two finalists for the AVP for Faculty Affairs position. The Testing Center search and Writing Center search are both moving along.
Vice President for Business & Financial Affairs: The Budget Advisory Council meeting is today at 11:00 a.m. in Barge 412. The HR consultant is on campus. He has met with several individuals/groups to try and get a clear picture of CWU. His draft report should be back in a couple of weeks. Mr. Corona also distributed a memo from Carmen Rahm and Don Diebert regarding the service improvements resulting from EIS.
Vice President for University Relations: The rotary exchange team is here today. They will tour the university from 1:00-2:00 p.m. Then the group will meet with Cabinet and individuals from other departments in Barge 412. University Relations directors had a retreat yesterday.
Vice President for Student Affairs & Enrollment Management: No further report. See PAC report.
Executive Assistant for Policy & Planning: Dr. Street reminded the group that letters would be going out soon to solicit nominations for the synthesizing committee.
President: Dr. McIntyre asked, "where are we at with Centers of Excellence?" Each division should be working on this. When you have your lists finalized, please send them to Dr. Street.
