Minutes I. Action Items 1. Approval of Cabinet minutes from 5/28/03. Motion to approve as presented Dr. Soltz. Seconded by Mr. Corona. No further discussion. Approved as presented. II. Discussion Items 1. Budget update. The Cabinet discussed the budget report that will be presented to the Board of Trustees on 6/13. 2. University-wide data administration, with Mark Lundgren. CWU is considering the creation of a data administrator function, which is a common function for an individual or committee on many campuses. This individual (or group) would be charged with developing a process whereby issues of concern to administrators are inserted into the practice of data gathering and analysis. CWU's current system was built over many years without enough attention to data integrity and other data-related issues. Identification of the key reporting fields, assignment responsibility in data entry and verification, and the constructing of processes for writing edit reports are all very much needed. At times, some of the issues that we face now with reports have nothing do to with writing reports, but rather the data that the report is sourcing. Mr. Lundgren's proposal essentially involves fixing the root of the data problem in the system. Basic repairs to the data system should be undertaken as soon as possible to prevent future problems. Much more exploration and discussion is needed and no decision was made today. This topic will be on the agenda for the 6/25 Cabinet retreat. The group went on to discuss the cost study proposal. Mr. Lundgren will talk with the contractor about several questions the group had and get a bid price from him on the modified proposal. III. Executive Reports Dr. Dave Soltz - Provost/SVPAA The Honors Convocation is Friday evening, 6/13. The scripts have been sent out to the platform party. Dr. Soltz will be attending the HECB meeting 6/12. Mr. Mike Reilly will be assisting with the presentation. The regional and research university provosts are planning a two-day retreat at the end of June to discuss budget, transfer plans, etc. In July Dr. Soltz will be attending the Institute for Educational Management at Harvard University. The third and final candidate for the Director of the Douglas Honors College has completed his campus interview. Dr. Soltz expects a recommendation from the search committee next week. An announcement regarding McNair Program funding will be made early next week. Dr. Charlotte Tullos - VPSAEM "Senior Golf" was fairly subdued this year. Dr. Libby Street - Executive Assistant The developmental preschool discussions are almost complete. The draft contract has gone to the school district for their review. Several meetings have taken place to outline policy and student internships for the preschool. This is a very good partnership with the community. The elephant desk, which is currently housed in the first floor of Mitchell Hall, must be moved to a new location by the end of August. This extraordinary artwork has been on loan to the university for several years. The artist has continued the loan. Several buildings are being looked at as a potential new home. Dr. Street will report back as progress is made. Dr. Paul Baker - VPUR Mark Anderson and Dan Jack are working on Homecoming 2003 plans, including the Hall of Fame banquet and an alumni golf tournament. The $500K proposal for scholarship funding was submitted to U.S. Bank yesterday. The Foundation received $25K for the endowed professorship in Construction Management. Mr. Rich Corona - VPBFA Mr. Corona distributed a new organization chart for BFA. Five names are coming forward from the search committee for the Senior Director of ITS. Mr. Corona will decide how many of the candidates to bring in for campus interviews. AVP-BFA search committee has begun candidate screening. Draft of a web page for a university suggestion box was shared. Mr. Corona will be forwarding the Cabinet's recommendations to Bruce Porter. At state level is a discussion of temporary employment practices involving state agencies and union representatives. The outcome is still uncertain, but the maximum number of hours that a temporary can work and the benefits extended to temporary employees may be impacted. As part of collective bargaining bill, the state was tasked with looking at classifications for all employees. There are over 3000 classifications now, which are considered too many. The legislature is asking for this number to be reduced to between 400-600, which would lead to a wider range of duties and pay within a classification. In theory, this would give local agencies more flexibility. All of this will be part of the negotiation of labor contracts that will hopefully begin January 2004. Negotiations continue on the acquisition of property near campus to improve parking accessibility. Dr. McIntyre asked Mr. Corona to come back to Cabinet with a proposal on the prioritization of minor works projects. Chief Rittereiser has applied for a Department of Justice grant. Homeland Security money has been made available to pay for police overtime for special events. The budget for the Council of Presidents has been received. Dr. Jerilyn McIntyre - President Dr. McIntyre also asked for guidelines as to how long a banner can be hung on 8th Avenue. The procedure should include some type of review and approval prior to posting the banner. The stream in the Japanese Garden will be flowing for the commencement weekend. The provost and president attended the most recent Diversity Council meeting. On the whole, the discussion went well. The Diversity Council has made good progress in addressing diversity concerns on campus. IV. Information Items V. Old Business 1. Enterprise Information Systems update. At 11:30 Ann Anderson, Margaret Badgley, Linda Beath and Linda Schactler will join the Cabinet to continue the FTE discussion from 6/10. |
