Temporary/Hourly Employment Guidelines

The Human Resources Department is available to assist you in identifying, selecting, and documenting your temporary/hourly employees.

The University employs temporary employees to meet short-term and intermittent workload needs. Temporary/Hourly appointments may not exceed 1,050 hours in a twelve consecutive month period from the original date of hire. Overtime hours are not included in the 1,050 hours. Hours worked in all temporary positions that an employee holds at CWU count toward the total hours worked. If an employee has one temporary position and accepts another, the hours from both CWU temporary positions count toward the total hours the employee may work during one year.

Note: If the temporary work is similar to work performed by a classified cyclic employee who is on a period of cyclic leave, the temporary work should first be offered to the classified employee.

Generally, if a student is taking less than 6 credit hours for undergraduate or 5 credit hours for graduate, the individual is hired as a Temporary/Hourly employee.

Consult your Human Resources Representative to discuss the temporary hiring process, hiring paperwork and approved salary ranges BEFORE offering the position.


Temporary/Hourly employees may start work ONLY after all the requirements for employment have been met and approval to start work has been obtained from Human Resources. The hiring department has the responsibility for insuring all the required paperwork is completed and approval from Human Resources has been obtained BEFORE an employee can begin work.

This outline has been prepared to assist departments with the recruitment/hiring process for Temporary/Hourly employees. The steps are listed in chronological order.

Step 1: Consult with your Human Resources Representative:
Discuss the need for a temporary employee. Define duties, working title, length of appointment, proposed hourly rate & benefit eligibility. Evaluate the use of a temporary/hourly pool. If applicable, request master temporary/hourly pool or post position. Review "Additional Temporary/Hourly Information".

Step 2: Submit the following paperwork to HR (prior to making an offer of employment):

Step 3: Working with your HR Representative, make an offer of employment:

  • Notify employee to bring social security card and appropriate I-9 documentation to the Human Resources Office on the first day of employment.
    Note: Employee will complete the I-9 form in the Human Resources office on or before the first day of employment. Employee must complete Section 1 no later than the first day of hire. If employee is a new employee to CWU or has changed names since the last time he/she was hired, a copy of the social security card is required.

Step 4: Submit the following paperwork to HR (on or before the first day of employment):

  • Temporary/Hourly Personnel Action Form (PAF)
    Job Code # = 001825
    Position # = 00690000
    Obtain Department Head and Appointing Authority Signatures (All grant funded positions must have the Accountant (Grants Only) signature box complete).
  • Temporary Appointment Form (TAF)
    Complete TAF including detailed job description previously reviewed by HR.
    Review with employee and obtain employee's signature.
  • General Application
    Note: All new, retired and former employees will be required to complete a general application unless using a master pool. Verify that employee has completed all information, including signature and date.

Step 5: On the first day of employment:
