Produced by the Higher Education Center for Alcohol and Other

The group viewed the video, and then began the discussion
by reviewing what CWU is doing currently to address alcohol
issues on campus. Mr. Champagne summarized the programs in
place on campus and the efforts at community outreach. The
group discussed several possibilities for new programming and
partnership development. The president’s goal is to
have the campus move forward in improving the relationships
between the university and the community and state in
tackling this complex issue.
1. Diversity Council description to become a university
committee.
Item tabled. This will be brought back at a later
date.
1. Proposed changes to the CWU Educational Benefits
Policy. To be an action item on 12/3/03.
These changes are essentially editorial. This item will
come back to the PAC for action on 12/3 and will be scheduled
to go to the Board of Trustees as an action item 12/5.
2. Proposal to add two members to the university
Information Technology Committee. To be an action item on
12/3/03.
This was brought forward at the request of the Academic
Affairs Council to make the committee more
representative.
The Faculty Senate is meeting 12/3. The General Education
committee is working with the provost on creating the program
for the December faculty development day.
Agenda items for December Board of Trustees are due today.
Backup documentation can be submitted later next week.
The President’s Holiday Gift Program for this year
is underway. Anyone wishing to donate a gift to a child,
please contact the President’s Office.
Ms. Bacica is working on researching HECB issues related
to work-study in private vs. public institutions, National
History Day support, and the CWU history book project.
Dr. Steve Bisese, ODK president, is visiting campus 11/21.
Mr. Skiff will be hosting him during his visit to campus.
Copies of the Diversity Council’s expectations for
the coming year were distributed, as well as an article on
multiculturalism vs. globalism. The Diversity Council will
meet again in first week of December. The Council will be
adopting a process and protocol for their meetings that more
closely parallels the university structure/procedure.
All of the exempt employee code changes passed on the
ballot earlier this month and will be going forward as an
information item to Board of Trustees in December.
All of the recent CWU events, i.e., rededication ceremony
for the Milo Smith Tower Theatre, the naming ceremony for the
James E. Brooks Library, and the announcement of Dr. Terry
Martin’s 2003 CASE Washington Professor of the Year
award all went very well. Debriefing meetings for the Smith
and Brooks events will be scheduled. Eventually, the
information gained from these two events will be used to
develop a naming event procedure for the university.

