I.    Action Items

1.    Approval of the PAC minutes from 3/19/03.
Motion to approve as presented Mr. Corona. Seconded by Dr. Tullos. No further discussion. Approved as presented.

2.    Approval of the University Flag Lowering Policy.
The original flag lowering policy has been updated to now designate one week per year to honor all those students and staff who have passed away during that year.

It was moved that the honor week should begin the Tuesday following Memorial Day. The flag will be lowered for one full week. Approved.

Any announcements for deaths of individuals associated with the university should be relayed to Media Relations so that a press release can be done. There will be a campus message and press release so that people are notified of the new policy.

II.    Discussion Item

1.    Procedure for recycling computers - Ms. Miller.
It's come to Ms. Miller's attention that some staff are not aware of the computer recycling procedure. She asked the group to review the current policy and make changes if necessary. The finalized procedure will be entered in the surplus equipment section of the CWU Procedures Manual.

Currently, when a department purchases a new computer, the first priority is to find a new home for the old computer within that department or division. If no one in that area is in need of a computer, the unit goes to ITS. Linda Mahaney keeps a prioritized list of individuals in need of a computer. All surplus computers should be sent to ITS to have the hard drive scrubbed, regardless of where the computer will eventually be located. Mr. Corona suggested that we put the current computer surplus procedure into the Procedures Manual as is so that employees are notified. However, a policy for overall computer replacement on campus should be developed. Ms. Miller will make a few minor changes to the current procedure and bring back a draft for approval at the next meeting.

III.    For the Good of the Order

Michael Braunstein
Dr. Braunstein recently met with representatives from the United Faculty of Central. They indicated that they are organizing a meeting with the United Faculty of Washington State for next Saturday, 4/12. They plan to file signature cards with PERC next month. If the numbers from the cards are sufficient, then an election to determine bargaining rights for faculty will be held.

Dr. Braunstein announced that Ms. Janet Shields had been hired as the new Faculty Senate Administrative Assistant B. He is very much looking forward to having Ms. Shields on board April 1.

Roy Savoian
The provost, associate vice presidents and deans will be having retreats on 3/19 and 3/20 to work on program review. Dr. Savoian summarized the performance review process to date, planned implementation of performance review in Fall 2003, and performance based budgeting. There was a great deal of discussion about the funding aspect of this draft plan.

Mark Anderson
The Alumni Legislative Higher Education Day on 3/26 went very well. CWU Alums and administrators distributed packets of information and talked with legislators. CWU had the second largest contingent in Olympia; only the UW had more people there. The feedback Mr. Anderson received on this event was very positive.

The summer session marketing campaign kickoff is coming up next Tuesday, 4/8. Media Relations staff are working with Senator Cantwell's office on preparing for a press conference for the mobile tech lab. The Benaroya Hall concert event is coming up in May and to date there has been significant event support from individuals and corporations.

Dale Hubbard
In regard to the flag lowering policy, Mr. Hubbard was part of a group that had worked on installing a permanent flagpole at the International Flag Pavilion on north side of campus (across from the Psychology Building). Ultimately, this effort was unsuccessful due to cost factors. Mr. Hubbard suggested that a new discussion on this be initiated so that the university can have a permanent location for this type of ceremony/event. Dr. McIntyre responded that the Cabinet would take this recommendation under advisement.

Mark Lundgren
Mr. Lundgren and Mike Reilly are working on projecting enrollment for next year.

David Shorr
ADCO will meet this coming Monday, 4/7. The provost will be joining the chairs. Two new agenda items will be the Bachelor of Applied Science degree and the upcoming Faculty Development Day.

Shelly Johnson
The new Senate budget should be out today. Ms. Johnson has received some advance summary information, but no details. However, given the summary information, the Senate budget may be somewhat worse than the Governor's budget.

Libby Street
The last of the presidential speakers, Geneva Gay, will be on campus 4/17. Native American Week is 5/27-30. Many campus staff and Yakama Nation representatives have participated in the planning for this week. Many exciting events will be held.

IV.    Executive Reports

1.    Provost/Senior Vice President for Academic Affairs - Dr. Soltz
Dr. Soltz is in the negotiating process with a candidate for the AVP Graduate Studies position. The finalists for AVP Undergraduate Studies will be on campus over the next few weeks.

The New York Times national political correspondent, Mr. Rick Berke, will be on campus 4/24. Mr. Berke is coordinating the national coverage for the Iraq war, so his appearance is somewhat tenuous. If he is able to come, he will spend afternoon and evening here, working with classes, doing a faculty workshop, and giving a public presentation. The New York Times will cover all expenses associated with Mr. Berke's visit.

2.    Vice President for Business & Financial Affairs - Mr. Corona
The state restrictions on the purchase of airline tickets have been relaxed. Tickets for airfare can now be done on the Internet, under the least-cost method. It was necessary to negotiate with the Office of the Attorney General and the Department of General Administration in order to have this restriction relaxed.

