I. Action Items
1. Approval of Cabinet minutes from 1/8/03.
Motion to approve as presented by Mr. Corona. Seconded by Dr. Tullos. No further discussion. Approved as presented.
II. Discussion Items
1. Legislative update.
Dr. McIntyre presented at the Senate Higher Education Committee meeting on 1/20 and the Senate Ways and Means Committee meeting on 1/21, and met individually with several legislators. She summarized the discussions at both committee meetings for the Cabinet. The legislators are struggling with the state budget. Central is working very hard to get its message to the Legislature. Dr. McIntyre and Ann Anderson will continue to meet with legislators as needed to maintain a high profile for CWU's message. A legislative update will be sent to the campus in the next few days.
2. Responses to the "Making Way for Service" memorandum.
Tabled until 1/29.
3. Student request for readership program - Dr. Soltz.
Students are proposing three different packages that have three different mixes of newspapers and respective costs. They are asking various groups to sponsor the program. Dr. Soltz asked the Cabinet to review this and discuss next week. Dr. Tullos is meeting with the ASCWU-BOD today on this issue and will report back.
III. Executive Reports
Dr. Dave Soltz - Provost/SVPAA
A reception for SeaTac faculty will be held at Highline Community College on 2/26. The provost will work with the staff to adjust the time slightly so that the president may attend this event. The Faculty Senate is meeting today. A motion to define the faculty will likely generate much discussion of how the proposed changes may impact the Faculty Code. The summer session budget advisory committee is meeting this Friday, 1/24.
Mr. Rich Corona - VPBFA
The planning process for the SUB/REC is proceeding. There will be a meeting with the Ellensburg City Council members on 1/27, 7:00 Barge 412, to discuss power pole relocation. Another in the series of public meetings was planned for 1/30, but may need to be rescheduled in order to allow more time to prepare visuals. New information is expected soon from the architect on the cost of the building, dining services transition cost, and other ancillary costs involved. This data will be factored in to the financial planning module. The financial consultant will then recalculate the financial model.
A hiring freeze is one of many legislative bills being proposed (Senate Bill 5080). If this bill passes, hiring will be frozen at the 3/1/03 level until 7/05. State agencies would be prohibited from hiring replacements for employees who leave, regardless of the reason. Faculty are exempted from the freeze. This may be very problematic for all state employers, as it would significantly reduce employers' flexibility.
Mr. Corona is working with Dr. Soltz and Dr. Tullos on the final draft of operational agreement with Edmonds Community College on the CWU - Lynnwood facility.
Mr. Dan Jack - for VPUR
Mr. Jack had no report from Dr. Baker.
Dr. Charlotte Tullos - VPSAEM
On 4/18 SAEM is hosting an open house for international students from community colleges and other area schools. On 4/15-16-17 CWU will host 1500 9th grade students on campus (500 per day) through the Gear Up program. Many activities are planned. A new remedial math program for incoming students will begin this summer. The planning group for the theater performances of The Laramie Project and The Vagina Monologues met yesterday. A number of groups from all over campus are involved. In addition to these two theatre projects, a number of other activities are scheduled for winter and spring quarters. Enrollment will be frozen tonight.
Dr. Libby Street - Executive Assistant
The NASC accepted CWU's short report. Nothing further is required until the five-year review. A committee will be formed to plan for this process.
A follow up handout to the discussion at the Cabinet retreat 1/18 on cost reduction options was distributed.
IV. Information Items
1. 2/26/03 CWU and HCC reception, 12:30 - 2:00 p.m.
2. Email memo re: procurement of office furniture from Dr. Soltz to
the Cabinet.
3. Information on May 2003 CWU concert at Benaroya Hall.
V. Distribution Items
1. EEOC guidelines for reasonable accommodation and undue hardship
under the Americans with Disabilities Act, and email memo from Bob
Campbell on reasonable accommodation. (For discussion 1/29/03).
VI. Old Business
1. Enterprise Information Systems update.
Progress continues on the new reports, which should be ready for January close. Don Diebert will be scheduled to speak with the Cabinet in early March.
2. Debt-ratio policy - Mr. Corona & Mr. Antonich.
Under development.
3. Equipment replacement policy - Dr. Soltz & Mr. Corona.
Dr. Soltz has a draft of a proposed academic computer replacement policy, but planning continues on a replacement policy for all other equipment. Mr. Corona added that after the Director of CTS position is filled, this issue will be a prime responsibility for that person.
4. Charge-back accounting system (summary of state reg.'s and existing CWU system - Mr. Corona.
Item still under discussion. This should be included in the overall budget discussions.
5. Employee Educational Benefits Policy - Dr. Street.
Ms. Wells will be reporting back to Dr. Street on several questions.
6. Planning for Growth (classroom capacity) 1/8/03.
Dr. Soltz and Mr. Corona are following up.
7. Ethics Policy.
The new policy will be included in the next quarterly update of the CWU Policies Manual.
8. Copying policy for campus.
Research and data gathering on this issue is continuing.
