MinutesPresident’s CabinetWednesday, April 28, 2004 8:30 a.m. – Kamola Suite Jerilyn McIntyre, David Soltz, Libby Street, Charlotte Tullos, Rich Corona, Jen Gray for Paul Baker I. Action Items 1. Approval of Cabinet minutes from 4/2/04 and 4/14/04.
Motion to approve as presented Dr. Tullos. Seconded by Mr. Corona. No further discussion. Motion carried.
II. Discussion Items 1. At 11:00: Break to attend the Budget Advisory Committee meeting, Barge 412.
The agenda and format of the meeting were reviewed. A variety of details on the proposed budget were discussed.
2. Update on campus-wide ceremonies (e.g., SUB/Rec groundbreaking, etc.)
The general status of all the grand opening and groundbreaking ceremonies that are in the planning stages was reviewed.
3. Intranet update. Carmen Rahm has been receiving a lot of positive feedback on the new campus intranet, especially from the students. One last piece of software needs to be installed in order to finish the portal to the intranet and to make this the automatic CWU homepage.
4. Debrief on HECB Executive Director Dr. James Sulton visit. The Cabinet reviewed a number of aspects of the visit, including the issues that had been discussed and Dr. Sulton's reactions to the campus tour. 5. Board of Trustees items for May 7 - with Judy Miller.
The latest draft of the Board Agenda Action Plan was distributed and discussed. The agenda for the meeting was also reviewed. Two upcoming resolutions were examined. Mr. Corona also shared a new tracking matrix that BFA is using for Board items and suggested that the other VP's consider a similar system.
III. Executive Reports Dr. Dave Soltz - Provost/SVPAA The provost met with 13th District Representative Bill Hinkle yesterday regarding CWU's Flight Technology program and the contract with Midstate Aviation. Rep. Hinkle was following up on an issue that was raised by the House Capital Budget committee. Big Bend Community College owns a fleet of planes for their flight tech program. Rep. Hinkle was interested in getting more information how CWU manages its program using a private provider, which is a lower cost than owning a fleet. This was a very good opportunity for Rep. Hinkle to better understand CWU's program. The ICAO meeting is tomorrow. Linda Beath is representing Central on the transfer articulation informal committee of the Joint Access Workgroup.
Dr. Soltz continues to work with the Faculty Senate regarding the faculty forum on the centers of excellence. The focus is on academic planning and strategic master planning for academic affairs.
He also met with the community college transfer and articulation group last week. The group is very interested in our BA of Applied Science, which is still under development.
The Faculty Senate has sent the list of nominees for university committees. The "short list" will be sent to Cabinet.
Mr. Rich Corona - VPBFA Student health insurance premiums are going up dramatically; an increase of 12% last year and another increase of 14% is likely next year. Thus, premiums will be $800 - $900 per year. The coverage is available to any student who doesn't have other medical insurance. However, this health insurance is provided to graduate students through the graduate program and will therefore result in increased costs for the Provost's area. The other state universities find themselves in the same situation of facing rising student insurance costs. Bruce Porter is working with his counterparts on the possibility of negotiating a statewide contract. Mr. Corona also noted that this is an industry-wide phenomenon and commercial insurance for buildings and other facilities will likely be going up as well.
Mr. Corona had a meeting with the Department of Natural Resources yesterday regarding the plan for management of the state trust lands. The DNR is creating a new 10-year plan that looks at economic projections and the subsequent affect on the forest for 200 years. There will be an open public process on this plan within a few months. The collective bargaining process for classified staff has become more time consuming for all involved. The administration is trying to protect people's time as much as possible and making adjustments where possible.
The Moody's rating meeting in New York is on Monday, 5/3. We should know what our rating is by Friday, 5/7. Dr. Charlotte Tullos - VPSAEM The statewide student affairs officers group meeting is next week. The Transitions to Success group is meeting today in Wenatchee. The enrollment management plan from academic affairs looks good. SAEM is doing some editing and will get back to Dr. Soltz as soon as possible. The newly formed downtown coalition is going well and will be meeting soon. Enrollment numbers are still looking very good. Transfers are up. Two hundred freshmen have already been denied admission due to full enrollment. A two-year plan for tuition waivers is being developed. Ms. Jen Gray - for VPUR The Building Bridges scholarship reception this past weekend went well; the student attendance was higher than ever. The donors really enjoy this event. The Ruth Harrington dinner coming up 5/4 and the CWU at the Mariners game is on 5/8. A pre-game associates cultivation event is also planned. The search for college development officers is progressing. And, the RFP for the feasibility study and alumni data screening is going out soon. Dr. Libby Street - Executive Assistant The Hispanic Leadership meeting is this afternoon. The final agenda was reviewed. Resource 25 and the Family Resource Center are still moving forward. Invitations are being extended for the External Diversity Council. Dr. Street will update the Cabinet as formation of this group continues. Dr. Jerilyn McIntyre - President All vice president memos on the supplemental budget request for one-time funds have been received and the allocation process is underway. IV. Information Items 1. WA Works related training opportunity: Analyzing the Cost of Government Services. 2. Cabinet tour of Music Education Facility scheduled for May 26. 3. Memo from Cameron Martindale, President Troy State University to Sally L. Stroup, Department of Education re: graduation rates. V. Old Business 1. Equipment replacement policy. 2.