ProCard purchasing limits have been increased. The per transaction limit is now $1500 and the monthly limit is $5000. This change becomes effective 4/14.

A new campus agreement with Microsoft allows a department to upgrade Windows and Microsoft Office software free of charge. However, there is a minimum requirement on hardware to do this, so please check with ITS. An email announcement went out 3/18.

3.    Vice President for University Relations - Dr. Baker
The Foundation Board met last week at CWU-Lynnwood. Two new board members were elected. The gift acceptance policy was approved. Board members also made pledges for fund raising goals. Their next meeting is scheduled for 4/25.

Gift & Pledge drive is over $3M and the number of donors has been increased substantially.

There will be a donor cultivation event on 5/6 before the Alumni event at the Mariners vs. Yankees game. Another cultivation event will be held in conjunction with the Beneroya Hall concert event on 5/16.

4.    Vice President for Student Affairs & Enrollment Management - Dr. Tullos
Enrollment is very strong and is projected to be 7711 for spring. Registration for spring quarter is still open.

The academic recovery program for suspended and probationary students is a requirement to continue in school. SAEM has had to become more restrictive with those students that are continuously performing poorly. New strategies are being implemented to help academically troubled students succeed.

Dr. Tullos announced that comedian and host of "The Tonight Show," Jay Leno will be the headliner for Homecoming 2003. This has really energized the Homecoming Planning Committee and will be a great event for the whole campus.

The national conference for student affairs professionals was last week. In the discussions on strategic planning, Dr. Tullos noted that CWU is very far ahead of many other universities on performance based budgeting planning.

5.    President - Dr. McIntyre
Dr. McIntyre attended the Foundation Board's meeting on 3/25 and the Legislative Higher Education Day on 3/26.

The Cabinet will be having a retreat today to work on budgets in preparation for the Budget Advisory Committee on 4/24.

Ann Anderson is coordinating legislative efforts to promote "cut equity" for CWU, based on the additional 5% cut that CWU has already taken because of the rebasing of enrollment downward for the current biennium. She is also working with legislators to promote increasing CWU's tuition waiver authority to the same level as the other state universities.

Dr. McIntyre announced that, for planning purposes, she is setting an enrollment target of 10,000 FTE by 2010; 8000 FTE at Ellensburg and 2000 FTE at the centers. A wider discussion of the goal is being planned.

I.    Action Items

1.    Approval for 2004 Financial Aid Policies - Dr. Tullos (Agnes Canedo)
Agnes Canedo reviewed the four revised policies for 2003/04 related to cost of attendance, 2004 financial aid packaging strategy, return of Title IV funds policy, and satisfactory progress standards. These are the same categories of financial aid policies that Cabinet reviews on an annual basis and approves before being submitted (as required) to the Higher Education Coordinating Board. The Cabinet had a number of clarifying questions for Ms. Canedo.

Motion to approve as presented Mr. Corona. Seconded by Dr. Street. No further discussion. Approved as presented.

2.    Approval of the Cabinet minutes from 3/12/03 and 3/19/03.

II.    Discussion Items

1.    Establishing a policy for handling administrative surveys - Dr. Street.
On a number of occasions, CWU staff respond to surveys from outside the university. Sometimes they are funneled through Information Resources and sometimes not. It happens that now and again the same staff are asked to respond to surveys multiple times. Dr. Street proposes that all surveys should be funneled through Mark Lundgren. Also, she proposed that Mr. Lundgren be the clearinghouse for institutional data-driven responses going out. Opinion based survey responses need not be cleared. The Cabinet asked that Dr. Street write a draft policy.

2.    EDUCAUSE cyber security report and recommendations (2/28/03 memo).
Dr. McIntyre wanted to update the Cabinet on this issue and how it is affecting higher education across the country. Mr. Corona added that ITS is doing everything it can to keep CWU's computer firewalls "robust."

3.    Big Bend Community College fund raising event - Dr. McIntyre.
Dr. Baker will attend and represent CWU.

4.    ACT Conference, "Leave No College Behind: The Challenge of Educational Change," - Dr. Street.
Distributed conference information.

5.    Security for Barge 412 - Ms. Hodges
Ms. Hodges gave Cabinet a status report.

III.    Executive Reports

Dr. Dave Soltz - Provost/SVPAA
The AVP Graduate Studies hiring process continues. The program review pilot is in the final stages. The ICAP provosts group met to discuss the HECB master plan and other budget issues. This group will be adding a meeting in April to look at master plan issues with the HECB.

Dr. Charlotte Tullos - VPSAEM
The commencement planning committee is working on improved security for Ellensburg and the west side. Many students have had questions about SARS. Any students returning from Asia have been evaluated at the Student Health Center.

Mr. Rich Corona - VPBFA
A letter from Marty Brown, OFM, asking the universities to commit to whether will collectively bargain through the state process was shared with the Cabinet.

Mr. Corona met with the Kittitas County engineer recently regarding power line relocation.

Dr. Paul Baker - VPUR
No report.

Dr. Libby Street - Executive Assistant
