I. Action Items

  1. Approval of the PAC minutes from 9/17/03.

    Motion to approve as presented by Dr. Soltz. Seconded by Mr. Corona. No further discussion. Motion carried.

II. Discussion Items

  1. Clarification of university centers names - Ms. Miller.

    The question involved the proper grammar for the official listing of the centers names on letterhead, in publications, in letters, etc. A correct example: CWU - Yakima, i.e., spaces will be included. The official centers names are CWU - Lynnwood, CWU - Moses Lake, CWU - Pierce County, CWU - SeaTac, CWU - Wenatchee, and CWU - Yakima.

    Motion to accept the official names of the centers as presented by Dr. Meghan Miller. Seconded by Mr. CannCasciato. No further discussion. Motion carried.

  2. Marketing presentation - Mr. Anderson.

    Mr. Anderson distributed a summary of the CWU Integrated Marketing Plan, outlining progress since the launch last January 2003. A majority of staff time has been spent on campus, trying to work with, teach, and train people in the new marketing templates, styles, etc. Overall, the campus community has been very willing to make changes and has been positive in responding to the marketing plan. The new graphics standards manual has been developed and put online. The umbrella theme is, "What's Central to You?," with five different ads developed within that theme in both print and radio. The new web look is partially up and functioning, with more pages added every day. New centers and Ellensburg campus advertising materials have also been produced. The new view book makes use of the new advertising theme, as does Central Today, the President's Report, and a number of other publications.

    The lean marketing budget has led to limitations on the amount of advertising that is feasible. In the past, in order to compensate for this, more ads were placed in the small west side newspapers and radio stations, rather than going with the high-cost larger papers and radio stations. However, the marketing team has found that there is more reaction to a few ads in the big papers rather than many ads in smaller markets. Therefore, they have chosen to make a strategic shift and go with fewer, but more productive ads. As a part of this, a half-page ad was placed in The Seattle Times education insert in late September.

    Mr. Anderson also reviewed the future plans for the remaining marketing budget. These plans include a west side and central Washington radio and newspaper campaign, Internet marketing, The Daily Record, and TV commercial production.

    Several people made positive comments on the high quality of the new publications, particularly the photography.

    Mr. Anderson asked that the vice presidents and other unit heads remind their departments that internally produced publications should be designed according to the new graphics standards. Consistency is important to the effectiveness of the marketing plan goal to increase CWU's visibility to a number of audiences.

  3. Letter about adding administrators to the S & A Committee.

    Motion to rescind decision to approve change to the S & A Committee structure by Dr. Street. Seconded by Mr. CannCasciato. Motion carried. This item will go to the BOT as a discussion item.

III. For the Good of the Order

Mark Michael At noon this Friday, 10/3 a "Wildcat Walk," is being held, sponsored by the BOD Executive VP Dan Michael. The CWU pep band will march through campus as a spirit-raising event. The VP for Clubs and Organizations is putting together a golf tournament for students and staff. The BOD plans to hold a press conference every Tuesday in the SUB Pit. The CWU-TV project is underway, however the logistics are still being worked out.

Shelly Johnson The Budget Office is currently juggling numerous information requests from the HECB and legislative staffers.

Ann Anderson The legislature is now starting to ramp up for the January session, including a 3-day work session held several weeks ago. Ms. Anderson was able to give several members of the ASCWU-BOD a behind the scenes tour of Olympia. She and the students gave a "thank-you" to the legislators for their support of funding for the music education facility, which was delivered by the CWU student body officers. The packet included a letter from the president and a CD of the Music Department's performance of "Star Child." There has been very positive feedback from the legislators on this.

Lynne Imamshah The first Exempt Employees Association meeting is scheduled for 10/28 @ 3:00. The main agenda items are two code changes proposed by the exempt code committee. These proposed changes might generate some controversy because they involve professional leave and notice of separation issues. If approved, the changes will then be forwarded to the president and BOT.

Meghan Miller The deans and chairs are working together to ensure an adequate number of sections for the unanticipated (but very welcome) fall enrollment increase. This is causing some squeeze on upper division courses and this growth is harder to accommodate. All of this does have an impact on class size, but the cooperation from the faculty has been outstanding. The deans are working on operationalizing the president's initiative for transforming the university.

Judy Miller The draft BOT agenda for the October meeting was distributed for review. Two resolutions that will go to the BOT for discussion regarding contracting and appointing authority were also distributed for PAC review. Any adjustments should be given to Ms. Miller. Ms. Miller is also working with the planning committee on the ceremony for the renaming of the Tower Theatre scheduled for 11/13.

Mark Anderson The library renaming ceremony has been scheduled for Saturday, 11/15, at 2:00 p.m., and as already mentioned, the ceremony for the renaming of the Tower Theatre is scheduled for 11/13. This will be a busy week in November.

Daniel CannCasciato Mr. CannCasciato has been working on the committee charges for the Faculty Senate's standing committees. The first Senate meeting is scheduled for next week. Mr. CannCasciato has fielded a number of questions on the salary administration board from the faculty.

Chenyang Li ADCO will meet on Monday, 10/6 and the provost will be joining the group. Mr. CannCasciato will attend ADCO on a regular basis to encourage collaboration between the Faculty Senate and ADCO.

