President’s Advisory Council

Wednesday, December 15, 2004
8:30 a.m. - Barge 412

Present: Jerilyn McIntyre, Charlotte Tullos, Paul Baker, Dave Soltz, Rich Corona, Libby Street, Keith Champagne, Toni Culjak, Nancy Howard, Tess McShane for Mark Anderson

I. For the Good of the Order

Nancy Howard, Chair, Exempt Employees Association:
Ms. Howard reported that this will be her last PAC meeting. The president of the union, Leslee Caul, will represent the staff organizations winter quarter.

Toni Culjak, Chair, Faculty Senate:
Dr. Culjak reported that the senate is currently working on the faculty assessment of administrator's survey. This survey will be conducted early winter quarter. Administrators have been notified to provide more information for this process. Dr. Culjak added that she enjoyed being able to enter her grades in SAFARI. She will send a note to Tracy Terrell in the Registrar's Office commending the system.

Keith Champagne, Chair, Diversity Council:
Mr. Champagne reported that he will be representing CWU at an upcoming HECB meeting. The discussion will focus on enhancing the diversity report.

Tess McShane, Editor, Public Relations & Marketing:
Ms. McShane is the new editor in Public Relations & Marketing. She is attending for Mark Anderson today.

II. Executive Reports

1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz also commended the grade entering process on SAFARI. He thought it went very smoothly. Daniel Masden, Director of Testing and Assessment completed a preliminary analysis on the SEOI's (Student Evaluation of Instruction). He believes the 27 questions could be minimized to 18. Academic affairs administrators recently had their fall retreat. They reviewed the Interdisciplinary Studies template. A few details need to be ironed out, but they thought the draft was good. They also reviewed the faculty code with regard to collective bargaining, and are close to having a uniform proration policy. Applications for the AVP for Faculty Affairs are coming in. Dr. Soltz also complimented everyone that has been involved in the Hertz Hall transformation. Departments are moving in and the building looks great.

2. Vice President for Student Affairs & Enrollment Management
Dr. Tullos reported that we had approximately 600 flu shots left over. This surplus was delivered to the Kittitas County Health Department to use in the community. Student Affairs and Enrollment Management will be bringing two policies (immunization policy and parent contact policy) forward for approval winter quarter. Parent's weekend is scheduled for February 25-27, 2005. University Housing and New Student Programs is establishing a parent's council Dawn Melton will be spearheading this project. CWU was recently involved in a housing study with 33 other universities. The study focused on living learning communities. Our program is definitely a model program. Carol Moseley-Braun, the first African-American woman in the U.S. Senate and a former candidate for the 2004 Democratic presidential nomination, will speak at CWU on Thursday, February 24, 2005, at 7:00 p.m. in McConnell Auditorium.

3. Vice President for Business & Financial Affairs
Mr. Corona reported that the SUB/Rec project is coming along very well. The foundations are almost complete. We should start to see the shape of the building soon. Lydig Construction, the company currently involved with the construction of the new CWU student union building and recreation center, donated $1000 to the Civic Engagement Center annual toy drive. Mr. Corona expressed his thanks and appreciation for this generous donation.

4. Vice President for University Relations
Dr. Baker reported that Higher Ed day is set for February 15, 2005 in Olympia. "Save the date" postcards have been printed and will be mailed to legislators today. Chanticleer will be performing here on February 25, 2005. The concert will be in the music building concert hall at 7:00 p.m. University Relations is planning to incorporate an alumni event along with this concert.

5. Executive Assistant
Dr. Street reminded the group to get their external councils lists to her as soon as possible. Mark Trahant, Editor of the Editorial Page of the Seattle Post-Intelligencer, is the next Presidential Speaker. His lecture will be Monday, January 24, 2005, at 7:00 p.m. in the music building concert hall.

6. President
Dr. McIntyre recently met with Rob Lowery, chair of employee council, and Lisa Stowe, vice chair, regarding the issue of "transforming the university." They would like classified staff involvement in this process, so they will be discussing this issue at their upcoming meetings winter quarter. The COP met yesterday. The main item on the agenda was the enrollment projection report. They also worked on the COP coordinated agenda. Once this is finalized, Dr. McIntyre will share this document with PAC.

I. Discussion Items

1. Performance Contracts
The goal is to have the performance contracts ready by the beginning of the legislative session. The Cabinet will be ready to discuss this issue at the January 5 cabinet meeting.

2. AASCU Graduation Rates Project
Keith Champagne and Mike Reilly will represent CWU on this project. Dr. Street will draft a response.

3. CWU Cornerstone Program - Dr. Soltz
Dr. Soltz distributed an informational packet on the CWU Cornerstone Program. This program is growing in interest all over the state and the satisfaction surveys regarding this program are quite high. Enrollments have gone up steadily since the program began.

II. Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that Chris Casey, ASCWU VP for Academic Affairs, is currently researching having SEOI's put on-line. Academic Affairs will have a uniform proration policy soon. The deans made some suggestions to the interdisciplinary studies template and reviewed the faculty code at their recent retreat. It was a very productive day. The HECB approved our Bachelor of Applied Science in Safety and Health Management and our Bachelor of Applied Science in Industrial Technology programs on December 10, 2004.

Vice President for Student Affairs & Enrollment Management:
Dr. Tullos reported that there will be a health fair held in the Science Building in February. The search for AVP for Enrollment Management is underway and applications are coming in. The numbers for next year are looking good.

Vice President for Business and Financial Affairs:
Mr. Corona reported that he recently attended the HR training for the performance development plan process.

Vice President for University Relations:
Dr. Baker reported that the case statement is looking good. They are working on the final list of people who will be attending the focus groups. Dr. Baker, Julie Cloninger, and Jack Bishop met recently to discuss the Athletic Hall of Fame event. They are proposing a luncheon or dinner prior to the Battle in Seattle next year and incorporating a donor event along with it. Alumni Relations is working on plans for several alumni events to be held in Washington, DC while Dr. McIntyre is there in April for an AASCU meeting and legislator visits. Public Relations & Marketing will be running a billboard campaign January 24, 2005 through March 19, 2005 on the west side to promote CWU. The Cabinet reviewed several billboard samples and gave suggestions to Dr. Baker to bring back to Mark Anderson.

Executive Assistant:
Dr. Street reminded the group that the president's letter for the university bulletin is due by next Monday. She will draft the letter and have Dr. McIntyre and Dr. Soltz review it this afternoon. The executive interns gave their presentations last Friday and they were wonderful. Dr. Street will work with Jennifer Fountain to get the application process for next year's interns underway a little earlier.

President:
Dr. McIntyre congratulated Dr. Baker on his acceptance to the Harvard Institute for Educational Management (IEM) Program this summer. Dr. McIntyre asked where we are with Channel 15 and if we still have the two local access channels? Dr. Street will check with Obie O'Brien on these issues since Dr. Kaufman is out until January. The draft COP coordinated agenda was distributed for the cabinet to review. Dr. McIntyre and Dr. Street will refine the list and re-distribute it to the cabinet before it is sent back to COP.
