Present: Jerilyn McIntyre, Dave Soltz, Charlotte Tullos, Libby Street, Paul Baker, Rich Corona

I. Action Items

1. Approval of Cabinet minutes from 5/13/03

Motion to approve by Dr. Soltz. Seconded by Dr. Tullos. No further discussion. Approved as presented.

II. Discussion Items

1. Budget and preparations for Budget Advisory Committee 6/4 meeting.

The president asked for an estimate of cuts, including the possibility of cutting positions, from each vice president's area. Dr. McIntyre acknowledged the difficulty of doing this, given that we still do not have an actual budget from the Legislature. Other non-payroll cost reductions will also be put on the table for discussion. The voluntary retirement incentive plan was discussed in some detail. Ms. Johnson was asked to prepare some new scenarios based on today's discussion. The Cabinet intends to be as conservative as possible in their budget estimates, so that the various potential budget outcomes from the Legislature can be accommodated.

2. WA State Executive Ethics Board memorandum regarding the sale of sample textbooks sent to faculty, dated 5/14/03.

The Ethics Board has researched the issues involved in selling sample texts and is asking for spokespersons from higher education to attend a forum in Olympia on 6/6/03. Dr. Soltz will contact the academic chairs for their input on this issue. Dr. Street will contact Dr. Jim Huckabay, Faculty Legislative Representative, and ask him to represent CWU at this meeting.

III. Executive Reports

Dr. Jerilyn McIntyre - President
Professor Joe Brooks sent a thoughtful note regarding the Memorial Ceremony yesterday, 5/27. Given his feedback, and that of several others, a few adjustments will be made to enhance next year's ceremony.

An inquiry from City of Longview was received regarding development of four-year degree programs. The provost offered to respond to the memo.

The NSIS board meeting conference call is scheduled 6/12.

Dr. Dave Soltz - Provost/VPSAEM
There is still some negotiation of the definition of faculty to be used in the collective bargaining election process.

Dr. Soltz had a very positive visit last week with Umatilla tribe regarding NAGPRA issues. CWU is working toward repatriating some items from our anthropology collections to the tribe. They were happy with CWU's position on this. The Umatilla are also very interested in the REM program and invited CWU representatives to come to Pendleton to speak to the tribal council about the program and to send representatives to their annual August festival.

ICAO provosts group is meeting with their community college counterparts this Friday, 5/30 in Snoqualmie Hall at Edmonds Community College to discuss inter-institutional programming cooperation.

The schedule for Honors Convocation is set. The chair of the Faculty Senate will have a new role in the ceremony.

Dr. Charlotte Tullos - VPSAEM
CWU will graduate the highest number of graduate students ever this year. The west side graduation ceremony planning is also well underway.

The enrollment numbers remain very good. Applications are up 352 for fall, compared to the same date last year.

There have been many calls from the press asking for information on the expulsion hearing for Ryan McMichael, the former ASCWU-BOD vice president who is accused of being involved in a series of robberies on campus.

Mr. Rich Corona - VPBFA
Several individuals at CWU are working on applying for a county grant for renovation funding for the Old Hospital. CWU plans to retain the building. An architect will be examining the building for code, mechanical, ADA, and other issues for occupancy. Some matching funds for the grant will be targeted to get the building in minimum shape for occupancy. Then, a phased renovation will be planned over several years to make the building fully operational.

Planning for the June Board of Trustees meeting was discussed. A committee of the whole will be set to discuss the university budget.

Don Diebert has proposed purchasing software to link PeopleSoft to First Logic, which is an address correction program and aligns addresses to the regulatory requirements of the U.S. Postal Service. Mr. Diebert will do more detailed research to see if this program can address all of CWU's mailing needs.

Dr. Paul Baker - VPUR
Six hundred and forty-eight tickets were sold for the Benaroya concert. The dollar loss was much less than anticipated and will be covered from the public relations budget. This was a fabulous event and well worth the publicity gained for the university.

A prototype of the new Wellington Wildcat costume was approved.

Dr. Libby Street - Executive Assistant
The guidelines and procedures for the Services & Activities Fee Committee are being rewritten. Dr. Street updated the Cabinet on the progress to date.

Terry Teale from the Council of Presidents is asking each institution to answer three questions about how higher education benefits the Boeing Corporation.

The university's celebration of Indian culture -- "Indian Country: Honoring the Past and Building New Traditions" -- is underway and is so far going very well.