IV. Executive Reports

  1. Provost/Senior Vice President for Academic Affairs - Dr. Soltz

    Dr. Soltz is pleased with the effort made to accommodate the increase in enrollment. Fall 2003 enrollment is projected to top out at 9000, and 8500 had been planned for. Despite the challenges, this did demonstrate that there was a fair amount of available capacity in upper division classes. Instructors were asked to push up the enrollment capacity of the classes by a few students to accommodate enrollment without jeopardizing the quality of small class sizes. Funding was received for 168 FTE high demand and transfer enrollments. All of the programs will achieve their respective enrollment goals except career switcher.

    Ms. Anderson, Dr. Soltz, and Dr. McIntyre are all working with the strategic master planning initiative for higher education and performance compacts at the state level. Good discussions are taking place at a statewide level regarding the provision of more predictable funding for higher education.

    The Provost's Office is sponsoring two receptions, one this Friday, 10/3, from 3-5:00 in Grupe Center for the new Academic Affairs administrators. The second is for newly promoted and tenured faculty and will be held after the faculty retreat with the BOT at 4:00 on 10/8.

  2. Vice President for Student Affairs & Enrollment Management - Dr. Tullos

    Dr. Tullos wanted to express her appreciation to everyone who helped to resolve the unexpected increase in enrollment. All of the faculty have been extremely cooperative in working with the deans and provost on this. Enrollment numbers are looking very good and are projected to reach 9000 FTE for fall quarter. As of yesterday the centers headcount was at 1250 and the headcount at campus was over 8000. The new freshman class has the record for the highest GPA and is most the diverse freshmen class in the history of CWU. A new recruiter has been hired for the west side.

    SAEM staffers are looking at CWU's campus traditions and considering how to create new traditions and revive selected others.

  3. Vice President for Business & Financial Affairs - Mr. Corona

    Construction update: The Walnut Mall is open North and South, the 11th Street mall is open East and West. New paths are going in both directions around Black Hall. Several new parking lots are on line. Music Phase I is coming along nicely, but OFM has still not released the funding for Phase II. Randall Hall is open for classes. The construction web site and maps are being updated as needed.

    Email regarding the staff changes in BFA went out last week, which outline the arrangement of duties between Joe Antonich and Kevin Kimball as BFA prepares for Mr. Antonich's retirement.

  4. Vice President for University Relations - Dr. Baker

    U.S. Bank was selected from a pool of 19 proposals as part of a search for a new Foundation money manager. Foundation earnings are looking much better, and are at 3.3% over the first two quarters. This percentage should increase in the third quarter. The Foundation audit has gone well, with no major findings. Two new Board members have been added. The gift and pledge report is at $300K, which is low compared to last year, but on target for this year's end goal.

  5. Executive Assistant - Dr. Street

    Karina Bacica is the presidential intern for the coming year. Among her projects will be to track federal legislation that may affect CWU. Dr. Street will be working with the planning committees on Library dedication and Kamola grand opening events.

  6. President - Dr. McIntyre

    Yesterday Dr. McIntyre and other university representatives met with the Phoenix Group to generally discuss the potential of a business park or research park in Ellensburg. This could become a part of the "transforming the university" initiative. This discussion is in a very preliminary stage, but could be a potentially valuable partnership between the university and the community.

    The Council of Presidents held a conference call 9/29, followed by a meeting in Seattle 10/6. The COP is working on a number of issues regarding higher education legislation.

    Dr. McIntyre also attended the UW vs. Stanford football game on Saturday, 9/27 and had the opportunity to talk with a number of people, including Ann Ramsay-Jenkins of the HECB and Rep. Fred Jarrett.

II. Discussion Items

  1. Diversity Council report.

    The redrafted report was discussed. The president asked that the Cabinet send their comments to her.

  2. HECB Faculty Salary Increases Language.

    The HECB's informational request asked for a summary of faculty salary increases at each of the four-year institutions.

  3. Legislative Goals for Higher Education - with Ann Anderson.

    The master planning discussion has been very broad. Several legislators are aiming to condense this broad discussion into a more rationed and focused approach. The state universities have been asked to react to the talks to date in forming the master plan. An extensive discussion of these legislative goals followed, with the group's recommendations on the next steps for Ms. Anderson.

III. Executive Reports

Dr. Dave Soltz - Provost/SVPAADr. Soltz gave an update on the status of the PERC negotiations. The Salary Administration Board process is moving forward and the notification of deadlines for application has gone out. Academic Affairs is working on nominations for all of the university and Faculty Senate committees.

Dr. Paul Baker - VPUR

The university has been approached with the possibility of holding a forum on campus to discuss all sides of the wind farm project proposed for the Kittitas Valley. Dr. Baker will attend National Philanthropy Day, Tuesday 11/18, in Seattle. The plaque for the library naming dedication is currently being designed.

Dr. Charlotte Tullos - VPSAEM There is no update on the presidential speakers series. Scholarship funding is progressing well.

Mr. Rich Corona - VPBFA Dining Services has requested that the small courtyard outside of Sue Lombard be named after Carter Babcock, long time Dining Services catering manager. This request will submitted to the Development Priorities Committee. The human resources officers from the other state institutions are meeting on campus today to discuss strategies for the statewide collective bargaining process.

Dr. Libby Street - Executive Assistant Dr. Street distributed a handout proposing the revising and reorganizing of the CWU policies manual. Suggestions on potential speakers from the faculty for the Presidential Speakers Series are welcomed. Dr. Street will send a letter from the president to the faculty outlining the process for submitting names.
