1:30 p.m. - President's Office

Present: Jerilyn McIntyre, Dave Soltz, Charlotte Tullos, Libby Street, Paul Baker, Rich Corona

I. Presentation by Lorinda Anderson, Jennifer Fountain, and Emily Garrigues on Presidential & VP interns.

Ms. Fountain distributed two handouts. The application process, length of internship, position description, timeline, correlation of coursework, evaluation methodology, and outcomes were discussed. The Cabinet asked a number of detail- oriented questions regarding the proposed pilot process. In addition to the actual work of the internship position, a seminar class will be included. Ms. Fountain was given the go ahead to proceed with developing a qualified pool of applicants for the Cabinet's review before the end of the quarter.

II. Discussion Items

1. Tree planning
Dr. McIntyre and Mr. Corona discussed several issues related to tree management plan and the master plan for campus. Planning for campus green areas and class trees are included in this discussion. Now that all of the underground utilities for campus are mapped Facilities staff are working on mapping the location of trees on campus.

2. Faculty Collective Bargaining
The Cabinet reviewed a draft of the administration's response to frequently asked questions related to faculty collective bargaining.

III. Executive Reports

Dr. Dave Soltz - Provost/SVPAA
The PERC process continues. The Faculty Senate has an open forum on PERC 5/21.

CWU now has a certificate of occupancy for the Yakima Valley Higher Education Center. The project has come in under budget. The preliminary stages of planning for an open house for YVHEC are under way.

Dr. Soltz, the deans and the associate vice president will be traveling to Heritage College next Monday afternoon 5/19 to discuss cooperation between the two institutions. The agenda for the conference call with the ICAO provosts included a discussion of transfer articulation issues, transfer academic plan, and competency based articulation.

Dr. Charlotte Tullos - VPSAEM
Enrollment numbers continue to be very good. Conference call on the Transitions to Success program scheduled for next week to discuss the financial aid component. The S & A budget did come forth last week, and the committee will be meeting tomorrow to discuss their charter.

Dr. Paul Baker - VPUR
The University Relations staff meeting is tomorrow, 5/14. The beta site for the new web page is up and available. Preparations are on track for the CWU at Benaroya Hall event this Friday, 5/16.

Mr. Rich Corona - VPBFA
Participation in the Business Week conference has been declining in recent years. This group may not be coming to campus this year.

Recent changes in the Fair Labor Standards Act should not be an issue for CWU.

Copies of a recommendation about electronic mail from Bruce Porter and the records retention staff were distributed. Email records are defined as public records and can be requested like any other document. New language regarding this will be included in the records retention policy. Mr. Porter also informed Mr. Corona that under the USA Patriot Act (which established homeland security after 9/11) specific government officials basically have the power to subpoena whatever records they deem necessary. Public records personnel who receive a request of this type are under a gag order not divulge the nature or source of the request. However, if any CWU staff are contacted, they should immediately contact Mr. Porter. He will then contact the Assistant Attorney General immediately to review the request to ensure that it is legitimate before proceeding.

The Randall-Michaelsen Hall utilities project came in over bid. Facilities Management has been given approval to proceed with the project, but a change order may be necessary if supplemental funding cannot be obtained. The faculty and department chairs in those buildings have been involved and are aware of the details.

The proposed Kittitas Valley visitors & convention bureau is supported by CWU. CWU staff met with the executive directors of the Chamber of Commerce, Alan Walker and the Phoenix Group, Debbie Strand to discuss this project.
