The first series of small group sessions is being held spring quarter and will cover the basics of the legislation and work done to date. Then, about every 4 months, until July of 2005, HR expects to offer other sessions, updating employees on the current status of these sweeping changes to the state’s civil service system. The legislation, passed last session, has three main components: new/revised rules and classification system; collective bargaining that includes wages and insurance benefit dollar amount; and fewer restrictions on contracting out. The Department of Personnel in Olympia has the lead in the development and implementation of the new human resource system (rules). The Office of Financial Management in Olympia has primary responsibility for collective bargaining. The Department of General Administration in Olympia will write the rules for the contracting out process. For additional information, visit the HR 2005 web site at http://hr.dop.wa.gov/hrreform.
