President’s Advisory Council

Wednesday, October 20, 2004

Present: Jerilyn McIntyre, Rich Corona, Charlotte Tullos, Paul Baker, Dave Soltz, Toni Culjak, Libby Street, Lucas Westcoat, Shelly Johnson, Liahna Armstrong, Mark Anderson, Nancy Howard

I. Action Items

1. Approval of PAC minutes from 9/15/04 & 10/6/04 Motion to approve the minutes from 9/15/04 as presented by Dr. Soltz. Seconded by Mr. Corona. No further discussion. Motion carried.

II. For the Good of the Order

Toni Culjak - Faculty Senate Chair:
Dr. Culjak reported that the Faculty Senate Office is still looking for a chair elect.

Lucas Westcoat - ASCWU BOD President:
Mr. Westcoat reported that the ASCWU BOD made 11 more student appointments to the university standing committees so they are at approximately 67% of having students appointed to committees. The Wellington Wildcat Bonfire went very well. He added that student morale is the best it has been on campus for a long time.

Shelly Johnson - Budget Director:
Ms. Johnson reported that all budgets for the year are now posted and that the supplemental budget was sent in last Friday.

Liahna Armstrong - Dean, College of Arts & Humanities:
Dean Armstrong reported that the deans are currently focused on launching the new phase of program review. The Fifth Year Interim Accreditation visit concluded yesterday. The feedback from the evaluators was positive, but it was evident that we still need some improvement in the area of assessment. The deans are also involved with the initiative on "transforming the university" and working on areas of distinction. She added that since all of the colleges now have a development officer, they are seriously engaged in the business of fund-raising and looking to identify donors and benefactors.

Mark Anderson - Director of Public Relations & Marketing:
Mr. Anderson reported that his department will be scheduling debriefing meetings for both the Music Education Building Grand Opening and the SUB/Rec Groundbreaking. Rob Lowery is currently working on the Annual Report. Tess McShane has been hired as the new publications editor in public relations and marketing. Lynn Brewer, former Enron executive and author of Confessions of an Enron Executive: A Whistleblower's Story will be on campus November 9, 2004 to give her ethics presentation: From Einstein to Enron - Innovation to Corruption.

Nancy Howard - Chair, Exempt Employees Association:
Ms. Howard reported that the chairs of the Exempt Employee Association and Employee Council as well as the president of WSFE will rotate quarterly for the PAC meetings, but rotate at each of the board of trustees meetings. She added that attendance from all of the employee groups was pretty good at the open meetings for the accreditation visit. The first fall quarter exempt employees association meeting is November 2, 2004. Ms. Howard and Tracy Terrell are still working on the educational benefits policy and should have a draft back to this group by the next meeting.

III. Executive Reports

1. Provost/Senior Vice President for Academic Affairs:
Dr. Soltz introduced Kristine Geckle. She is the executive intern for the Provost's office for the year. The Fifth Year Interim Accreditation visit from NWCCU concluded yesterday and was very successful. The feedback from the evaluators was positive, but it was evident that we still need some improvement in the area of assessment. The report from the evaluators will be mailed to Dr. McIntyre by Nov 5. The deans have been working on centers of excellence/areas of distinction and will be bringing the faculty into these discussions soon. The Provost has been working with Mark Lundgren and looking at the data from the National Survey of Student Engagement. There will be an end-of-the-quarter reception for faculty who were tenured and promoted. More information will follow as soon as the details are finalized. Other events that are in the planning stages are the Grand Opening of CWU-Moses Lake in January 2005 and the Grand Opening of CWU-Des Moines in Spring 2005. The position description for the AVP for Academic Affairs has been finalized and the search committee is being formed. A search for the Director of the Science Honors Program has also been initiated. This position will be a 50% administrative exempt position open to CWU faculty members and will be filled beginning in Winter Quarter 2005. Nominations have also been received from the Faculty Senate office of faculty interested in serving on the searches for the Executive Director of the Office of International Studies Programs and the Dean of the College of Arts and Humanities.

2. Vice President for Student Affairs & Enrollment Management:
Dr. Tullos reported that we have done very well in terms of retention. She also commended the ASCWU BOD on their leadership this year. The Wellington Wildcat Bonfire was very successful. Approximately 2500 people attended Drew Carey. This Saturday, October 23, is the Fall Open House and we are expecting between 700-800 students and parents on campus.

3. Vice President for Business & Financial Affairs:
Mr. Corona reported that the financial statements are done in draft form. This is the earliest we have had them done in three years. This will give us a little more time to review them. He added that feedback from students being able to use the wireless capabilities in the SUB and around campus has been great. Mr. Corona also complimented everyone, and especially the BOD, on all the homecoming activities. It was a great weekend of events.

4. Vice President for University Relations:
Dr. Baker also commented and complimented everyone on the Homecoming activities. The Alumni and Foundation boards both met last weekend and the 5% gift fee motion was rescinded at the foundation meeting.

