The provost traveled to China and Japan for 10 days during
October with Michael Launius, Interim Executive Director Of
International Studies & Programs and Chenyang Li, Chair
of Philosophy. The main purpose of the visit was to rekindle
several exchange relationships and explore some new
programming possibilities. The trip went very well. The time
at Beijing University offered a good opportunity to evaluate
the language program that is currently in place. Also visited
Northern Jiaotong University in Beijing. There are several
academic structural similarities between NJU and CWU in areas
of specialization, which offers good potential for developing
relationships in the future.
In Japan, the Shimane Women’s College
50th Anniversary Celebration proved to be a lovely
ceremony and President McIntyre’s speech was very well
received. There was also an excellent opportunity to explore
new relationships with National Shimane University.
At the HECB meeting yesterday, the outline of the 2004
strategic master plan for higher education draft interim plan
was distributed and Dr. Soltz had copies for the Cabinet. Two
more input hearings will be held 11/10 & 11/13. Dr. Soltz

for CWU. This will be an agenda item for the Cabinet retreat
on Sunday, 11/2.

Nation advisory board will be next week.
Mr. Corona updated the group on various property
issues.
ICBO met Monday in Olympia. The work plan for the year was
developed for the ICBO group. The JLARC study is impacting
the capital prioritization list for the state. There was also
a presentation from DNR on the trust lands in terms of how
the revenue is generated from trust lands. Mr. Corona will
present on this in more detail at the retreat. The Department
of Personnel reported to ICBO on the status of the collective
bargaining process. A new computer system at the state level
will be required to accommodate the changes in the employment
system that will be generated by the process of collective
bargaining. The group also discussed the capital allotment
process and the possibility of streamlining the system to
better accommodate construction schedules.
The State Auditors held their entrance conference for the
annual audit of CWU yesterday.