1. Provost/Senior Vice President for Academic Affairs
– Dr. Soltz
The fall faculty day is scheduled for 12/2, and will
continue the discussions on transforming the university,
academic planning, and defining centers of excellence.
Yesterday, the provost and president attended a PERC
hearing regarding composition of the definition of the
faculty bargaining unit for the collective bargaining
process. Previously, the Faculty Senate came up with a
proposal, which United Faculty of Central and the
administration agreed upon, but PERC did not accept this
definition. This meeting was to discuss the range of
possibilities involved in defining the bargaining unit.
Overall, it went well.
The faculty performance evaluation process is complete.
Notifications are going out soon. This evaluation becomes
part of the salary administration process. However, there is
no merit money for distribution this year.
Sabbatical leaves are being reviewed. The announcement
will be a bit later than the deadline due to holdups with the
process.
Because of the retirement of the west side courier, there
will no longer be courier service to the west side. The
provost’s staff are looking at alternatives.
2. Vice President for Student Affairs & Enrollment
Management – Dr. Tullos
Twenty-three students have been called-up for military
service so far this year. Each case is being handled on an
individual basis. More call-ups are expected.
The SIS system went down yesterday, and for the time
being, pre-registration is being done by hand.
The weekly Social Justice Series in the SUB has been very
popular with students.
3. Vice President for Business & Financial Affairs
– Mr. Corona
Mr. Corona and the other higher education business
officers met with the OFM and Governor’s collective
bargaining negotiating team regarding salary information
processing. OFM is considering making substantial revisions
to the public universities payroll reporting methods. The
group discussed the practical aspects of this in detail. He
noted that the civil service reform law mandates that CWU
consult with OFM prior to beginning the bargaining process.
This is being arranged.
On 11/17 Mr. Corona attended an ICBO meeting in Seattle to
discuss the capital projects planning process. The single
prioritized list for all of higher education is now required
by the legislature. ICBO will be meeting to determine the
protocols and principles for how this list of projects will
be prioritized. Staff from the Joint Legislative Audit Review
Committee (JLARC), is doing intensive performance auditing of
all capital projects state wide, both currently and over the
past five years. JLARC wants to improve the capital project
process for the next five years. This will necessitate that
each university summarize a great deal of information for
JLARC, which may have an impact upon our staffing.
4. Vice President for University Relations – Dr.
Baker
Alumni Relations announced that the alumni trip to Las
Vegas for the men’s basketball invitational is sold
out.
November 18 was National Philanthropy Day. A luncheon was
held in Seattle for this event. CWU honored the Kollmorgens
who are great supporters of the music program.
The search for the Senior Director of Development is
moving well. Candidates are on campus this week and the first
week of December.
5. Executive Assistant – Dr. Street
Many student groups are busy collecting items for the
community as a holiday community service project.
A proposal for a family center will be brought forward to
this group as soon as possible from the childcare task
force.
A globalization seminar will be held on campus 1/12/04.
The discussion will include thoughts on how to define
globalization. On 1/13/04 Former President of Ireland and
current High Commissioner for Human Rights to the United
Nations, Mary Robinson, will give a lecture on campus.
The person selected to perform the university’s cost
analysis will be on campus 12/8-9 to meet with administrators
and staff.
NASC (now called the Northwest Commission on Colleges
& Universities) evaluators will be on campus in fall 2004
for a routine five-year interim visit.
6. President – Dr. McIntyre
Dr. McIntyre agreed with Mr. Anderson that we had a good
week of publicity for CWU with events and it was encouraging
to have so many positive stories in the local paper. The
president asked that memory books be put together for Dr.
Brooks, Mrs. McConnell, and Dr. Milo Smith on the dedication
ceremonies.
The president will be speaking today with the COB chairs
as part of the continuing conversation with the departments.
Monday, 11/17 she spoke to the Yakima Chamber of Commerce on
the CWU-Yakima center, along with YVCC’s President
Linda Kaminski and WSU Tri-Cities Chancellor Larry James
regarding the programming at the shared facility. The
presentation was well received.
The crowd at the Fireside Chat on 11/17 was the largest
ever. It was an excellent forum and there were many
thoughtful questions from students.
The Ellensburg Chamber of Commerce’s Legislative Day
is tomorrow. Ann Anderson will be meeting with Cabinet later
this morning to review the presentation strategy.
Dr. McIntyre will be attending the AASCU conference next
week, which will focus on student involvement programs.

1. Chamber of Commerce “Legislative Day”
presentation, with Ann Anderson.
Ms. Anderson reviewed the flow of the presentation. Each
vice president discussed the details of their respective
sections.
2. Federal legislative strategy, with Ann Anderson.
Dr. Street distributed a handout and reviewed some
strategy options. The challenges include a more consistent
presence with legislators and staff to keep CWU’s
message before them, develop a mechanism for tracking
legislation, develop a coordinated response team and better
understand the current state-wide efforts and track and
respond to federal activities that affect higher education.
The Cabinet discussed a number of possible strategies.
Glossy brochures that CWU is now producing under the new
graphics standard are ALL recyclable. Some departments had
been concerned about this. Graphics will send a campus wide
memo so that all staff are aware that the new
“look” is environmentally friendly.
Dr. Tullos attended a conference with senior student
affairs officers recently. Alcohol and drug abuse among
college students is a concern nation-wide. The Cabinet
discussed strategies to build on already existing campus
programs. The president asked Dr. Street to put together a
task force to develop strategies for engaging the community
in a dialog on this issue.
The COTS dean search is underway, chaired by Roy Savoian.

Copies of Dr. Soltz’s 11/13 presentation to the HECB
on the interim strategic master plan were distributed. The
policy for military call-ups and the approach for the
programming on the university TV stations were discussed.
Mr. Corona shared a comparative analysis of color copying
costs on campus and the community.
There is a large group of employees retiring 3/31/04.
It’s been suggested to arrange one encompassing
reception in March for all retirees. Mr. Corona will contact
the Retirement Association about this.