5. Executive Assistant:
Dr. Street complimented Lucas Westcoat and Heather Yergen on their speeches at the SUB/Rec Groundbreaking event. They did an excellent job delivering their speeches. She also wanted to give special recognition to Linda Hoff for an extraordinary job organizing the accreditation visit. A group of people will be joining the ADCO meeting on November 1, 2004 to discuss the Classroom Locking Policy. Once a plan has been developed, it will come back to this group for review. The signing of the MOU with the Confederated Tribes of the Colville Reservation will be October 27. Another signing for the Confererated Tribes and Bands of the Yakama Nation and the Confederated Tribes of the Umatilla Indian Reservation will be scheduled the second or third week of November. There will be a meeting later this week to discuss university mailing lists. Representatives from several departments on campus will be involved in this discussion.

6. President:
Dr. McIntyre reported that she participated in an NSIS teleconference last week. She also attended a Snohomish County 2010 Education Summit panel at Edmonds Community College last week. The Great Northwest Athletic Conference (GNAC) board meetings are this weekend in Seattle and Dr. McIntyre will be presiding over these meetings. There will be a Council of Presidents' (COP) meeting in Seattle on Tuesday, October 26. Dr. McIntyre is in charge of the Rotary programs for December and asked the group for possible presentation ideas. Suggestions were to have Roy Savoian do an update on Economic Impact and then have Michael Launius and a couple of international students do a presentation on international studies and programs. Dr. McIntyre announced "Civility" as a possible theme for next year's Presidential Speakers Series. Peter Yarrow, of Peter, Paul, and Mary, will be the first speaker next year. We are in the process of narrowing down the date, but it will be Nov 1, 2, or 3, 2005.

IV. Information Items

1. University Bulletin items - Mr. Anderson.
Suggested university bulletin items included: an article on the CWU Volleyball team, the ASCWU BOD debates and "push to the polls" in the SUB all day on November 2, 2004, and a progress report on CWU-Des Moines and CWU-Moses Lake construction.

I. At 10:30: Carmen Rahm - Mobile computing/email for senior administration
Mr. Rahm reported back to Cabinet with more detailed information on the costs for a package deal for "Very-Mobile Computing." The Cabinet agreed to the proposal and decided that the initial costs will be divided by the five divisions. Each person will then be responsible for paying their own monthly service charges. The vice presidents were asked to send Mr. Rahm a list of the people in their divisions that will be eligible for this service.

Motion to approve the minutes from October 6, 2004 as presented by Dr. Street. Seconded by Dr. Baker. No further discussion. Motion carried.

III. Discussion Items

1. Timeline for performance indicators
Dr. McIntyre explained that divisions should be getting data from their units now. Then some time during winter quarter this information gets distilled and can be used to assist in the budget process. Basically the process goes from September to August.

2. Space planning meeting
Dr. McIntyre suggested that the Cabinet have a 2-hour, quarterly space planning summit. Ms. Dawson will work on scheduling the first summit meeting in December, some time prior to the holiday break.

3. MOU update
The signing of the MOU with the Confederated Tribes of the Colville Reservation will be October 27. Another signing for the Confederated Tribes and Bands of the Yakama Nation and the Confederated Tribes of the Umatilla Indian Reservation will be scheduled the second or third week of November.

4. Rotary presentations
Dr. McIntyre is in charge of the Rotary programs for December and asked the group for possible presentation ideas. Suggestions were to have Roy Savoian do an update on Economic Impact and then have Michael Launius and a couple of international students do a presentation on international studies and programs.

5. Writing workshops
Dr. Street reported that Rob Schnelle has agreed to provide a writing workshop for staff in University Relations and President's Division. He can take up to 15 people in the class. The workshop will begin in January 2005. Dr. Street will follow up on the costs and report back to Cabinet.

IV. Executive Reports

Provost/Senior VP for Academic Affairs:
The searches in Academic Affairs are moving along. The Faculty Senate Office has provided names for the Executive Director of International Studies and Programs and the Dean of College of Arts and Humanities searches. An MOU has been signed that allows us to go forward with the salary administration board and Teresa Kulik is currently reviewing the MOU regarding continuing to use the faculty code until the union contract is in place.

Vice President for Business & Financial Affairs:
Mr. Corona suggested that the building of the SUB/Rec could be considered as a center of excellence. He will meet with Dr. Tullos to discuss this possibility further. He added that the Gladmar Park project is on hold.

Vice President for University Relations:
Dr. Baker reported that his division will be holding several debriefing meetings following all of the Homecoming events. There may be some changes in the Alumni Awards Reception and the Athletics Hall of Fame events for next year's Homecoming events.

Vice President for SAEM:
No report.

Executive Assistant:
No report.

President:
Dr. McIntyre suggested that the Cabinet review the suspended operations policy and the essential employees list in preparation for a possible eruption of Mt. St. Helens and the upcoming winter weather. She added that each division should update their emergency phone trees.
