MinutesPresident’s CabinetWednesday, February 25, 2004 8:30 a.m. – Barge 412 Jerilyn McIntyre, Dave Soltz, Paul Baker, Charlotte Tullos, Rich Corona, Libby Street I. Discussion Items 1. Proposed template for web pages – Carmen Rahm. Mr. Rahm has had many conversations with various departments, individuals, and University Information Technology Committee, to explore what the campus needs regarding the web site are. Mr. Rahm is proposing some minor variations to the standard template in order to accommodate a greater variety of needs. The proposed changes were characterized as minor, e.g., changing the menu options listed on the charcoal gray bar below the banner so that links on web sites can be tailored to the originating department. The logistical aspects of making the suggested changes were also discussed. Dr. McIntyre suggested that all of the parties involved meet to discuss the logistical requirements needed and essentially do a cost/benefit analysis. This group will then report back to the Cabinet. 2. SUB/Rec Status Report with Bill Vertrees and Bill Yarwood. Mr. Vertrees distributed a map from the master plan, which demonstrated that the construction that the university is engaged in currently follows the 1999 master plan. Mr. Vertrees also distributed a copy of a list of issues that have been incorporated into the design plan for the campus. SUB/Rec pedestrian paths, parking, building access, and landscaping, were among the issues discussed. Mr. Vertrees and Mr. Yarwood will put together a presentation for the March Board of Trustees meeting on the status of this project. 3. Planning for 3/19 visit from the HECB Executive Director, Dr. Sulton. Preliminary ideas for the visit were discussed. Dr. Soltz, along with the other provosts, will be meeting with Dr. Sulton on Thursday and will get more information on the expectation for the visit. 4. Call from Ann Anderson at 10:30 re: budgets Ms. Anderson reviewed the current status of the state House and Senate budget proposals, particularly the House capital budget. The new Senate capital budget should be released sometime soon. The House and Senate operating budgets were also reviewed. Strategies responding to this new information were discussed. 5. Imagining America Consortium. The Cabinet discussed participating in this program. It was decided that due to budget concerns CWU would not join the consortium. II. Executive Reports Dr. Dave Soltz – Provost/SVPAADr. Soltz will be traveling to CWU-Lynnwood this afternoon to meet with Jack Oharah, President of Edmonds Community College. CWU and EdCC are jointly submitting a proposal for funding a materials science program and teacher preparation in the sciences. The provost will also be meeting with faculty and staff at CWU-Lynnwood. Thursday, 2/26 the university provosts are meeting with group of community college presidents and public school superintendents to discuss aligning high school and community college math programs with university math entrance standards. The provosts’ group will also be having their regular meeting and a working dinner with Dr. James Sulton the new HECB executive director. One of Dr. Sulton’s first priorities will be looking at accountability issues for the four-year institutions. An academic fee policy will be brought forward soon. Dr. Soltz is working with the deans on standardizing faculty appointment letter contracts, including getting appropriate language from Human Resources. A meeting was held with Faculty Senate Chair CannCasciato, Chair-Elect Culjak, and Faculty Legislative Representative Jim Huckabay on how to structure and focus the discussions to define the centers of excellence. He also will be having a retreat with the deans on this and other issues. Mr. Rich Corona – VPBFAThe ICBO business and budget officers met last week to discuss the statewide capital project prioritization that was legislatively mandated in 2003. This was a preliminary meeting to discuss the methodology for prioritization. The group will be meeting again in early March to complete the second round of this process. The City of Ellensburg is submitting a local improvement district for streets and sidewalks on Helena Street, which borders property owned by CWU. Met with the JLARC staff. The performance audit of all the major capital projects in the state, which looks for efficiencies in the way that state government contracts for capital projects, is continuing. Bill Vertrees is part of the technical group that meets with JLARC. The JLARC deadline for reporting back to the legislature with recommendations for best practices is December. Dr. Charlotte Tullos – VPSAEMThe S & A Fund budget for the centers will be asked to help support expenses for holding commencement at Benaroya Hall. The admissions applications for new freshmen are up once again. CWU is significantly leading the other universities in this regard. There is a new recruiter in the Admissions Office. Offers are already being made to students on the Wildcat Transitions program. CWU received a state award for the top RHA program and are now one of seven universities up for a national award. Next week Dr. Tullos will be meeting with the other statewide student affairs vice presidents. The PeopleSoft financial aid module will be going live tomorrow morning. The campus training is going well. There are some project related budget and personnel issues that are under discussion. A consultant has been hired to review the administration of all of the SAEM grant programs next week. Dr. Paul Baker – VPURRalph Phillips is putting together a proposal for a cultivation event at the Mariners/Yankees game on 5/8. The contract for the Seattle Symphony’s performance on 10/13 should be signed soon. A planning committee is being put together for this event. Dr. Libby Street – Executive AssistantThe family resource committee is meeting soon. A planner will be funded along with release time for faculty to write grants. The Resource 25 calendaring memo went out to campus yesterday and has caused some discussion about the “ownership” of some rooms on campus. Any materials for the packet for Federal legislators need to be given to Dr. Street by 3/3. The presidential external advisory committee on diversity is being formed. Dr. Street wanted to compliment the Student Affairs staff on their excellent presentation to Leadership Ellensburg on 2/20 – it was outstanding! Dr. Jerilyn McIntyre - PresidentMs. Judy Miller joined the group to discuss the format and content for the March Board of Trustees meeting. Dr. McIntyre, Provost Soltz and V.P. Tullos attended an RHA meeting last week and had an excellent discussion with this student group. The winter quarter Fireside Chat was 2/23 and went very well. III. Information Items IV. Old Business 1. Regular report: Enterprise Information Systems update. 2. Equipment replacement policy. 3. Copying policy for campus. 4.
