Minutes I. Action Items 1. Approval of Cabinet minutes from 9/10/03. Motion to approve as presented by Dr. Soltz. Seconded by Dr. Tullos. No further discussion. Motion carried. II. Discussion Items 1. Wendy Rittereiser to discuss status of voluntary retirement/cyclic leave program. Ms. Rittereiser brought several handouts and reviewed the salary savings resulting from the voluntary retirement incentive plan to date. The savings goals for this program can be met, given the number of voluntary retirements that were received. 2. Diversity Council report. The Diversity Council submitted their annual report for Cabinet review. Dr. McIntyre asked that the Cabinet review this document and be prepared to discuss it at the 10/1 Cabinet meeting. 3. Statistics update. Dr. McIntyre summarized her analysis of the report from Chief Rittereiser. 4. Report on arrangement for busses for the Battle in Seattle. Mr. Corona said the university has a blanket order with A&A Motor Coach for busses and the additional appropriate liability coverage. Music, athletics, alumni, student affairs, and housing also order busses through this company throughout the year, in addition to this event. CWU has a long-standing relationship with this company. 5. Multiple maps and class start times - Dr. Street. There is a concern that there are several different maps of campus that have been produced in the departments. Some are inaccurate. Kevin Higgins and Bill Vertrees suggested that any maps produced on campus be reviewed by FMD; the Cabinet agreed. The vice presidents were asked to inform the divisional staff of this new process. Lt. Higgins also asked that the Cabinet consider altering the start times for classes in order to accommodate the construction congestion. Dr. Soltz will follow up. 6. Ann Anderson will be joining Cabinet at 11:00 to discuss I-200 legislation. Senator Kohl-Wells is looking at amending I-200 to give colleges and universities tools to work with in terms of admissions requirements for students. Kohl-Wells has been working with a law professor at the UW to draft the language for this amendment. The pros and cons of the proposal were discussed in detail. Ms. Anderson also discussed several other recent legislative developments that have importance for CWU. III. Executive Reports Dr. Dave Soltz - Provost/SVPAA: Fall Faculty Day went very well. Session attendance was 180, 130 for the breakouts, and 150 for the reception. This was approximately the same number as last year for the opening session. The facilitators are giving significant feedback to the provost. A reception for the promoted and tenured faculty will be held on 10/8. Last week Dr. Soltz attended two hearings in Olympia. The first was a three-hour work group on the strategic master planning bill. The second was on the potential for compacts between the universities and the state. The house and senate education leadership recognize that they have to do more to consistently fund higher education. The provost will be attending the ICAO this afternoon and the HECB tomorrow. The Provost had several questions for Dr. Baker about software for updating web pages. Dr. Charlotte Tullos - VPSAEM: There are several new deaf students and faculty members on campus this year and SAEM is working on covering the necessary accommodations. Dr. Tullos and Dr. Soltz have a concern about several costs that have recently increased at CWU-Yakima on the YVCC campus. The selectivity of admissions for incoming freshmen has increased over the last three years. The mini-stat enrollment report was also shared. If the enrollment figures stay consistent, there may be over 9000 FTE this quarter. There are 2400 new students this year. The Wildcat Welcome Weekend went very well. Kamola Hall has only 3-4 openings left. The downtown welcome barbeque is Wednesday, 9/24. Dr. Paul Baker - VPUR: The search for the new money manager for the Foundation has come to a close. U.S. Bank was selected. A draft for the new look of the University Bulletin was distributed. The first issue of this year will be published this Friday, 9/26. Dr. Baker discussed the candidates for this year's distinguished alumni for the sciences. The Library renaming ceremony is 11/15. Plans are being formulated for this event and a template will be developed for this type of ceremony on campus. Samples of new advertising will be brought to Cabinet for review. The Foundation's earnings are at 3% this year, and this quarter may reach 4%. This is well above the national average. Mr. Rich Corona - VPBFA Copies of the Emergency Preparedness Plan were shared. The Cabinet discussed arranging a mock emergency exercise for sometime in November. BFA staff are working on a contract with the Department of Natural Resources for the DNR to store some helicopters in CWU's excess space at the airport. Mr. Corona is working with Meghan Miller and Wayne Quirk on arrangements for partial occupation of the Old Hospital. Dr. Libby Street - Executive Assistant The details of the Brooks Library naming ceremony were discussed. Dr. Street is following up on the piloting of the performance indicators to find out if this process is moving along. A draft of the fact sheet describing construction and project status on campus was distributed for comment. It will be used in the next issue of University Bulletin. Dr. McIntyre - President Dr. McIntyre sent out several FYI items to the vice presidents. Dr. McIntyre suggested that the Cabinet draft a resolution commending CWU student Diane Bedwell for running for the Ellensburg City Council. Very few students run for public office and she should be congratulated for her efforts. The Cabinet agreed. Dr. Street will work on this. Dr. McIntyre discussed the Cultural Archives Project and the Kittitas County Fairgrounds Cultural Heritage display project. IV. Information Items
