Motion to approve as presented by Dr. Soltz. Seconded by
Mr. Corona. No further discussion. Motion carried.
1. Administrative fee FY05, with Shelly Johnson.
Each vice president’s unit was analyzed for those
projects that are currently charged an administrative fee and
those that are not. Today, the group discussed which funds
would be assessed an administrative fee beginning in FY05.
The Cabinet asked Ms. Johnson to produce projections on the
amount of fees that could be collected, given the combination
of projects to be assessed.
2. International Conference on Unity and Diversity.
Linda Beath and Leslie Webb are working out the details of
CWU’s sponsorship.
3. Select CWU staffers to attend meeting with the Yakama
nation.
Dr. McIntyre, Dr. Soltz, Dr. Tullos, Megan Miller, and
Mike Reilly will attend the meeting to establish the
memorandum of understanding. Dr. Street will follow up with
the tribal council and proceed to set up the meeting.
Planning for the December faculty development day
continues. It is scheduled for 8:00 a.m. – 12:00 p.m.
on 12/8. The transforming the university discussion will be
extended to a discussion of developing centers of excellence.
Small group breakout sessions will be included.
Dr. Soltz will be representing the university at the HECB
hearings on 11/13 regarding the statewide master planning
process. The group reviewed the talking points for his
presentation.

The donor visitation trip to Albuquerque last week was
very productive, including meetings with alumni Brenda
McKenna and Joseph Pappe. CWU has 40 alums in the Albuquerque
area and 10 in Santa Fe.
Several members of the McConnell family are in town to
attend the ceremony for the Milo Smith Tower Theatre and will
be having dinner with the president tonight. The renaming
dedication ceremony is tomorrow evening.
Annual appeals update: the mailing to all non-donors did
not produce the results that were hoped for. In the future,
mailings will be sent to non-donors and donors will be
called, which is more cost effective.
IET is leading a Fuel Cell Education Project. The project
schedule was distributed.
A handout of energy consumption graphs and utility rates
for the campus was shared. The past three winters have been
rather warm, which has reduced the budget impact normally
expected in colder winters.
The state auditors are on campus. Mr. Corona sent written
notification to the departments that are scheduled to be
audited.
The October EIS status report was distributed. Currently
the group is working toward going live with the Admissions
module in January 2004.
The former president of Ireland and current High
Commissioner of Human Rights for the United Nations, Mary
Robinson, has been invited to speak on Tuesday, January 13,
2004. Other speakers for the remainder of the year are still
being pursued.
A list of exempt positions by OEO category was distributed
so that the executive group could be reviewed.
Logistical details for the Fireside Chat on Monday
evening, 11/17 were reviewed.
Dr. McIntyre asked Dr. Soltz to put together a task force
to examine the usage of cable TV Channels 14 & 15 to
optimize broadcasts of university events.
Dr. McIntyre had a conversation with COP staffer Terry
Teale regarding the status of the proposed development of a
statewide governing board for higher education.
The provost was asked to take the lead with the vice
presidents on an examination of salaries for specific
categories of exempt employees.
At the request of the president, Mr. Corona gave an update
on several property issues. Dr. McIntyre also followed up
with Mr. Corona the status of security system installation in
the Japanese Garden.
