VP Issues:

Financial Services - Rich distributed a draft copy of the Financial Services' reorganization announcement to be sent to the campus community next week. If you have any suggestions, please send them to Shirley by the first of next week. Review Cabinet Meeting - Rich reviewed the Cabinet meeting held this week.

There will be a mock (table-top) disaster exercise scheduled for this fall.

The buses being used to carry spectators to the Central/Western Battle in Seattle are covered by insurance.

A proposal to exchange helicopter storage for instruction in the flight tech program is being discussed.

Bruce Porter and possibly Mickey Parker will attend the Tribal Conference.

November 20 has been scheduled as legislative day. This is usually held at Hal Holmes Center. Rich asks that items for discussion be submitted to him prior to that date.

Rich reminded the council that items for the Summer Session 2004 budget request are due by October 1.

Cooperative Problem Solving Workshops - Rich, Don, Kevin and Carmen will attend. If you have others interested, let Rich know.

A concern has been raised regarding the amount of construction on campus and how it may affect the ability of students to get from one class to another in only ten minutes. Rich, Kevin, Kevin Higgins and Steve Rittereiser will meet to discuss this issue.

Rich asked that recommendations for the make-up of the Diversity Council be sent to him. Ona indicated that she would like to have Lorraine Chavez involved.

October payroll issues - Rich asked that Carmen and Don meet with the appropriate people today to schedule work that needs to be done on the system.

President Jerilyn McIntyre thanked the council for her invitation to attend the meeting. She also extended and invitation for "invites" to other group meetings.

AVP Issues: Kevin reported that he is meeting with groups and individuals in his area and learning the "Washington" way of doing business.

Financial Services Issues:

Attempted Travel Card Fraud - Joe reported that the web form used to apply for a CWU corporate card was used to apply for three fraudulent cards. This has been reported to our campus police. The web form has been removed at this time. Carmen recommends that this kind of form be put on an intranet, not the internet.

Joe indicated that it may be possible for students to have money wired directly into their accounts. Security issues are being addressed at this time.

The State Auditors will be on campus October 1. They will look at last year's numbers and compare them to the previous year. An entrance conference should take place next week. Joe recommended that yearly audits continue on GASB, housing and athletics; Rich agreed.

The first draft of the 2003 State Financial Disclosure/Statement is being finalized. It should be ready for the board resource committee in December.

US Bank has been selected as the investment manager for the Endowment Foundation.

Mac Taylor is reviewing and finalizing procedures for non-resident aliens. Darcee will be attending a conference on this in Seattle. Joe will ask Mac to work with Don Diebert for the technical/system involvement.

ITS Issues:

ITS Staff Presentation - Carmen distributed a copy of the presentation made to his staff.

HR Issues:

Ona reported that a settlement has been reached with the Health Care Authority. Thanks to Wendy for all her work on this issue. HCA's new computer system implementation has been delayed until sometime next spring. TIAA/CREF individual meetings with employees may be scheduled between 10/8-9 and 11/19-20. TIAA/CREF workshops are scheduled to be held on 10/8, 3-4 p.m., Developing an Investment Strategy and on 11/19, 3-4 p.m., Saving on taxes, Save for Retirement through SRAs.

Ona reported that she had attended a meeting in Olympia regarding new regulations/labor relations. Gary Moore was also in attendance. Ona indicated that at this time, there should be no release time granted for working on the 2005 contract.

The Benefits Fair will be held on 10/29, from 10 a.m. - 3:00 p.m., in the SUB pit. The 2004 plan information and costs are posted on the HR web page under benefits on their news page. Open enrollment period: 10/20 through 11/30.

Central's unemployment costs for last two quarters amount to $97,273.65.

Ona indicated that information on the HR 2005 activities, including rules, classification plan, collective bargaining, and contracting out may be found at the following sites:

Carmen asked how often evaluations should be done. Ona and Rich confirmed that evaluations on all employees should be done not less than once per year.

Ona reported that "readiness confirmation" requirements are part of the new performance management rules/requirements from DOP. "Readiness confirmation" is verification from the Department of Personnel that an organization has training, communications, and performance management systems in place to ensure valid, fair, and equitable decisions. Organizations must receive readiness confirmation before using performance as a factor in compensation or other human resource decisions.

Facilities Management:

Bill reported on the HECB meeting last week. Bill will send an email on Minor Works to Rich. JLARC will send a response to HECB on the proposal. There will be one more meeting.

Bill informed the council that CWU has 100 shares of Ellensburg Water Company water rights. We can irrigate any of our owned property with this water.

EIS:

Student Administration: Admissions has gone live. The next major steps to be completed by year-end include Data Conversion, Self-Service, and Financial Aid (new regulations).

FMS Upgrade Planning - We had a very good meeting this week. We are working on the chart of accounts.

Position Control Update - We are gearing up for position control to move off the VAX and into PeopleTools. Kickoff for this is scheduled for next week.

Don distributed the "Enhanced PeopleSoft Software Support Policy."
